*239. MS. HEER SOHO: Will the Minister for Education be pleased to state:-
(a) Is it a fact that the bills were passed by the Sindh Assembly for the establishment of Universities in the province during last five years;
(b) If answer to (a) above be in the affirmative, the details thereof?
ANSWER
MR. NISAR AHMED KHUHRO, Minister for Education:
The following Public Universities have been established in the Province of Sindh during last five years:-
1. Benazir Bhutto Shaheed University Layari, Karachi.
2. Shaheed Benazir Bhutto University, Shaheed Benaziabad.
3. Sufi University Bhitt Shah District Matiari.
4. Dawood University of Engineering & Technology Karachi.
5. Sindh Madressatul Islam University Karachi.
*285. MS. NUSRAT SHER ABBASI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that it is disclosed in April, 2013 that more than 30 thousand fake appointments have been made during last five years in Education department and it was admitted by EDO (Elementary) girls, Karachi Mst. Farah Naz and that Director Education Karachi Shamsuddin Dal was involved in said appointments;
(b) If answer to (a) above be in the affirmative, the details thereof?
ANSWER
MR. NISAR AHMED KHUHRO, Minister for Education:
A large number of fake/bogus appointments of teaching and non-teaching staff were made beyond the sanctioned strength without completing the codal formalities as laid down in the recruitment rules/policy by the former Directors of School Education Karachi in connivance with the District Officers Education during 2012-13.
On account of such misconduct on their part, the services of following officers/officials were placed under suspension and Show Cause Notices were served upon them in terms of Removal from Service (Special Powers) Sindh Ordinance, 2000 by the competent authority :-
1. Mr. Attaullah Bhutto, former Director School Education Karachi.
2. Mr. Shamsuddin Dal, former Director School Education, Karachi.
3. Mr. Mumtaz Ali Shaikh, former District Officer Education (Elementary) Karachi.
4. Mr. Ahmed Nawaz Niazi, District Officer Education (Headquarters) Karachi.
5. Mr. Bashir Ahmed Abbasi, former District Officer Education (Secondary & Higher Secondary) Karachi.
6. Ms. Farnaz Riaz, former District Officer Education (Elementary) female, Karachi.
7. Mr. Abdul Jabbar Dayo, former District Officer Education (Elementary) male Karachi.
8. Mr. Abdul Latif Mughal, former Deputy District Officer Education (Elementary) male Karachi.
9. Mr. Mushraf Ali, Subject Specialist, Directorate of School Education, Karachi.
10. Mr. Liaquat Ali Solangi, Assistant Accounts Officer, Directorate of School Education, Karachi.
11. Mr. Imran Ali Solangi, Assistant Directorate of School Education, Karachi.
12. Mr. Naveed Ahmed, PST (working as Computer Operator) Directorate of School Education, Karachi.
The above officers/officials have filed Suits and Constitutional Petitions before the Honourable High Court of Sindh at Karachi. The Department of Education is defending these cases properly with submission that since these officers/officials were involved in making illegal/fake appointments, therefore, their Suits/C.Ps may be dismissed.
On the other hand, those persons who were appointed illegally, beyond the sanctioned strength and without completing the codal formalities have also filed Constitutional Petitions before the Hon’able High Court of Sindh at Karachi regarding release of their salaries. These cases are being defended properly in the Court with submission that since indefinite number of fake/illegal appointments were made by the then officers without verifying academic and professional documents of these persons and even their record is not available in the Directorate of School Education Karachi, therefore, it would not be possible for the Accountant General Sindh to release the salaries of such illegal appointees.
*345. MS. SAIRA SHAHLIANI: Will the Minister for Education be pleased to state:-
Number of government primary, middle and high schools exist in the province along with the criteria required to establish schools?
ANSWER

(a) Number of Government Primary, Middle and High Schools exist in the province.

(b) The Category wise criteria to establish school is as under:
Primary School
Currently no new Primary school is being established under any scheme.
However the criteria is below:
(i) There is no existing primary school within the radius of 2.5 Km.
(ii) The expected enrollment is more than 30 students.
(iii) Plot free of cost is available.
Upgradation of Primary School to Middle School:
(i) There is no school that has been upgraded in that area/UC
(ii) Sufficient enrollment in primary school, especially the existing enrollment of class-V should be more than 20 students.
(iii) There are sufficient students in catchments area to ensure a minimum enrollment of 35 students in each class VI, VII and VIII.
(iv) Plot for construction of additional class rooms and enough spaces for physical education/sports activities should be available.
Upgradation of Middle School to High School:
(i) There is no school that has been upgraded in that area/UC.
(ii) There is sufficient enrollment in Middle school especially in class-VII.
(iii) There are sufficient students in catchments/surrounding area to ensure a minimum enrollment of each class IX and X.
(iv) Plot for physical education/sports activities should be available.
*352. DR. SIKANDAR SHORO: Will the Minister for Education be pleased to state:-
(a) Is it a fact that food items are sold by hawkers to the students outside the schools and colleges in Karachi and Hyderabad;
(b) Is it also a fact that there is no check from government side to ensure that only hygienic and healthful items are sold to the pupils;
(c) If answer to (a) and (b) above be in the affirmative, the reasons thereof?
ANSWER
MR. NISAR AHMED KHUHRO, Minister for Education:
Director School Education, Karachi.
(a) No hawkers are allowed to sale items outside the premises to the schools by the authorities.
(b) Hence, no question arises to ensure the checking of sale of hygienic and healthful items.
(c) In some schools the canteens are allowed within premises of the institutions and the venders are bound to sale hygienic and healthful items only and the standard of items are always checked by the concerned Head of the Schools.

Hawkers who are selling their food items within the premises of the schools are strictly being checked by the Head of the Institutions.
As far as the hawkers sell the food items outside the schools premises, the authorities of Health/Food department to keep vigilant on the hawkers who are selling food items so that the pupils will get hygienic and healthful items outside the school premises.
Director General, Colleges Sindh.
(a) As far as government colleges are concerned no hawkers are allowed to sale items outside the premises of the colleges by the authorities.
(b) As such, no question arises to ensure the checking of sale of hygienic and healthful items.
(c) The canteens are functioning in the premises of the government colleges and the venders are bound to sale hygienic and healthful items only and the standard of items are being checked by the respective administration of the colleges.
