*1704. MS. NUSRAT SEHER ABBASI: Will the Minister for STEVTA be pleased to state:-

Names of members of board of governors of STEVTA along with functions of board?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for STEVTA:

First STEVTA Board of Governors (BoG) was constituted by the Government of Sindh on 18-08-2008. After enactment of STEVTA Act, 2010 the Honourable Chief Minister Sindh was pleased to approve re-constitution of STEVTA Board in light of Act and notification dated:22nd September, 2010 .

The following members from Industry and Agriculture community were taken as member of the boards besides two MPAs and 06 Secretaries as under:-

1.    Mr. Sohail Wajahat Siddiqui, Ex-MD, SIEMENS.

2.    Mr. Tahir Javed, G.M HR Engro Chemicals

3.    Mr. Imdad Hussain Nizamani, Progressive Agriculturist.

 

1.    Minister, Sindh TEVTA.

2.    Secretary to the Administrative Department.

3.    Secretary, Labour, Industries.

FUNCTIONS OF THE BOARD

a)    Provide the overall directions in respect of the technical education and vocational training and based on the policies and for the purpose approve plans, programs and projects.

b)    Provide policy framework for creating institutional linkages with industry both for evolving market linked programs in the technical education and vocational training institutes and for facilitating placement of the technical education graduates and trained manpower in industry.

c)    Approve proposal relating to the financial management and fiscal resources of the Authority including proposals for grants, budgets and transfer to various institutions.

d)    Approve matters relating to organization structure of the technical education and vocational training institutions including policies on human resources management.

e)    Overseas the implementation of programs and undertake their valuation to determine their effectiveness through in house and outsourcing.

f)     Approve policies relating to public-private partnership for establishment or management of technical education and vocational training and;

g)    Regulate quality control for implementation of skill standards, syllabus, trade testing and certification of technical education and vocational training institutions.

 *2083. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that Sindh Government has approved PC-I of 40 dams but work could not be started due to non-availability of funds;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

The Government of Sindh has approved the various PC-I of 42 dams under ADP out of which 35 dams are completed and the work on 07 dams is in progress as per details given below:

 *2089. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that our canals and water courses are clay built resulting water is wasted;

(b)   If answer to (a) above is affirmative, the volume of water wasted every year?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

It is fact that the water courses are clay built, however the wastage of water according to the indent observation is found 2 cusecs per 5000 cusecs of water which is minor wastage.

 *3500. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-

(a)   Representation of provinces in IRSA, whether the representation of Sindh is also in the same;

(b)   If answer to (a) above is negative, the steps taken by the department in this regard?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

(a)      IRSA is formulated by representation of one member from each province and a federal member. Presently the member from Sindh is Syed Mazhar Ali Shah retired Chief Engineer of Sindh Irrigation department.

(b)      The position stand filled.

 *3539. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that regulators installed on Mirwah canal Khairpur have been removed;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

The regulators installed on Mirwah Canal Khairpur have not been removed and all installed regulators working properly.

 *3540. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that water of Mirwah canal, Khairpur does not flow in straight direction due to that one bank of canal erosioned and other bank is silted and the same has not been de-silted since many years;

(b)   If answer to (a) above is affirmative, the reasons thereof along with fund allocated for the same?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

(a)      The alignment of Mirwah Canal adopted along its old course when it was inundation canal before construction of Sukkur Barrage, hence it flows in meandering position. It has scoured/eroded banks on some reaches where there are curves in canal. The eroded bank have been armoured by stone pitching. However the remaining weak positions will also be strengthened soon.

(b)      i)   During financial year 2015-2016 Rs.4.012 million have been kept for de-silting of Mirwah canal.

ii)  The work construction of retaining wall from RD-150 to 155 left side, 149 to 151, 154 to 155 R/side costing Rs.194.071 million and RD-103 to 293.9 costing Rs.195.737 million.

iii) The work providing stone pitching on both sides of Mirwah Canal from RD-78+600 to 93+600 D/S Burghri X-Regulator to Shah Abdul Latif University costing Rs.159.726 million are under process, so as to control the erosion.

 *5794. MR. KHURRAM SHER ZAMAN: Will the Minister for Irrigation be pleased to state:-

(a)      Is it a fact that the department has introduced any education or training program to help farmers to improve irrigation water management;

(b)      If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

Yes it is fact that the Sindh Irrigation & Drainage Authority (SIDA) is conducting educational training programs knowledge and skills for irrigation water management through Area Water Boards (AWBs) and Frames Organizations (FOs) in 3 area water boards vis Nara Canal Area Water Board, Left Bank Canal Area Water Board and Ghotki Canal Area Water Board.

These training programs are mainly arranged for farmers and members of farmer’s organizations. Overall 8700 farmers of 360 FOs have received various basic, specialized and refresher training to improve water management effectively and efficiently.
