*727. MS. NAHEED BEGUM: Will the Minister for Education be pleased to state:-

Number of boys and girls students registered in government primary/middle schools during 2012-13 throughout Sindh?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

As per Annual School Census 2012-13 of the public sector schools in Sindh Province 1,754,030 and 76,784 Boys were enrolled in Primary and Middle School respectively.

Similarly 1,209,592 and 82,409 Girls students were enrolled in Primary and Middle Schools respectively.

 *773. MS. SUMETA AFZAL SYED: Will the Minister for Education be pleased to state:-

What exactly is our educational policy?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

Education Department has followed the National Education Policy, 2009. Furthermore, Reform Support Unit has procedural plan/guideline on Sindh Education Sector Plan, Teachers Recruitment, School Consolidation and School Specific Budget.

 *1235. MS. BILQUEES MUKHTAR: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that the government intends to take action against ghost teachers working almost in each district of the province and drawing salaries without performing duties since long;

(b)   If answer to (a) above is affirmative, the district-wise details thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

As reported by Directors of School Education, Karachi, Hyderabad, Larkana, Sukkur and Mirpurkhas, no ghost teachers  are working in the districts. However, against absent teachers disciplinary action is taken in terms of Removal from Services (Special Powers) Sindh Ordinance, 2000. Surprise visits are being carried out by field officers in the districts regularly in order to curb the tendency of absenteeism.

 *1503. MS. BILQUEES MUKHTAR: Will the Minister for Education be pleased to state:-

Number of new arts, science and commerce colleges established in districts Karachi, Benazirabad, Khairpur and Sukkur during 2011-12 and 2012-13 along with the amount spent on the same?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

No new Arts, Science and Commerce colleges were established in districts Karachi, Khairpur and Sukkur during 2011-12 and 2012-13.

Two colleges were approved for district Shaheed Benaizrabad i.e. taluka Daur and taluka Qazi Ahmed in ADP 2010-11 and 2011-12 which are under construction. However, Government Qazi Ahmed College is functioning in Government Higher Secondary School, Qazi Ahmed while Daur College has not yet been functionalized.

 *1844. MS. HEER SOHO: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that work of center for disabled children is delayed for 5 years in taluka Matli, district Badin;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

There is no any scheme of center for disabled at taluka Matli, district Badin by the Social Welfare Department, Education Department and Special Education Department till now.

 *3108. MR. KAMRAN AKHTAR: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that government is providing financial assistance to primary schools through school management committees;

(b)   If answer to (a) above is affirmative, taluka-wise financial assistance provided during 01-01-2008 to 31-12-2009?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

Yes. School Education & Literacy Department, Government of Sindh is providing funds to all main and functional schools on annual basis since 2009-10 including primary schools.

The taluka-wise details of SMC funds from 2009-10, distributed into the relevant SMC account of the Primary School is at Annexure, placed on the Table of the House.

 *3179. MR. KAMRAN AKHTAR: Will the Minister for Education be pleased to state:-

Number of technical colleges/institutes constructed, completed and handed over to the Education department during financial year, 2010-11?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

No any technical colleges/institutes were handed over to the Education Department during financial year 2010-11. However, during 2010-11 all incomplete technical institutions were transferred from Education & Literacy Department and Labour Department to STEVTA, these incomplete schemes were submitted by the STEVTA to P&D Department in shape of “Umbrella PC-1” which was approved by the PDWP during 2010-11 in its meeting held on 03-03-2011.

 *3407. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that preparation of new curriculum for schools has been started;

(b)   If answer to (a) above is affirmative, subjects likely to be included in new curriculum along with name of personalities consulted for the same?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

          No.

The Government of Sindh has decided to adopt the National Curriculum 2006-07. The same has been adopted for the province after revision on the specified criteria. No any subject has been included beyond the scheme of studies based on curriculum 2006-07. The curriculum and textbook review committees have been notified that include the scholars, curriculum developers, subject experts and working teachers.

 *3439. SHAIKH ABDULLAH: Will the Minister for Education be pleased to state:-

Number of schools re-opened in the province during 2014?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

Total 46039 schools reported in Annual School Census 2014-15 out of which 6149 schools were reported closed.

Out of them 1352 reported as non-viable closed schools and 4797 viable closed schools. Through recruitment of NTS teachers, the department re-opened 466 schools which were earlier viable closed schools (2014-15), while 2076 were reported after proclamation of Education Emergency in 2016.

 *4138. MS. RANA ANSAR: Will the Minister for Education be pleased to state:-

Number of girls high schools exist in district Hyderabad alongwith number of new schools constructed as well as number of girls students enrolled therein?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

There are 31 Girls High Schools in District Hyderabad working smoothly with the enrollment of 23487. No new schools constructed.

 *4460. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that Primary School, village Shahzad Jamali near Dadu is closed for 3 years due to which more than 100 students are deprived of education;

(b)      If answer to (a) above is affirmative, the reasons thereof?

          No. In district Dadu two schools are running namely.

          01)     Boys Primary School Shahdad Jamali taluka Dadu U/C Siyal near Dadu City status of school functional building school enrolment 25. The teacher Mr. Ali Asghar Solangi is posted there.

          02)     GBPS Shadad Jamali U/C Phulji Cillage taluka Johi semis code 402020459 running/functional with the coordination of SEF (building school).   

*4484. MS. BILQUEES MUKHTAR: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that academic/educational activities are delayed in Government Girls College,

Matli since 2013;

(b)      If answer to (a) above is affirmative, the reasons thereof alongwith action taken by the

department in this regard?

The academic/educational activities were never delayed in Government Girls Degree College Matli since 2013.

(b)      Whether Government of Sindh provides any financial assistance to the same;

(b)      Foundation is the Government Sindh Organization, which works under a Board chaired by the Chief Minister, Sindh, it operates under the per child per month subsidy model (student fee). Its entire funding is from Government of Sindh 68 percent of current fiscal year funds are earmarked for student’s fees, 21.25 percent for technical support (textbooks, trainings, assessments) and 10 percent for administrative expenses.

(c)      According to the existing approved policy, SEF provides following financial support to different levels and categories of schools:(d)

 Further, SEF provides textbooks and teacher trainings and undertakes students assessments as part of its quality assurance mechanism. Its partnerships are based on detailed contractual arrangements.

 *4677. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)      Is it a fact that 10 thousands seat numbers missed out from gazette of exams results of Science and General group of Matric in 2014 and marks were given against money in Educational Board, Hyderabad;

(b)      If answer to (a) above is affirmative, the details thereof including action taken against the involved officers?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

The Board kept a provision of enrolling 86,000 SSC candidates in year 2014. Out of 86,000 candidates only 62,871 candidates were allotted seat numbers including late comers based on their districts/groups (Science/General). The remaining number of 23,129 candidates was not allotted since there was no submission of examination forms. Hence, the above gap of 23,129 has been found to be on higher scale than ten thousand as mentioned in the Assembly question. Thus, the above gap may not be seem as missing result of the candidates since the Board never received any additional examination forms.

Question regarding giving marks against money does not arise since the entire result was prepared under supervision of the secret section of the Board comprising most professionally competent and trustworthy staff. However, this procedure has been further improved since 2015 to ensure zero tolerance in maintaining transparency during the preparation of result.

 *5767. MR. KHURRAM SHER ZAMAN: Will the Minister for Education be pleased to state:-

Is it a fact that 6.1 million children between the age of 5 and 16 are not attending school?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

Yes. It is correct that 6.1 million children between the age of 5 to 16 are not attending schools (either public or private) is only as per the report of Pakistan Education Statistics (PES) published in February 2016. Such quoted figure of out school children are calculated by PES on the basis of estimated population, estimation of Private & Madarsa school enrolment as well as Public School census data. Moreover, it is pertinent to highlight that no population census data collection has been conducted since 1998, therefore, only inflated figure are reported in such report mentioned herein but despite that whatever in the actual figure, the Education Department, Government of Sindh is addressing the challenge through various measures to bring out of school children back in the schools as well in non-formal education system also.

Following measures are to be taken in this regard also:

·         Legislative measures.

·         Enrollment driven/child-focused initiatives.

·         Public-Private Partnership.

·         Non-formal Education.
