“This House believes that under the recently announced schedule by the Election Commission of Pakistan of the Local Government elections in Sindh is practically difficult to deliver free and fair election.

This House resolves that conducting the LG Elections in hastily and non-transparent manner will cast a doubt on the credibility not only on the process but also results.
   
The Election Commission of Pakistan must ensure that all essential requirements like, Magnetic Ink, Proper Voters Lists are provided and reasonable canvassing time be allotted for free, fair and transparent Local Government Elections.

The printing of Ballot Papers as defined by the law can only be carried out by the Printing Press of Pakistan which has shown its inability to print the ballots in the election schedule given. The printing of ballot papers by any private printing press may not be acceptable as it would make the transparency of election process questionable.

The sovereign political will of this House must prevail in a democratic process of elections which has to be transparent, free & fair and in the spirit according with the rules and regulations prescribed by the Election Commission of Pakistan.

This resolution be forwarded to the Election Commission of Pakistan.”

“This Assembly vehemently condemns the unfortunate statement by Amir Jamaat-e-Islami Syed Munawar Hassan wherein he has hurt the feelings of people of Pakistan by insulting the Shahadat of thousands of Pakistanis and Soldiers of the Armed Forces and Law Enforcement Agencies who laid their lives in the war against terrorism. This House pays tribute to the martyrs and their families for rendering supreme sacrifices for our beloved Pakistan.”

“This House condemns the uncalled for statement of Ameer Jamaat-e- Islami, Syed Munawar Hassan, that personnel of the Armed Forces of Pakistan fighting against the enemies of the state and having embraced martyrdom should not be called “SHAHEED”. This tantamount to an insult to the “Shuhada”, who have laid down their lives for the solidarity and integrity of Pakistan.”

“This House strongly condemns the irresponsible and misleading statement of the Ameer Jamaat-e-Islami, Syed Munawar Hassan, declaring a dead terrorist as Shaheed, also humiliating remarks and undermining the sacrifices and martyrdom of thousands of Armed Personnel, Law Enforcement Agencies and the civilians who laid down their precious lives in defending their country. This House resolves that Syed Munawar Hassan, tenders an unconditional apology for his remarks which have hurt the feelings of the entire Nation.”

One Darul Aman has been established at Saheed Benazirabad (Nawabshah). The finishing work of top floor is under progress. The scheme is scheduled to be completed during financial year 2013-14.

District-wise number of shelter homes established in the province?

 ANSWER

MS. RUBINA QAIMKHANI, Minister for Women Development:

At present no Shelter Home has been established by the Women Development Department, Government of Sindh in Sindh.

 *372. MS. NUSRAT SEHER ABBASI: Will the Minister for Women Development be pleased to state:-

District-wise names of the projects started for the working women during last three years along with the fund allocated for the same?

 ANSWER

MS. RUBINA QAIMKHANI, Minister for Women Development:

District wise details of the project started in the Women Development Department for working women are as under:-

 Karachi.

Day Care Centers at PECHS and Karachi University have been established to provide baby Child Care services to the working women.

The enrolled children are being taken care by providing Health Nutrition and other Healthy Activities through trained staff. Doctor is also available in the centre as well from 8.0 am to 5.30 pm. Besides during current financial year.

Day Care Centers will also be established at Hyderabad, Larkana, Benazirabad and Sukkur during current financial year 2013-14.

 Benazirabad

Working Women Hostel at Benazirabad. Building for the setting up of Working Women Hostel has been taken over by Women Development Department to established with proper facilities at Benazirabad. The Project envisages to provide accommodation facilities to working women coming from far flung areas of Sindh on subsidized rates, which will help economic empowerment of women and is in accordance with the policies of Government.

 Protection against Harassment of Women at the Work Place Act-2010.

Ø  As per requirement of the said Act a three member enquiry committee has been constituted to probe into the matters referred to it in this regard.

Ø  Letter for Implementation of the said Act as per Prime Minister’s directive has been issued from time to time to all the Secretaries to Government of Sindh, DCOs and Private Organizations.

Ø  Copies of Act have been printed. As set of five copies were sent to all Sectaries of Government of Sindh, District Government and representative of civil societies, universities, banks and other organizations.

Ø  Wide publicity of Act through hand bills was arranged through media cell, Directorate of Women Development Sindh.

Ø  Plastic Board on Code of Conduct of this Act has been installed in most of the Departments of the Secretariat.

Ø  Till now notifications from 25 line departments and Six Districts have been received regarding formation of Enquiry Committee.

Ø  Justice Retd. Peer Ali Shah has been appointed as First Ombudsperson for harassment Act at Workplace 2010 in Sindh. Office of Ombudsperson is established at 7th floor New Sindh Secretariat No. 1.

(a)   Is it a fact that Thardeep NGO is working for children in only specified areas or other districts are also being benefitted of it;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

MS. RUBINA QAIMKHANI, Minister for Social Welfare:

(a)      The Thardeep Rural Development Program is a NGO registered with the Provincial Assistant Registrar under the Societies Act, 1864.

The NGO is working in Districts Mithi (Tharparkar), Umerkot, Jamshoro and Dadu.

(b)      The NGO is providing Services with respect of Child Protection especially against Child Labour.

Ø  The NGO help those Children who are involved in Child Labour and provide theme Primary Education Skills and Vocational Training.

Ø  The NGO has established 113 Centers for those Girls who are working and not going to School and provide them Non Formal Education, Skills and Vocational Training.

Ø  TRDP is running the Project of family support of working children through integrated approach and provide facilities of Micro Credit, Livehood, Health, Education, Agriculture. Main theme of the project is to promote the resources mobilization of the family.

Ø  The NGO is also running the project to strengthen 900 Government Schools and provide them Furniture, Computer Lab, Water Sanitation, Wash Room, Books and try to improve the learning skills of the students.
