The Provincial Assembly of Sindh in its sitting held on Monday, the 4th November, 2013 appointed a Special Committee under Rule 174 of Rules of procedure of the provincial Assembly of Sindh on a motion moved by Dr. Sikander Mandhro, Minister for Parliamentary Affairs, Sindh, comprising of the following-

*43. MR. MUHAMMAD MOIN AAMIR PIRZADA: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that some consultants have been appointed in the Power Department during     01-01-2008 to 01-03-2013;

(b)   If answer to (a) above be in the affirmative, the date of appointment, name and qualification, salary package etc.?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:

It is clarified that the Power Department (now Energy Department) was bifurcated from Irrigation & Power Department on 9th December, 2010. It is true that a Senior Consultant viz Mr. Saeed Ahmed Sethar, B.E (Electronic) retired Electric Inspector (BS-18) was appointed as Senior Consultant on Affairs relating to WAPDA and KESC for a period of two years    w.e.f 06-07-2011 to 05-07-2013. His salary package was fixed Rs. 100,000/- plus House rent allowance Rs. 35,000/- per month alongwith facility of other allowance as admissible to BS-20 officer of Government of Sindh.

Prior to completion of contract period his services were terminated by SGA&CD vide notification No. SOII(SGA&CD)3-3/2011 dated 29th March, 2013, in pursuance of the Directives of Honorable Supreme Court of Pakistan.

 *402. MS. NAHEED BEGUM: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that thermal power project in Sukkur is out of order since many years;

(b)   If answer to (a) above is affirmative, the reasons thereof along with the efforts made to make it functional as there is much need of power generation to the country?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:

It is informed that Thermal Power Station at Sukkur (now defunct) was closed on              01-04-2000 by WAPDA, being un-economical/less efficient and non available of firm gas. Decision regarding its revival has not been taken so far by the competent authority/Federal Government.

Matter is also subjudice at Sindh High Court Sukkur, where Dr. Moeenuddin Saikh has filed a Constitutional Petition (bearing No. D-1407/2013) for its revival. Next date of hearing has not yet been fixed.

 *489. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

(a)   Is it a fact that a project is going on in coastal belt of district Thatta through wind energy;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:

(a)      Yes, Government of Sindh in collaboration with the AEDB is presently coordinating 29 Wind Energy Projects with installed capacity of 1952.3 MWs in Thatta.

It is pertinent to mention that two projects namely M/s Fuji Fertilizer and M/s Zorlu Energy Pakistan Ltd. have commissioned their projects with installed capacity of 49.5 MW and 56.4 MW respectively and power evacuated to HESCO via 123 KVA line.

Steps taken by the government to enhance the production of electricity during 2008-2013?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:

The Government of Sindh has initiated 02 x 50 MWs Gas fired power projects in Sindh Nooriabad Industrial Trading Estate in ppp mode.

The Government of Sindh has also initiated 02.5-d3MWs (upto 05 MWs) hydropower project at RD-15, Rohri Canal, near Sukkur Barrage Sukkur in ppp mode.

 *492. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

Number of methods through which electricity can be produced in the province along with the number of methods out of above on which Sindh Government is working?

 ANSWER

SYED QAIM ALI SHAH JILLANI, (Chief Minister) Minister for Energy:

Electricity can be produced through Thermal, Hydel and other renewable energy sources. The Government of Sindh has initiated Gas fired power projects and Hydel project in PPP mode, whereas, Solar Power Projects and wind based projects are also under consideration.
