Names of members of board of governors of STEVTA along with functions of board?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for STEVTA:
First STEVTA Board of Governors (BoG) was constituted by the Government of Sindh on 18-08-2008. After enactment of STEVTA Act, 2010 the Honourable Chief Minister Sindh was pleased to approve re-constitution of STEVTA Board in light of Act and notification dated:22nd September, 2010 .
The following members from Industry and Agriculture community were taken as member of the boards besides two MPAs and 06 Secretaries as under:-
1. Mr. Sohail Wajahat Siddiqui, Ex-MD, SIEMENS.
2. Mr. Tahir Javed, G.M HR Engro Chemicals
3. Mr. Imdad Hussain Nizamani, Progressive Agriculturist.
1. Minister, Sindh TEVTA.
2. Secretary to the Administrative Department.
3. Secretary, Labour, Industries.
4. Secretary, Finance.
5. Secretary, Education & Literacy Department.
6. Secretary Social Welfare Department.
7. Secretary, Information Technology Department.
8. Chairman, Sindh Board of Technical Education.
9. Two representatives from Industrialists community.
10. A representative from the Agriculturists.
11. Representative from the Mehran University of Engineering & Technology.
FUNCTIONS OF THE BOARD
a) Provide the overall directions in respect of the technical education and vocational training and based on the policies and for the purpose approve plans, programs and projects.
b) Provide policy framework for creating institutional linkages with industry both for evolving market linked programs in the technical education and vocational training institutes and for facilitating placement of the technical education graduates and trained manpower in industry.
c) Approve proposal relating to the financial management and fiscal resources of the Authority including proposals for grants, budgets and transfer to various institutions.
d) Approve matters relating to organization structure of the technical education and vocational training institutions including policies on human resources management.
e) Overseas the implementation of programs and undertake their valuation to determine their effectiveness through in house and outsourcing.
f) Approve policies relating to public-private partnership for establishment or management of technical education and vocational training and;
g) Regulate quality control for implementation of skill standards, syllabus, trade testing and certification of technical education and vocational training institutions.

Name of districts and cities which have been nominated under “Sindh Cities Improvement Program” along with functions of same in details?

The requisite information is as under:-
1. Clusters
Northern Cluster (Sukkur, New Sukkur, Rohri, Shikarpur, Larkana, Khairpur and Jacobabad).
Central Cluster (Mirpurkhas, Tando Adam, Tando Allahyar, Umerkot, Sanghar and Shahdadpur).
Southern Cluster (to be identified).
2. Functions
To improve infrastructure and municipal utility services for about five million people in participating secondary cities of the province through reforms and investment. The program’s proposed interventions are: establishing Urban Utility Services Corporations; providing priority investments in water supply, wastewater and solidwaste management infrastructure for better coverage, quality and reliability; forging multi-sectorial partnerships through public-private modalities and encouraging reforms and capacity development at local level.

(a) Is it a fact that performance of NSUSC is almost nil in Larkana due to which heaps of garbage are lying in the city;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. SAEED GHANI, Minister for Planning & Development:
The NSUSC is providing Primary Solid Waste Collection services to district Larkana. NSUSC took over Municipal Corporation Larkana region on 23rd September, 2010 when the population was 2,70,283 and currently Larkana have population of 863,419. Besides, the TMA staff is on deputation with NSUSC over whom NSUSC have no power of hiring and firing nor any disciplinary action can be taken against them in case of absenteeism or not performing their job properly.
In addition to this population for the region is increase abnormally. As per Asian Standard one sweeper can serve 100 households (700 people) within 08 hours for primary Solid Waste Collection but NSUSC has shortage of sanitation staff as stated below on table:

However, the performance of NSUSC in Larkana in Primary and Secondary collection of Solid Waste Material is as under:-

The NSUSC has request to TMA Larkana to fulfill the deficiency of Sanitary Workers which is about 846 so that primary solid waste collection can be improved while, secondary collection will be improved by October, 2016 after arrival of skip, leading trucks, mechanical sweeper and small skill loaders into NSUSC Secondary Solid Waste collection which will definitely improve the Secondary collection upto 100%.
