“On the 35th Anniversary of his Martyrdom this Assembly while condemning the ‘Judicial Murder’ of Quaid-e-Awam, Prime Minister, Shaheed Zulfiqar Ali Bhutto pays tribute to his unparalleled leadership that gave Pakistan an Islamic, Federal, Democratic, Eaglitarian and unanimous Constitution. He gave hope, respect, Dignity to marginalised labourers, farmers; protection to women, children and minorities. While emphasising on the sovereign power of the people, he introduced and implemented revolutionary reforms in all walks of life. He established educational and national institutions and made Pakistan a nuclear state. He rendered invaluable services for the cause of solidarity and unity of the Islamic World, supported the right of self determination of Kashmiri brethren. Last but not least he did not seek appeasement or compromise but fearlessly sacrificed his life for resurrection of democracy.”

(CII) Showing the complete indifference and insensitivity to the issue pertaining to women.
Like,
1. No minimal age for marriage.
2. Recommendation against DNA Test for rape indictments.
3. No need of taking the permission of the wife for second marriage.
All these such recommendations by Council of Islamic Ideology CII’s Head are regressing and anti women.
It looks that instead of solving, the issue’s it is creating more divide and confusion in the mind of people.
This House therefore; strongly recommends that since this council is unable to perform a positive role, it should be done away with as it is causing more damage then Pakistan can afford.”

Detail of the Sindh Technical Education and Vocational Training Authority after its establishment along with responsibilities of the same?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for STEVTA:-
The question is not clear. Therefore the is no specific reply. However, the STEVTA was established to streamline, regulate and promote Technical Education and Vocational Training in the Province by bringing all the Technical Institutions/offices under one Umbrella.
The functions/responsibilities of the Authority shall be as follow:-
(i) To formulate Technical Education and Vocational Training Policies and plans in collaboration with the Commission (NAVTEC) and SBTE towards the objective of strengthening and bringing these programs in consonance with current industry requirements;
(ii) To facilitate establishment of institutional linkage to insure that the multiple technical education and skill development programs are aligned to current industry requirement both nationally and internationally.
(iii) To evolve and implement technical educating and vocational training program including its curriculum, standards and testing criteria.
(iv) To provide policy direction and facilitate resources including financial, manpower;
(v) To evolve policy framework for the institutional structure, human resource management, policies including recruitment, promotion, placement, staff development and staff benefit schemes;
(vi) To undertake restructuring of the technical education and vocational training institutions including its merger, closure, overhaul, up-gradation towards the objective of unfolding a cohesive, rational and effective institutional framework in province;
(vii) To monitor and evaluate Technical Education and Vocational Training Programs in terms of effectiveness and ability to cater market needs and facilitation of skilled manpower in the Province;
(viii) To facilitate Public Private collaborations for furtherance of technical education and vocational training;
(ix) To make provisions for mandatory practical training for students of polytechnic, monotechnic, trainees of vocational trainees of vocational training centers and colleges of technologies in the industry; and perform other acts necessary for carrying out the purpose of the Act.

(a) District-wise number of persons benefited from Benazir Bhutto Shaheed Youth Development Program;
(b) Number of said persons provided opportunities of employment in public/private sector;

(b) As per information gatherd from various corners and assessment made by STEVTA 30% to 35% graduated/trainees have been employed either in public or private sector including self employment.
(c) The persons trained/graduated by BBSYDP (STEVTA) have the potential enough, therefore, there might be some trainees/graduates would had either proceeded abroad for job or seeking opportunaties.

*951. MS. NAHEED BEGUM: Will the Minister for STEVTA be pleased to state:-
Procedure of training fixed under BBSYDP along with period of training?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for STEVTA:-
As per guidelines of Provincial Coordination Unit, (PCU) BBSYDP, the following procedure is undertaken by the Project Management Unit (PMU), STEVTA.
Procedure of training fixed under BBSYDP:
The selection of trainees shall be in a manner that all districts in the province are covered. In order to address this issue, the respective Departments must submit a District Placement Plan (DPP) with proposals to PCU on population poverty indices i.e. formula 40% population 60% backwardness.
Age bracket shall be training specific, preferably between 18-35 years.
Minimum qualification must be met, in accordance with the prescribed course criteria i.e. Middle, Matric and Intermediate.
Preference will be given to:
Ø Candidates from households with proven income being less than poverty line, to be determined through “Undertaking Form”.
Ø One candidate from each unemployed family.
Ø Women candidates.
Ø A candidate will be provided an opportunity for only one training course in the program. Those who already availed the training under this program is ineligible to apply.
Ø All candidates are required to apply for a specific trade/field of training on the prescribed application form.
Ø The selection of applicants will be merit based. A basic intelligence and academic test is held.
Ø Phase-I duration 6 and 12 months, based on 80% Hand on practical and 20% related theoretical knowledge.
Ø Phase-II duration 3 and 4 months, based on 80% Hand on practical and 20% related theoretical knowledge.
Ø Phase-III 3 and 4 months, based on 80% Hand on practical and 20% related theoretical knowledge.
Ø Phase-IV 3,4,6 and 12 months, based on 80% Hand on practical and 20% related theoretical knowledge.
Ø Women candidates will be prefared for Computer Training.
