How much implemented on the scheme “To produce gas from coal” and when the same will be completed?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:
The scheme comprises of three phases (i) Development of Gasifier (ii) Syngas Purification and (iii) Power Generation from Syngas, costing Rs. 490.80 million, 494.450 million and 8898.700 million respectively. Work on phase I & II have been completed after 100% release of funds as per PCs. The project team conducted first test burn successfully on 11th December, 2011 and experienced project of Syngas from Thar Coal. The project is being fully funded by the Federal Government.
Now, the project team is pursing the power generation phase III, titled “2x50 MW Power Generation by Syngas (IGCC 2009)”initially 8-10 MW will be produced. An amount of Rs. 1650.00 million has been spent up to date.
The project has been implemented about 27% in term of expenditure. Time period for the project is 30 months from the date of 1st release of funds. The 1st release was made on 13-09-2012. Therefore the project completion date is 30-06-2014.

(a) Is it a fact that the World Bank has supported in any project to develop Thar Coal;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:
(a) The World Bank made commitment to finance US$ 30 million for a study project titled “Thar Coal and Power Technical Assistant Project”. The bank withdrew its support at the preparation stage of the project, due to sudden change in its policy.
(b) Limited activities were carried out under Project Preparation Facility detail are as under:-
Following key activities were carried out under the Project Preparation Facility of US$ 2.0 million.
(i) Finalization of Terms of Reference for Preparation of Water Master Plan for Thar Coal fields including Hydro geological, Water Supply and Wastewater Management Studies.
(ii) Finalization of Terms of Reference for Environment and Social Studies, Land Use Plan including Resettlement Frameworks and Development of Geographic Information System (GIS) for Thar Coal Fields.
(iii) Conducted 30 days Long Water Pump Test at Block-II of Thar Coal fields to determine age, size and chemical composition of underground water aquifer.
(iv) Development of Geographic Information System for Thar Coal fields including developing Digital Base Map, Geo data Base Model, Web Portal.
(v) Developing Information Memorandum for International Competitive Bidding for mining/power generation project at available Blocks of Thar Coal fields.
(vi) Draft Legal and Regulatory Framework, including Coal Policy and Coal Act with supporting regulations.

(a) Is it a fact that any support has been provided by the Federation or international organizations to develop Thar coal;

(a) Yes, the Federal Government is supporting development of Thar Coal whereas no support is extended by international organizations(s).
(b) Approval of incentive package for developers by ECC on 15th October, 2010.
Approval of Sovereign Guarantee for coal mining project at Block-II by ECC on 8th March, 2013.
Funding of Underground Coal Gasification Project.
Approval of transmission line project for power evacuation from Thar coalfield by ECNEC on 16th August, 2012.
