*432. MS. HEER SOHO: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that a scheme was allocated to establish Aqua Culture Park in Thatta;
(b) If answer to (a) above be in the affirmative, how much the same was implemented?
ANSWER
JAM KHAN SHORO, Minister for Fisheries:
(a) Yes.
(b) The ADP scheme # 68 namely “Establishment of Aqua Culture Park in Coastal Belt of Sindh” was included in ADP for the year 2012-13 with an allocation of Rs. 100.00 million and was counterpart funding i.e. alongwith Livestock & Fisheries Department, Sindh Board of Investment was also involved to invest in the scheme but till the end of the year 2012-13 no response in this regard was received from Sindh Board of Investment for the purpose. In the light of above facts the said scheme was deleted in the Priority Committee of ADP 2012-14.
*514. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-
(a) Is it a fact that instead of constituting five Zakat and Ushr committees government has constituted only one Zakat and Ushr committee for Karachi division;
(b) If answer to (a) above be in the affirmative, the reasons thereof?
ANSWER
MR. DOST ALI RAHIMO, Minister for Zakat & Ushr:
(a) Yes.
(b) The Sindh Zakat Council in its meeting held on 17-02-2011 had constituted one City District Zakat & Ushr Committee for whole of Karachi City.
The Sindh Zakat Council under the law is empowered to take decision with regards to constitution of District Zakat & Ushr Committee. The Sindh Zakat Council did not approve the proposal of the Department to constitute five District Zakat & Ushr Committees in Karachi and decided to continue one City District Zakat & Ushr Committee.
*689. MS. HEER SOHO: Will the Minister for Fisheries be pleased to state:-
(a) Whether the Manchar lake water is drinkable now and whether the fishes are being brought up in the lake;
(b) If answer to (a) above be in the affirmative, the details thereof?
ANSWER
JAM KHAN SHORO, Minister for Fisheries:
To certify whether the water of Mancher Lake is drinkable for Human Consumption is out of the purview of business of Live Stock & Fisheries Department.
However the phenomenon is observed that, when Indus Flood water is introduced in the lake, the water lake usually rises upto 13 to 14 feet, hence salinity decreases to 2 to 2.2 PPT (Parts Per Thousand) and pollutants dilute. Therefore, lake water becomes more suitable for fish growth.
At present Fisheries are being brought (caught) daily in the lake.
*690. MS. HEER SOHO: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that despite the ban Bullo, Gujjo net is being used for fishing;
(b) If answer to (a) above be in the affirmative, the steps taken by the government in this regard?
ANSWER
JAM KHAN SHORO, Minister for Fisheries:
(a) Yes.
(b) The Fisheries Department Government of Sindh has imposed ban on Bullo, Gujjo, Katra nets under the Sindh Fisheries Ordinance 1980 and amended Act, 2003. The Fisheries Department Government of Sindh has taken action against the use of ban nets and confiscated up till now 222 ban nets (Bullo, Gujo & Katra) and challan in the court of law. Out of which 109 nets have been destroyed by burning after decision from the court in the presence of the then Minister of Fisheries Sindh, Judicial Magistrate, all Stakeholders and also Media and 50 ban nets are ready to be destroyed accordingly further decisions regarding 63 confiscated nets are pending in the court of law.
*792. MS. NUSRAT SEHER ABBASI: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that Korangi Fish Harbour stands closed;
(b) If answer to (a) above be in the affirmative, the reasons thereof?
ANSWER
JAM KHAN SHORO, Minister for Fisheries:
(a) Federal subject.
(b) Korangi Fish Harbor Authority is working under the Ministry of Port & Shipping, Government of Pakistan. It does not pertain to Livestock & Fisheries Department, Government of Sindh, Karachi.
*944. MS. NAHEED BEGUM: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that due to shortage of water at Kotri downstream the breeding of Palla fish has decreased;
(b) If answer to (a) above is affirmative, the steps taken by the department to increase its breed?
ANSWER
JAM KHAN SHORO, Minister for Fisheries:
(a) Yes, breeding of Palla is decreased.
(b) Following steps are taken by department to increase its breed.
(i) Use of set net at or near the mouth of Indus River and its branches at any place up to sachanwari landing center is banned throughout the year to allow Palla to travel and reach upto Kotri Barrage for breeding purpose.
(ii) Catching of Palla is prohibited within one mile below the gates of Kotri Barrage except for research for breeding purpose.
(iii) Awareness and training is provided to fisherman for not catching Palla Seed.
