KAMRAN AKHTER, MPA: The Honourable Minister for Planning & Development, Sindh may please to give answer/ statement that the amount of development fund allocated for districts of Karachi and each district of the Province of Sindh during 1^st January, 2010 to 24^th October, 2014 as well as fund released for the above period alongwith head, whether the same had been used in the right head, district-wise detail thereof whole Sindh?

RANA ANSAR, MPA: The Honourable Minister for Local Government, Sindh may please to give answer / statement that Local Bodies are not performing properly, the city of Hyderabad has been changed into heaves of garbage, the citizens are falling into various diseases, Sewers are overflowing and bad smell of sewers and garbage is rising. For God’s sake pay attention to this important public issue, Provide the hygienic atmosphere to the people of Hyderabad.

ZAFAR AHMED KHAN KAMALI, MPA: The Honourable Minister for Local Government, Sindh may please to give answer/ statement that what action is being taken by the Government to improve the sanitation and cleanliness of Sindh Province particularly Mirpurkhas?

4. CALL ATTENTION NOTICE NO. 40 OF 2014;GIVEN NOTICE OF BY MR. MUHAMMAD DILAWAR QURESHI, MPA: The Honourable Senior Minister for Education & Literacy, Sindh may please to give answer/ statement that there is dire need of University to be established in Hyderabad immediately as the thousands of students who pass intermediate remain unable to continue their University Education. Also state the time frame if any to establish University in Hyderabad.

5. CALL ATTENTION NOTICE NO. 12 OF 2014;GIVEN NOTICE OF BY MS. NUSRAT BANO SEHER ABBASI, MPA: The Honourable Minister for Livestock, Sindh may please to give answer/ statement that Livestock Department’s retired officer Shabbir Pirzada has collected Lacs of rupees from Directors of 6 Livestock Farms and 26 other officers on the name of Fund Collection Campaign for PPP Function.

Industry-wise number of registered and unregistered labourers at present working in the province?

In Sindh Employees Social Security Institution, the data of workers who are brought in the ambit of S.S. Scheme by notification u/s 1(3) of PESS Ordinance, 1965, is maintained. These workers are called to be registered under Social Security Scheme. The Institution does not maintain the record of un-registered workers.

Industry-wise number of registered labourers as per record of SESSI are 672,427. The details are as under:-

*1333. MS. NAHEED BEGUM: Will the Minister for Labour be pleased to state:-

(a) Is it a fact that minimum salary of a labourer was fixed Rs.10,000/- in budget 2013;

(b) If answer to (a) above is affirmative, how much the same is being implemented in private sector/companies?

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Labour:

(a) Yes, it is a fact that Government of Sindh announced Minimum Wages of Rs. 10,000/- per month w.e.f 1^st July, 2013 vide notification No. L-II/13-4/78 dated: 3^rd October, 2013 and the Sindh Government Gazette dated: 1^st November, 2013 at Annexure, placed on the table of the House.

(b) The Directorate of Labour, Government of Sindh is implementing the rate of minimum wages in accordance with relevant provision of Law throughout the Province of Sindh. The complain in respect of the nonpayment of wages as per the above rate are being dealt with according to the law and the court of the Commissioner and Authority established under the Workmen Compensation Act-1923 and Payment of Wages Act-1936 are providing relief to the complainant workers in this respect.

Details of National Institute of Labour Administration and Training such as its organogram, number of employees and benefits so far achieved by it?

ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Labour:

The National Institute of Labour Administration Training (NILAT) has the singular distinction of being only and the oldest national institute in the country which was set up by the Government of Pakistan in the year 1956-57 to impart training in Labour Administration and Industrial Welfare.

After 18^th Amendment in the Constitution of the Islamic Republic of Pakistan, NILAT was devolved to Government of Sindh, Labour & Human Resources Department.

The Organogram is given at Annexure-I, placed on the table of the House.
