Date on which the project of DAI centers of animals breeding started along with the amount spent on the same?

The project under ADP No. 43 development of milk & meat production in Sindh was launched on 01-07-2007 during the financial year 2006-07 with Establishment of Artificial Insemination Field Centers in 10 newly created district i.e.:-

District-wise number of public/private livestock mandies exist along with the procedure for allotment of Livestock mandies?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

The livestock mandies fall in purview of the Local Government Department, the Livestock Department does not establish livestock mandies.

 *1104. MR. REHAN ZAFAR: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that any environmental study has been carried-out by the department about Bhambore Dairy Project;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

(a)&(b) The Livestock and Fisheries Department has been given for the Bhambhore Dairy Project clearance by “Environmental & Alternative Energy Departmen” vide letter No.So(E&AE)V-60/10 dated 23-02-2011.

*1105. MR. REHAN ZAFAR: Will the Minister for Livestock be pleased to state:-

Current project director of the Bhambore Dairy Project alongwith his personal qualification?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

The Secretaries Livestock & Fisheries Department Government of Sindh were declared as project Director of Bhambhore Dairy village and processing zone for meat animals District Thatta. The present project Director is Mr. Zafar Iqbal, Secretary, Livestock & Fisheries Department.

His qualification is Bachelor of Arts (BA).

 *1217. MR. REHAN ZAFAR: Will the Minister for Livestock be pleased to state:-

Amount spent by Sindh Dairy Development and Meat Company during 2011-12 and     2012-13 along with the detail of persons to whom loan/aid was provided from the said amount?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

The amount was allocated to the Livestock & Fisheries Department is the year 2009-2010. However no any amount of the said scheme was spent during the financial years 2011-2012 and 2012-2013.

No any amount was given to any person in lieu of loan/aid.

(a)   Is it a fact that the government has provided jobs in the department during 01-01-2009 to 31-08-2013;

(b)   If answer to (a) above is affirmative, the district-wise details thereof?

 *1442. MR. DIWAN CHAND CHAWLA: Will the Minister for Livestock be pleased to state:-

(a)   Is it a fact that on 01-01-2012 Stock Assistants etc. were upgraded from BPS-6 to BPS-11 and promoted from BPS-11 to BPS-15 on completion of twenty years service but no nomenclature for the promoted posts has been decided to date and no job description has been separated which is violation of rules and against fundamental rights of government servants;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

JAM KHAN SHORO, Minister for Livestock:

The Livestock & Fisheries Department Government of Sindh on getting approval by the competent authority worthy Chief Minister Sindh through ORDER No. SO(1)L&F/7-64(UP-Graded)2014.

Karachi dated 21-02-2012 and enclosing Finance Department No.SO(SR-IV)2-173/2005, Karachi dated: 21-02-2012 (Copy of order, placed on the table of the House). The existing posts were upgraded from BPS-6 to BPS-11 in the cadre of Stock Assistant/Veterinary Field Compounder/Livestock Assistant/Livestock Inspector and Artificial Inseminator with effect from 01-01-2012 as initial BPS and BPS-15 for those who completed 20-25 years continuous spotless service on seniority cum fitness basis.

However, it is clarify that when the criteria is fixed the same post with same job descriptions is upgraded.

The nomenclature is same, job description is same; however, only posts were upgraded accordingly. There is no issue of violation of fundamental rights in this issue. They obtained the financial benefits due to this up-gradation. So far, no such issue exists in the department from this cadre.

Summary, approved by the Chief Minister Sindh, the Chief Executive of the Province.
