*295. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that procurement centers could not be opened in taluka Warah and Nasirabad upto April, 2013;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Food:

(a)   The Food Department declared/opened wheat procurement Centers in Warah and Nasirabad well before start of wheat procurement. The procurement of wheat in Larkana was started w.e.f 19-04-2013 as per report of Deputy Director Food Larkana.

(b)   Does not arise.

 *297. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that growers protested against not provision of bardana at Mehrabpur during April, 2013 and blamed that Food Inspector sells bardana against bribe;

(b)   If answer to (a) above be in affirmative, the details thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Food:

(a)   It is not correct. The fact is that the bardana was issued to the growers against the tokens issued by the Committee constituted under the Deputy Commissioner, during April, 2013. A quantity of 10,000 Jute bags (bardana) were issued as per target against which 8871 wheat bags were procured upto 30-04-2013 and afterwards the target of 10,000 bags was achieved.

(b)   Does not arise.

 *537. MS. BILQEES MUKHTAR: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that flour quota is fixed for flour mills;

(b)   If answer to (a) above be in the affirmative, the details thereof including the names of flour mills?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Food:

(a)      Yes it is fact. This year the Food Department has fixed wheat quota for flour mills. The releases of wheat to the flour mills have started from last week of August, 2013.

 *551. MS. BILQEES MUKHTAR: Will the Minister for Food be pleased to state:-

(a)   Is it a fact that 17,000 wheat bags were misplaced from Bolhari Food godown (Kotri) during 2011;

(b)   If answer to (a) above be in the affirmative, the action taken by the government in this regard?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Food:

(a)   It is fact that a quantity of 16214 wheat bags containing 1621.499 M. Tons stocks of Bolhari godowns of crop 2008-09 misappropriated by the then Incharge Syed Manzoor Ahmed Shah, AFC alongwith Mr. Roshan Ali Mangi and Abdul Sattar Junejo Food Inspectors, are reported by the Deputy Director Food Hyderabad vide letter dated 15-03-2011.

(b)   The officials M/s Manzoor Ali Shah Rtd Assistant Food Controller, Roshan Ali Mangi and Abdul Sattar Junejo Ex-Food Inspectors were proceeded under RSO-2000. After completion of due process of law M/s Roshan Ali Mangi and Abdul Sattar Junejo Ex-Food Inspectors have been dismissed from Service on 09-01-2014, however, Mr. Manzoor Ahmed Shah retired on 10-07-2013 and his pensionary benefits have been stopped by the department and recovery of government loss under Rule 1.8 (b) of W.P Civil Services Pension Rule 1963, was imposed upon Mr. Manzoor Shah Rtd vide order dated 31-12-2013.

The case was referred to Chairman Enquires & Anti Corruption Establishment for investigation/criminal action and recoveries of government loss vide letter dated 18-03-2011 and followed by remainders on 09-08-2011, 27-04-2012 and 21-06-2013. Action is still awaited from Enquiries & Anti Corruption Establishment.

Date on which “Environment Day” is celebrated, alongwith objectives of the day?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Environment:

World Environment Day (WED) is celebrated every year on 5th June to raise global awareness of the need to take positive environmental action. It is run by the United Nations Environment Programme (UNEP).

It was the day that United Nations Conference on the Human Environment began. The United Nations Conference on the Human Environment was held from 5-16 June 1972. It was established by the United Nations General Assembly in 1972. The first World Environment Day was celebrated in 1973 World Environment Day is hosted every year by a different city with a different theme and is commemorated with an international exposition on 5th June. World Environment Day is in spring in the Northern Hemisphere and fall in the Southern Hemisphere.

 Objectives of World Environment Day

WED aims to be the biggest and most widely celebrated global day for positive environmental action. WED activities take place year round but climax on June 5. WED celebrations began in 1972 and have grown to become the one of the main vehicles through which the UN stimulates worldwide awareness of the environment and encourages political attention and action. Through WED, the UN Environment Programme is able to personalize environmental issues and enable everyone to realize not only their responsibility, but also their power to become agents for change in support of sustainable and equitable development.

Requirement of flour in Hyderabad city along with the steps taken by the government to meet the requirement?

 There is no shortage of Atta in Hyderabad City.

 *1242. MS. NAHEED BEGUM: Will the Minister for Food be pleased to state:-

(a)   Number of Food Inspectors posted in the entire province along with the qualification of a Food Inspector;

(b)   Is it a fact that any post of Food inspector is lying vacant;

(c)    If answer to (b) above is affirmative, the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Food:

(a)   As per Recruitment Rules the qualification for the posts of Food Grain Inspector is intermediate.

Total number of sanctioned strength of Food Inspector in the Province is 451.

Total number of Food Inspectors working in the Province are 379.

(b)   72 posts of Food Inspectors are lying vacant in the Province.

(c)    That these posts are lying vacant due to deaths, retirement and promotion to the higher posts.
