RESOLUTION MOVED BY MS. KHAIRUNISA MUGHAL, MPA.

This House resolves against the discrimination shown by the Chairperson of BISP by stopping monthly stipend of thousand of needy women in Sindh, due to this discrimination act, thousands of poor and deserving people in Sindh are suffering. This is clearly against the objective of BISP which was founded to provide relief to the poor and needy.”.

 

RESOLUTION MOVED BY MS. SAIRA SHAHLIANI, MPA.

This House strongly condemns the statement of Ms. Marvi Memon, Chairperson of BISP, regarding Benazir Income Support Program in Sindh and grievous act of blocking cards of poor women, registered under Benazir Income Support Program, in Sindh.

This House recommends Sindh Government to lodge strong protest to Federal Government and approach the same to reopen the cards of affected women.”.

*2501. DR. SEEMA ZIA: Will the Minister for Fisheries be pleased to state:-

Location-wise number of new fisheries planned in future?

 ANSWER

MR. MUHAMMAD ALI MALKANI, Minister for Fisheries:

The question is not clear, therefore cannot be answered.

 *4857. MR. MUHAMMAD DILAWAR QURESHI: Will the Minister for Fisheries be pleased to state:-

(a)      Functions of sea fisheries department, whether the same has been devolved to Sindh Government after 18th amendment;

(b)      If answer to (a) above is negative, steps taken by the Government in this regard?

 ANSWER

MR. MUHAMMAD ALI MALKANI, Minister for Fisheries:

    (a)      It is to clarify that no any department exist with name “Sea Fisheries Department”. however, the Marines Fisheries Department is working under the Ministry of Ports & Shipping, now (Ministry of Maritime Affairs) Government of Pakistan.

    (b)      After 18th amendment some functions pertaining to Livestock & Fisheries were devolved by Federal Government but later on same were cancelled/withdrawn, hence in real terms nothing has been devolved to Sindh Government.

However the Government of Sindh has taken up the matter with Inter-Provincial Coordination Committee (IPCC).

 *5836. MR. KHURRAM SHER ZAMAN: Will the Minister for Fisheries be pleased to state:-

(a)      Is it a fact that Federal Government has not completely devolved all functions to the province regarding Livestock & Fisheries department;

(b)      If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

MR. MUHAMMAD ALI MALKANI, Minister for Fisheries:

    (a)      Yes.

    (b)      That after the 18th amendment, initially notifications regarding devolution of some functions/offices pertaining to Livestock & Fisheries were issued but later on same was cancelled by the Federal Government.

However, the Sindh Government has taken up the matter with Inter-Provincial Corrdination Committee(IPCC).

The reasons regarding non devolution of functions are some legal restrictions as claimed by Federal Government.

 *5845. MR. KHURRAM SHER ZAMAN: Will the Minister for Fisheries be pleased to state:-

(a)      Is it a fact that Sindh Government has imposed ban on catching shrimp from June, 2016 to July, 2016;

(b)      If answer to (a) above is affirmative, intention of the Government to provide any compensation to fishermen?

 ANSWER

MR. MUHAMMAD ALI MALKANI, Minister for Fisheries:

    (a)      Yes.

    (b)      As per Sindh Fisheries Ordinance 1980 the catching of shrimps is prohibited during the months of June and July due to conservation purpose.

However, there is no ban on catching of fishes and other shell fishes and fishermen can enjoy fishing other then shrimp and earn livelihood during the months of June and July, hence at present provision of compensation is not under consideration.

 *6491. MR. KAMRAN AKHTAR: Will the Minister for Fisheries be pleased to state:-

Grade/district-wise number of jobs provided in Fisheries Department during 2015-16 alongwith procedure followed for the same?

 ANSWER

MR. MUHAMMAD ALI MALKANI, Minister for Fisheries:

No any employee has been appointed during 2015-16 in the Fisheries Wing of Livestock & Fisheries Department. In this regard, the requisite information  may be treated as Nil.
