Industry-wise number of registered and unregistered labourers at present working in the province?

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Labour:
In Sindh Employees Social Security Institution, the data of workers who are brought in the ambit of S.S. Scheme by notification u/s 1(3) of PESS Ordinance, 1965, is maintained. These workers are called to be registered under Social Security Scheme. The Institution does not maintain the record of un-registered workers.
Industry-wise number of registered labourers as per record of SESSI are 672,427. The details are as under:-

(a) Is it a fact that minimum salary of a labourer was fixed Rs.10,000/- in budget 2013;
(b) If answer to (a) above is affirmative, how much the same is being implemented in private sector/companies?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Labour:
(a) Yes, it is a fact that Government of Sindh announced Minimum Wages of Rs. 10,000/- per month w.e.f 1st July, 2013 vide notification No. L-II/13-4/78 dated: 3rd October, 2013 and the Sindh Government Gazette dated: 1st November, 2013 at Annexure, placed on the table of the House.
(b) The Directorate of Labour, Government of Sindh is implementing the rate of minimum wages in accordance with relevant provision of Law throughout the Province of Sindh. The complain in respect of the nonpayment of wages as per the above rate are being dealt with according to the law and the court of the Commissioner and Authority established under the Workmen Compensation Act-1923 and Payment of Wages Act-1936 are providing relief to the complainant workers in this respect.

Details of National Institute of Labour Administration and Training such as its organogram, number of employees and benefits so far achieved by it?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Labour:
The National Institute of Labour Administration Training (NILAT) has the singular distinction of being only and the oldest national institute in the country which was set up by the Government of Pakistan in the year 1956-57 to impart training in Labour Administration and Industrial Welfare.
After 18th Amendment in the Constitution of the Islamic Republic of Pakistan, NILAT was devolved to Government of Sindh, Labour & Human Resources Department.

The Organogram is given at Annexure-I, placed on the table of the House.
