*4240. MR. KAMRAN AKHTAR: Will the Minister for Special Education be pleased to state:-

(a)   Is it a fact that Government is taking steps to open more schools and provide education facilities to special children/disabled persons;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

A PC-I for the financial year 2018-19 has been prepared and submitted to Planning & Development Board for the establishment of new Special Education Centers in un-served talukas in used/under-utilized Government buildings.

*5739. MR. KHURRAM SHER ZAMAN: Will the Minister for Special Education be pleased to state:-

Detail of training programs as have been introduced by the Government for special education teachers?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

The Special Education Department has been established in 2011.

However, the Special Education Department chalked out various elaborate training programs for Special Education Teachers and allied staff for their capacity building in collaboration and coordination with NGOs working in the services including Deaf Reach, ASDWT, KVTC etc.

Recently Special Education Department has established Special Education Teachers Training Academy at Kotri, Hyderabad and the training program will start from coming financial year. In this regard this department is coordinating with National Institute of Special Education, Directorate General of Special Education, Islamabad for utilization of services of its experts.

 *5740. MR. KHURRAM SHER ZAMAN: Will the Minister for Special Education be pleased to state:-

(a)      Is it a fact that department is addressing the issues of low pay and motivation of special education teachers;

(b)      If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

In order to motivate Special Education teachers, the Special Education Department has initiated a proposal of one special basic pay for the teachers and allied supporting staff as special allowance on the pattern of Government of Punjab for encouraging them in discharge of their duties towards intellectually/physically disabled students. In addition, cases of hypomania (aggression/disorder) which is very common in special children and where teachers/trainers feel severe stress and threat while teaching and dealing with such children may also be given extra allowance for this challenging assignment to motivate them.

Such pecuniary benefits will make the job of teachers more easy as training to disabled children is a cumbersome task which can only be made easier through financial support and encouragement.

 *6629. MR. KAMRAN AKHTAR: Will the Minister for Special Education be pleased to state:-

(a)      Whether Government intends to upgrade matriculate schools of special education;

(b)      If answer to (a) above is negative, steps taken to upgrade the same?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

Several Centers are already upgraded to Matric and Intermediate level e.g. Karachi, Hyderabad and Thatta, others will be upgraded on the basis of presence of students in the institutions.
