*790. MS. NUSRAT SEHER ABBASI: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that the project to nourish milk and meat has been delayed and the salaries of 332 employees have been stopped;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

(a)      Yes.

(b)      Under ADP No. 43, the project for milk and meat was launched in the year 2006-07 with completion period of 5 years, upto 2010-11. However, the Works & Services Department took its time to complete the civil work and, the project had to be revised for one year; so it completed on 30-06-2012 with completion of the project, the salaries of the contracted project employees come to end. This Department submitted PC-IV to the Planning & Development Department for regularization of non-development side of the Project from where it was moved to the Finance Department. The positions were rationalized from 332 to 77, by 16-04-2013.

The summary was resubmitted to the Finance Department for the sanction of remaining 255 posts.

The Finance Department sanctioned 70 posts instead of 255 posts on dated 31-05-2013.

The total sanctioned posts in the scheme on non-development side are 147 & the salaries of the same has been released from July, 2012.

The 185 posts of different categories employees were not sanctioned by Finance Department.

The summary is than moved to Honorable Chief Minister Sindh for the approval of remaining 185 posts & the same are not approved.

*962. MS. NAHEED BEGUM: Will the Minister for Women Development be pleased to state:-

(a)   Is it a fact that complaints have been received regarding such women who come for refuge in women center at Sukkur but are being handed over to heirs after taking bribe;

(b)   If answer to (a) above is affirmative, the action taken by the government against the persons involved in it?

 ANSWER

MS. RUBINA QAIMKHANI, Minister for Women Development:

The District Officer Sukkur informed that there is no shelter home at Sukkur therefore, women cannot taking refuge in Women Center at Sukkur and there is no complaint regarding the issue, copy at Annexure, placed on the table of the House.

Keeping in view the reply of District Officer Sukkur, since the question does not pertains to Women Development Department, Government of Sindh hence, no action require to be taken by the Women Development Department against the person involved in it.

 *1424. MS. NUSRAT SEHER ABBASI: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that the Livestock department has been devolved to the provinces;

(b)   If answer to (a) above is affirmative, name/number of projects running with the co-operation of Federal Government?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

(a)      No.

(b)      Consequent upon the deliberation/decisions of the Implementation Commission of           18th Amendment in the process of the 2nd devolution, Ministry of Livestock & Dairy Development Government of Pakistan was to be devolved to the provinces.

On contrary to that and to meet the obligations of the above Amendment, Ministry of Livestock & Dairy Development was shown devolved in name, but actual Projects/Programs were not transferred to the provinces, rather a new Ministry with the nomenclature of “Ministry of National Food Security & Research Government of Pakistan” was created. The following Projects/Programs/Boards, which were being implemented in the provinces by the developed Ministry of Livestock & Dairy Development and were to be transferred to the provinces, are now being run by the newly established Ministry of National Food Security & Research instead of transfer to the provinces, despite of the requests by the Livestock & Fisheries Department, Government of Sindh.

 1.    Projects run by the Livestock & Dairy Development Board (LDDB)

(i)   Livestock Production & Development for Meat Production.

(ii)  Milk collection processing and production development program.

 

2.    Prime Minister Special Initiative Livestock (PMSIL) Program.

3.    Poverty Reduction through Livestock holders and Dairy Development.

 Like was on Fisheries side:-

1.    The Marine Fisheries Department.

2.    Korangi Fish Harbor Authority.

3.    Hawksbay Fish Hatchery.

4.    Marine Fisheries Training Center Karachi were also not devolved to Sindh Province.

How much implemented on Sindh Women Economic Empowerment project and when the same has been started as well as names of districts where women benefited from it?

 ANSWER

MS. RUBINA QAIMKHANI, Minister for Women Development:

The project of Women Economic Empowerment was not approved by the competent forum, hence not implemented by the Department. However, economic empowerment of the women has been provided by the Department through following schemes:

 Establishment of Sales & Display Resource Centre.

Establishment of Day Care Centre.

Establishment of Women Complaint Centre.
