*795. MS. NUSRAT SEHER ABBASI: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that after pointing out of media in June, 2013 a search operation was conducted at Central Jail, Karachi and hundreds of cell phones and other illegal material was recovered;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MR. ZIA-UL-HASSAN LANJAR, Minister for Prisons:
(a) Point raised by MPA Nusrat Seher Abbasi regarding recovery of hundred of cell phones and other illegal material from Central Prison Karachi during a search operation is not based on facts.
(b) In fact a surprise search was conducted by Rangers on 29.06.2013 in which only six (6) cell phones were recovered, as a result of which some officers/officials were placed under suspension by Government of Sindh, Home Department.

(a) Is it a fact that 03 prisoners were released on fake orders from Sukkur jail in November, 2012;
(b) If answer to (a) above is affirmative, the details thereof including the authority who issued the orders?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) Yes, three prisoners were released from Central Prison Sukkur on fake orders during the months of September and October 2012.
(b) The authority who issued the orders was Learned Court of 2nd Additional Session Judge, Jacobabad. Detail furnished by Inspector General of Prisons, Sindh is at Annexure, placed on the Table of the House.
*920. MR. ABDUL HASEEB: Will the Minister for Prisons be pleased to state:-
District-wise number of women at present confined in Jails in the pretext of murder case?
ANSWER

*921. MR. ABDUL HASEEB: Will the Minister for Prisons be pleased to state:-
Number of prisoners at present confined in the jails throughout Sindh in the pretext of kidnapping for ransom case?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
653 prisoners are presently confirmed in the Jails of Sindh province in the pretext of kidnapping for ransom case.
*1134. MS. NUSRAT SEHER ABBASI: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that 19 capital punishment declared dangerous prisoners had been transferred from Central Jail, Karachi to Sukkur Jail;
(b) If answer to (a) above be in the affirmative, the reasons thereof including their names?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) Superintendent, Central Prison, Karachi has reported that he has no information about transfer of capital punishment declared dangerous prisoners from Central Prison Karachi to Central Prison Sukkur.
(b) N.A.
*1585. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that Karachi Jail was attacked with hand-grenade in June 2013;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) Yes.
(b) On 22-06-2013, some unknown persons threw two hand grenades one at the roof of kitchen of office of the Inspector General of Prisons, Sindh situated in the premises of Central Prison Karachi where a hole of 1’ x 6” was made and another at the bushes around Youthful Offenders Industrial School, Karachi.
Following the explosion, the Superintendent Central Prison Karachi reached at the crime scene and summoned the Bomb Disposal Squad informing about the whole situation to the senior officers and local administration. An FIR No.219/2013 was registered against unknown attackers under section 3/4 Explosive Act-7 ATA at Police Station New Town, Karachi.
*2092. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-
(a) Is it a fact that NADRA has started registration and to conduct a survey in the jails aimed to maintain a record of criminal prisoners;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
(a) NADRA had started survey of Central Prison Karachi and has conduct registration of prisoners w.e.f.17-09-2013 to 28-04-2015. The remaining prisons of province treated as nil.
(b) During the above mentioned period NADRA authorities registered 1047 convicted prisoner and 9110 under trial prisoners. They don’t share the information with prisoner administration despite several requests. Moreover, they have been requested to install online verification system (Verisys) to ascertain true identity of a newly admitted prisoners. At present they are not working on it since 28-04-2015.
*3637. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-
(a) Whether it is decided to transfer female prisoners of Women Jail Larkana to district Jail;
(b) If answer to (a) above is affirmative, number of female prisoners presently therein?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
The Inspector General of Prisons has furnished reply that the Government of Sindh has established a Women and Juvenile Prison at Sukkur by converting the existing District Prison Sukkur to facilitate the juvenile and women prisoners of Sukkur Division so that they could easily be produced before their trial courts and their families could be facilitated in visiting them. He has further intimated that earlier all the women prisoners of Sukkur Division were kept at Larkana Women Prison. Due to the decision, 23 women have been shifted from Special Prison for Women, Larkana to Women and Juvenile Prison Sukkur. At present 20 women, 01 child and 40 juveniles are confined in Women and Juvenile Prison at District Prison Sukkur.
*4692. MS. NAHEED BEGUM: Will the Minister for Prisons be pleased to state:-
Steps taken for the security of prisons of Sindh against probability of terrorist attacks alongwith amount spent thereon?
ANSWER
MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:
Steps taken for security of prisons in Sindh are as under:-
i. Apart from prison security staff we have support of other Law Enforcement Agencies i.e. Rangers, F.C & Police etc. are as per detail at Annexure-I, placed on the Table of the House.
ii. We have got our staff trained internationally from INL’P Colorado USA. At national level our staff is regularly trained with Army, Rangers and Police. Details at Annexure-II, placed on the Table of the House.
iii. We have purchased Arms & Ammunition as well as security gadgets for the cost of Rs.9,63,48,204/- & Rs.16,74,87,183/- respectively as per details at Annexure-III & IV placed on the Table of the House.
iv. The Government of Sindh has approved scheme through ADP No.794 for Improvement/Strengthening of security of Central Prison Karachi, Hyderabad, Sukkur & Larkana at the cost of Rs.14,94,441 (M) on 07-11-2013 against which an amount of Rs.675,844 has been spent upto June, 2016.
