*924. MR. ABDUL HASEEB: Will the Minister for Prisons be pleased to state:-
Number of prisoners at present confined in jails throughout Sindh in the pretext of capital punishment?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
Presently 423 prisoners are confined in the prisons of Sindh Province. In capital punishment (death sentence).
*2146. MS. NUSRAT SEHER ABBASI: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that Rangers check posts are to be established outside the jails of the province;
(b) If answer to (a) above is affirmative, the reasons thereof along with the name of such jails?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) The Rangers check posts are established outside the following prisons:
1. Central Prison, Karachi.
2. Central Prison, Hyderabad.
3. Central Prison, Sukkur.
4. District Prison Malir, Karachi.
(b) Rangers posts are established for the security of prisons due to constant threats by the terrorist groups of ban organization to attack the prison.
(c) The requisite information in respect of remaining prisons may be treated as Nil.
*2551. MS. NUSRAT SEHER ABBASI: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that a team consisting 100 lawyers has been constituted to provide legal assistance to prisoners;
(b) If answer to (a) above is affirmative, district-wise names of lawyers and number of prisoners provided legal assistance?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
There are 39 lawyers who provide legal assistance to prisoners in the Prisons of Sindh Province, under the Chairperson committee for welfare of Prisoners Legal Aid Office.
5300 prisoners have been provided legal aid by the Advocates for the period from January, 2011 to November, 2014.
The details of District-wise lawyers is attached at Annexure, placed on the Table of the House.
*3233. MS. NUSRAT SEHER ABBASI: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that an open jail exist in district Badin;
(b) If answer to (a) above is affirmative, since when and also state its covering area as well as number of prisoners and staff posted therein?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) Yes.
(b) It was established in the year 1962 under West Pakistan Open Prison Rules, 1959. The authorized capacity of prison at time of its establishment was 510 prisoners. The basic concept of this was to provide training to convicted prisoners in agriculture farming through modern technique. Only Pakistani national convicted prisoner who have fixed abode and shown good response to reformative measures and exhibited sense of responsibility and self discipline, undergone at least 1/3rd of their substantive sentence were to be shifted to open prison Badin to serve their remaining sentence. The total area of the prison comprise on 2008 acre allotted by the Government out of which 592 acre was on lease.
In the year 1996 a report was received from Deputy Inspector General of Police Hyderabad and Superintendent Police Badin in which immediate shifting of lifer convicts from open prison Badin was recommended by them due to law and order situation and apprehension of their escapes. Accordingly the prisoners were shifted to Central Prison Hyderabad and the Prison was closed till normalization of law and order situation as well as availability of suitable convicted Labour. However, the prison has been re-opened on 29-01-2012 and some convicted prisoners were shifted from Central Prison Hyderabad to Open Prison Badin but they were released on completion of their sentences. At present no prisoner is available at Open Prison Badin. The total sanctioned strength of Open Prison Badin is 44 out of which 24 are held. At present only 12 staff members are posted at Open Prison Badin to lookafter the prison land and record.

*3638. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that due to dispute between Dadu Administration and Jail Authorities the construction work of children jail building could not start in 8 years despite of approval of 3 crore rupees;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
The Inspector General of Prisons Sindh has furnished reply that there is no any dispute between Dadu administration and jail authorities. In the year 2004/2005, Home Department, Government of Sindh had floated a summary to then Chief Minister Sindh for declaring the building of old District Prison Dadu as Juvenile Jail for Juveniles and women prisoners which was approved by the then Chief Minister Sindh. This department proposed renovation/reconstruction of old Jail building in the ADPs but no funds have been allocated so far.
*3639. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that many officials are taking salaries despite of not construction of Children Jail, Dadu;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
The Inspector General of Prisons Sindh has furnished reply that it is fact that on construction of new District Prison Dadu, the staff and the prisoners were shifted in a new building and the old building was declared as Youthful Offenders Industrial School Dadu (Juvenile Jail for the age of 16 to 18). Since the building is very old one needs major repair which is still awaited. Therefore, the staff required for the Juvenile Prison Dadu is yet not appointed and the positions are still vacant. He has further intimated that no official is drawing salary from there. The supplementary detail regarding requirement of major repair, proposals regarding major requirement, details of juvenile prisoners of Dadu District confined in other Prisons is attached at Annexure, placed on the Table of the House.
*4554. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that ladies ward of Sukkur Prison is closed since one year;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) Yes it is a fact.
(b) The Women Ward of District Prison Sukkur was closed and Women Prisoners confined in ward of District Prison Sukkur were shifted to Larkana but again District Prison Sukkur is converted into Women & Juvenile Prison @ District Prison Sukkur vide Government of Sindh, Home Department’s Letter No. HD/SO(PRS-I)07-43/2012, dated 30-09-2013 and women prisoners of Sukkur Division have been shifted to District Prison Sukkur.
