SEEMA ZIA, MPA: Will the Honourable Minister for Home, Sindh may please to give answer/statement that many young boys have lost their lives due to Motorbike racing on main Shahrah-e-Faisal at late hours of the day. Why Government has not stopped this fatal game?

RANA ANSAR, MPA: Will the Honourable Minister for Archives, Sindh may please to give answer/statement that what steps have been taken by Sindh Government to repair 1000 feet long wall of Rani Kot Fort that is in deplorable condition due to the negligence of concerned authorities?

Steps taken by the government in this regard?

5.   CALL ATTENTION NOTICE NO. 29 OF 2018;GIVEN NOTICE OF BY ENGINEER SABIR HUSSAIN KAIMKHANI, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that rising main line of Tulsi Das Pumping Station (Sewerage) located at Naya Pull Hyderabad has been leaked, if so steps taken by the Government in this regard?

6.   CALL ATTENTION NOTICE NO. 27 OF 2018;GIVEN NOTICE OF BY MR. KHURRAM SHER ZAMAN, MPA: Will the Honourable Minister for Local Government, Sindh may please to give answer/statement that regarding unavailability of water/sewerage issues in Block-2 Clifton. What are the reasons of failure even after several complaints given to KW&SB?

 *3834. MS. HEER SOHO: Will the Minister for Zakat & Ushr be pleased to state:-

(a)   Is it a fact that sewing machines and hand pumps were purchased and distributed among deserving persons by the department during 2011;

(b)   If answer to (a) above is affirmative, district-wise details thereof?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Zakat & Ushr:

Sewing machines and hand pumps were not purchased and distributed among deserving persons by this department during the year 2011.

 *4831. MS. HEER SOHO: Will the Minister for Zakat & Ushr be pleased to state:-

(a)      Is it a fact that Sindh Government has terminated contract with NADRA regarding distribution of “Guzara Allowance”;

(b)      If answer to (a) above is affirmative, the reasons thereof?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Zakat & Ushr:

Yes, it is fact that Government of Sindh has terminated contract with NADRA regarding distribution of “Guzara Allowance”.

 The contract has been terminated due to following reasons:

i.         NADRA E-Sahulat Cards/franchises were not available at accessible distance for Mustehqeen.

ii.       There was no NADRA E-Sahulat Center/franchise in whole district of Tando Muhammad Khan and Mustehqeen had to travel to Badin district for receiving installment. This created rather extra rush and hazard for the Mustehqeen of both districts.

iii.      Owner of NADRA E-Sahulat Centers/franchises were getting commission from Mustehqeen which was a blatant incident of vulnerability of scheme to mismanagement.

iv.      In district Hyderabad tokens were issued to Mustehqeen reportedly by owners of NADRA E-Sahulat Centers/franchises for getting their installment.

v.        In district Jacobabad Mustehqeen were reportedly paid only one installment and the 2^nd installment was reportedly held back by owners of NADRA E-Sahulat Centers/franchises.

vi.      Enrollment of Mustehqeen in respect of certain districts was neither completed nor Benazir Muawinat Card issued to the Mustehqeen who were auto enrolled by NADRA.

vii.     NADRA was charging Rs.250/- as cost of Muawinat Card and enrollment fee.

viii.   NADRA was charging 3% services charges on distribution of Guzara Allowance and thus there was heavy burden on Zakat fund.

ix.      Sindh Bank is providing free services in connection with distribution of Guzara Allowance.

 *5177. MR. KAMRAN AKHTAR: Will the Minister for Zakat & Ushr be pleased to state:-

    (a)      The names and date of posting of all District Chairman Zakat Committee as on May 31, 2017;

    (b)      Whether it is fact that the Chairman and Members of the Zakat Council are appointed by the Governor;

    (c)      The qualification required for posting as District Chairman Zakat Committee?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Zakat & Ushr:

    (a)      The District Chairmen are not posted however, their appointment is made through nomination by Sindh Zakat Council for a period of three year under Section-14 of Sindh Zakat & Ushr Act, 2011. The details of District Chairmen Zakat Committees as on May 31, 2017 are as follow:

    (b)      Under section-12 of Sindh Zakat & Ushr Act, 2011, Chief Minister Sindh is vested with powers to appoint Chairman and Members Sindh Zakat Council.

    (c)      The District Chairman is not posted but appointed through Sindh Zakat Council by nomination under sub-section(4) of section-14 of Sindh Zakat & Ushr Act, 2011 provides as under the qualification of Chairman of District Zakat Committee.

“Provided that the Chairman and Members of the District Committee shall be the persons who are of good moral character and are not known as persons who violate Islamic injunctions and are financial integrity and do not engage in any anti-social activity”.

 *5274. MS. KHAIRUNNISA MUGHAL: Will the Minister for Zakat & Ushr be pleased to state:-

    (a)      Is it a fact that Chairman Zakat is the only authority for the distribution of Zakat fund;

    (b)      If answer to (a) above is affirmative, the details thereof?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Zakat & Ushr:

Chairman Zakat is not the only authority for the distribution of Zakat fund.
         

*6504. MR. KAMRAN AKHTAR: Will the Minister for Zakat & Ushr be pleased to state:-

Grade-wise number of persons employed in Zakat and Usher Department during 2015-16 alongwith criteria followed for the same?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Zakat & Ushr:

          No employees were appointed in Zakat & Ushr Department during 2015-16.
