What steps have been taken in this regard?

KAMRAN AKHTER, MPA: Will the Honourable Minister for SGA&CD, Sindh may please to give answer/statement that the Sindh Public Service Commission has not conducted the competitive examination due to which thousand of talented students remain jobless. What steps have been taken in this regard?

*5741. MR. KHURRAM SHER ZAMAN: Will the Minister for Special Education be pleased to state:-

Number of colleges/functional centers in the province catering to special education students?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

There is only one college established in Hyderabad which is functional and providing intermediate level education for visually impaired, hearing impaired and physically handicapped children. Presently there are approximately 45 students enrolled in the college.

At the time of establishment of department in 2011, only 20 centers for Special Education were functional at district and divisional level which have now increased to 50. The list is at Annexure, placed on the Table of the House.

 *5743. MR. KHURRAM SHER ZAMAN: Will the Minister for Special Education be pleased to state:-

Plans of the department to improve access to special education in the rural areas of the province?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

Accessibility to persons with disabilities is one of the important and core objective of Special Education Department. After its separation from Education and Literacy Department in October 2011 and devolution of Federal Government manpower of Special Education as a consequence of 18th amendment in the constitution, the department has focused to provide facilities to the people with disabilities at their door step by increasing enrollment and by providing conveyance through pick and drop facility. In this regard, 12 more centers have been proposed in ADP scheme 495 during current financial year 2016-17 to be established at Taluka level across Sindh to over the disabled population of rural areas.

Moreover, a center for Autistic Children has also been included in ADP scheme 496 during current financial year 2016-17 which will be the first Autistic Center in Government sector. This center is being established in Karachi and will deal with Autistic Children of the province.

Another scheme is proposed in next year ADP (2017-18) for establishment of special education institute at Gadap Town, Karachi as a number of cases of special children have been reported from there.

 *6628. MR. KAMRAN AKHTAR: Will the Minister for Special Education be pleased to state:-

Yearly detail of foreign aid received to run special children institutions with name of countries and head under which the same spent?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

No foreign aid has ever been received from any country/institution to run the Government Special Education Institutions. In fact, the Government of Sindh manages and finances 50 Special Education Centers/Units in all the districts throughout the province.

 *6630. MR. KAMRAN AKHTAR: Will the Minister for Special Education be pleased to state:-

Total number of vehicles in special education institutions in the province alongwith number of vehicles in working/non-working condition and steps taken by the Government to repair the same?

ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

Out of 137 vehicles in 03 Regional Directorates, there are 96 vehicles in running condition and the remaining vehicles require major repairs to become road worthy. The details are here under:-

          List of vehicles district-wise is attached at Annexure, placed on the Table of the House.

As regards repair of vehicles, it is informed that many vehicles of 1980’s model have out-lived their utility and require frequent major repairs but due to limited budget, it is not possible to repair these all. Therefore, the department is making efforts to repair these vehicles in piece-meal manner.          

*6632. MR. KAMRAN AKHTAR: Will the Minister for Special Education be pleased to state:-

Name, number, designation and domicile of ghost teachers and employees found in Special Education Institutions of the province?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Special Education:

The Special Education Department was established in 2011 as a consequence of 18th Amendment. Prior to that, it was a Wing of Education & Literacy Department. The Department comprises devolved employees of Federal Government as well as employees of Special Education Department comprising more than 1500 officers/officials who are performing their duties in 50 Special Education Institutions/Centers throughout Sindh. As per record, there are no ghost employees in the Department. However, the Special Education Department has been taking punitive action against irregular/absconder employees from time to time. The department intends to install Bio-Metric system in all centers in order to curb the menace of absenteeism/late-coming from July, 2018 through a new ADP scheme.
