*323. MS. BILQUEES MUKHTAR: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that drains constructed to take out salinity and water logging have been filled with silt raising underground water level and fertile agricultural land has come under water in taluka Nawabshah resulting wheat, rabi and other crops withered and ruined;
(b) If answer to (a) above is affirmative, the measures taken in this regard?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Irrigation:
No, it is not a fact that drains have been filled with silt raising underground water level in Taluka Nawabshah. However, the Drainage Network of Shaheed Benazirabad has been recently desilted/rehabilitated to clear water ways, hence all drains are working properly in taluka Nawabshah District Shaheed Benazirabad. All the effluent of the area is disposed off properly through Sub-Drains, Branch Drains, Main Drains & LBOD Spinal Drains.
*360. DR. SIKANDAR SHORO: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that about 500 tube wells were installed under Khairpur Scarp Project;
(b) If answer to (a) above is affirmative, the details thereof;
(c) Is it also a fact that the same are not functioning since last 15 years;
(d) If answer to (c) above is affirmative, the reasons thereof along with the present status of the project, staff and machinery?

(a)&(b) There are 645 Nos. Tube-wells were installed under SCARP Khairpur Project in the year 1966-67. Details are at Annexure, placed on the table of the House.
(c) No, it is not a fact that all the tube-wells are not functioning since last 15 years. The detail of operational/non-operational tube-wells are as under:-

(a) Reasons:-
* The tube-wells were installed during the 1966-67 in SCARP Khaipur Project and mostly have completed its useful life.
* The tube-wells closed under minor fault are rectified from time to time as & when reported by field’s formation.
Details of present status of the project are as under:-
1. ADP Schemes (G.S. No. 691) for restoration of 200 Nos. existing tube-wells and Pacca St. Nala from Wali Muhammad Kandhro to Babar Jo Goth P4L Main Nala in District Khairpur. The PC-I is submitted to P&D Department for approval and after approval work will be carried out to put the tube-wells operational in the current financial year 2013-14.
2. ADP Scheme (G.S No. 700) for Re-boring/Re-installation and major repairs of fresh water tube-wells situated in tail area of taluka Sobhodero and Gambat District Khairpur (15 Nos. tube-wells of 03 cusecs). The PC-I is also submitted to Planning & Development Department for approval and after approval work will be carried out to put the tube-wells operational in the current financial year 2013-14.
3. More over the works on 100 tube-wells is in progress under Revamping Program.

(a) Is it a fact that 19 branches of district Tando Adam could not be de-silted even crores fund allocated for the same and about 20 years are passed;
(b) If answer to (a) above is affirmative, the reasons thereof?

(a) It is not a fact that the channels are not de-silted of taluka Tando Adam.
(b) The following channels of taluka Tando Adam of District Sanghar are de-silted and payment made for execution of work for last three years i.e. 2010-11-2011-12 and 2012-13 are as under:-

*406. MS. MAHTAB AKBAR RASHDI: Will the Minister for Irrigation be pleased to state:-
Amount so far spent to strengthening Tori Bund after the catastrophic debacle of flood, 2010 at above along with the present condition of the same?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Irrigation:
An amount of Rs. 354.888 million was spent on account of re-construction and strengthening of Tori bund after the catastrophic debacle of flood 2010 and present condition of River Embankment is intact and safe.
*408. MS. MAHTAB AKBAR RASHDI: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that the farmers are still without water and could not sow rice crops for which the season is already gone in Larkana area;
(b) If answer to (a) above be in the affirmative, the reasons thereof along with the position of irrigation water in minors of Larkana area?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Irrigation:
(a) It is not a fact that farmers are still without water and could not sow the Rice Crop whereas the facts are that the due share of water has been equally provided and Rice Crop has been sown in Larkana District during current season of Khareef.
(b) No any significant issues was faced as the water has been provided to the Farmers of Larkana District for cultivation of Rice crops in current seasons.
*453. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-
Implementation on the work of construction of small dams in Sindh during 2008 to 2013 as well as detail of implementation up to 10 June, 2013?

Small Dams Organization Sindh launched the schemes of constructing Small Dams across Sindh province in the regions of Kohistan (Khirthar Hills) and Nagarparkar (Karoonjhar Hills). The department has identified 101 potential sites through feasibility studies out of which 23 Recharge/Storage Dams are completed and the work on 17 Recharge Dams is in progress and the PC-I for 23 Nos. Dams have been forwarded to competent forum for approval under PSDP Programme. Moreover 3 Nos. Small Dams are also prepared to be constructed under ADP 2013-14.

Year-wise number of machinery purchased during 2008-13 along with the purpose for the same?

Number of water reservoirs constructed throughout Sindh along with number of reservoirs out of above as are in usable condition?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Irrigation:
Small Dams Organization of Irrigation Department Sindh has constructed the Small Dams for recharging the aquifer in Nagarparkar and Kohistan regions out of which 3 Nos. Dams namely Bhodesar Tank, Tobirio Tank and Ranpur are storage Dams and are useable for Irrigation and drinking purpose in Nagarparkar area.
One Water Reservoir namely (Chotiari Reservoir) with storage capacity of 0.71 MAF constructed by WAPDA in District Sanghar and handed over to Irrigation Department during 2004 which is usable for irrigation purpose.
Moreover, raising and strengthening works of embankments along Kinjhar Lake, Manchar Lake and Hamal Lake had been carried out after flood 2010 to enhance the reservoirs capacities as shown below, which are also useable for irrigation and drinking purpose.

*574. MR. KHALID BIN VILAYAT: Will the Minister for Irrigation be pleased to state:-
Number of water courses constructed during 2008-12 in the province along with the area in acres irrigated from the same?

Number of water courses constructed during 2008-13 in the following jurisdiction of Irrigation Department are as under:-
1. Sindh Irrigation & Drainage Authority (SIDA).
i. Ghotki Feeder Canal AWB
1 No. water course I-CR Ex: Gotki Feeder constructed during 2012 to irrigate the area of 189 acres along Ghotki Feeder.
ii. Left Bank Canal AWB
17 Nos. water courses constructed & area to be irrigated 8332 area in left area Water Board, Badin.
iii. Nara Canal AWB
73 Nos. water courses constructed & area to be irrigated for 37393 acres in Nara Canal area Water Board, Mirpurkhas.
Chief Engineer Kotri Barrage, Hyderabad.
5 Nos. of water courses constructed and area to be irrigated 842 acres in Kotri Barrage Command Area.
Chief Engineer Sukkur Barrage Left Bank Sukkur.
87 Nos. of Water Course constructed and area to be irrigated for 32417 acres in Sukkur Barrage Command Area.
*616. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-
Total number of safety barriers (Bunds) in district Larkana and number of those are sensitive as well as number of barriers have been repaired during 2009 to 2013, cost of repair work, whether there are some barriers, which could not be repaired, if so, reason thereof?

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Irrigation:
There are two main safety barriers (Bunds) in Larkana District i.e. River Protective Bund, located from S.L (Sukkur Larkana Bund) and L.S (Larkana Sehwan Bund) and both the Bunds have been properly repaired/strengthened during 2009 to 2013 and are now intact & safe position. There are two locations of above bunds i.e. Nusrat Bund and Aqil Agani Bund are sensitive/vulnerable.
There is 1325 miles length of Barriers/Bunds in the jurisdiction of Sindh Province out of which 1080 miles were repaired with cost of Rs. 19224.88 million during 2009-13. It is correct that some barriers having a total length 39.10 miles were not repaired due to resettlement issues and observations raised by ADB.

Location-wise number of new open canals constructed alongwith number of open canals excavated during 2008-2013 upto June?

The 02 Nos. new open canals constructed/excavated during 2008-2013 up to June, 2013, namely as under:-
1. Construction of Ditch channel Ex: Nasrrat Branch @ RD-218 to feed Kandi Minor, Sardarabad Minor, Chodko Minor and Jam Laghari in Nasrat Division District Shaheed Benazirabad under the jurisdiction of Rohir Canal Circle Hyderabad.
2. Construction of Shaikhani Minor off taking from Rohri Main Canal in Hala Division District Matiari under the jurisdiction of Rohri Canal Circle Hyderabad.
*810. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-
(a) Is it a fact that only 03 pumping stations installed to eradicate salinity and water logging in district Khairpur;
(b) If answer to (a) above is affirmative, the reasons thereof?

(a) No, it is not a fact however, 08 Nos. Pumping Stations were installed to eradicate salinity and water logging in District Khairpur during year 1967.
(b) All these pumping stations are in working condition.
