*1562. MS. HEER SOHO: Will the Minister for Population Welfare be pleased to state:-
(a) Is it a fact that the government has programmed to establish safe mother home in Larkana;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MIR MUMTAZ HUSSAIN KHAN JAKHRANI, Minister for Population Welfare:
No. Since one such facility is already functioning in Larkana, there is no program to establish another such facility in the same district.
*3489. MS. HEER SOHO: Will the Minister for SGA&CD be pleased to state:-
Whether the Zulfiqarabad project is a Sindh Government program or assistance of Federal Government and any other International organization is also included in it?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for SGA&CD:
Zulfiqarabad Development Authority is the project of Sindh Government and was established under an Act passed by the Provincial Assembly of Sindh on 29th October, 2010. The funds for the Authority are allocated and released by the Government of Sindh. The project is not assisted by the Federal Government or any other International Organization.
*3490. MS. HEER SOHO: Will the Minister for SGA&CD be pleased to state:-
(a) Is it a fact that 60 crore rupees were released during 2012-13 for schemes of Zulfiqarabad without approval of PDWD and violating the rules;
(b) If answer to (a) above is negative, fund released during current year?
ANSWER

Financial Year 2012-13:
It is not correct that rupees 60 crore were released during F.Y. 2012-13 for the scheme of Zulfiqarabad Development Authority. No amounts are released without approval of PDWD as under rules. Hence no violation of rules has taken place.
Due to the Status-quo order no land acquisition initiatives undertaken.
The demand for funds always made after due approval of the Executive Committee (EC) which also includes the representatives of P&D Department and Finance Department, Government of Sindh. Executive Committee (EC) is headed by Managing Director-ZDA who is also Vice-Chairman of the Governing Body.
Financial Year 2015-16:
The funds released to ZDA during the Financial Year 2015-16 were Rs.475.00 million only in the Development Component. Like previous Financial Year, the Development funds of 2015-2016 also could not be utilized due to the ongoing litigation and the Status-quo order issued by the Honorable High Court of Sindh Karachi. The full amount of Rs.475.00 million was surrendered at the end of the Financial Year. The Status-quo order of the Honorable High Court of Sindh, Karachi has now been removed on 18-05-2016. The development activities will be started accordingly after due to process which includes appointment of Consultants under SPPRA Rules.
It will not be out of place to mention that surrendering of releases have been taking place in most of the Financial Years mainly due to the Status-quo order of the Honorable High Court of Sindh, Karachi.
*3860. MS. SUMETA AFZAL SYED: Will the Minister for Population Welfare be pleased to state:-
Number of present population of Machar Colony, Karachi along with the last population survey conducted for the same?
ANSWER

Maintaining record of population and conducting population survey is not the mandate of Population Welfare Department, Sindh as such, the question does not pertain to this department.
