174.   Will the Minister for Prisons be pleased to state:-

Is it fact that delaying in producing prisoners before the court is demand of bribe by the Police officials and Jail Administration, if so, what steps have been taken by the Government to curb such practice of bribe?

 

 

*478. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-

(a)   Is it a fact that there are also such prisoners who have not been allowed to go out from jail for hearing;

(b)   If answer to (a) above be in the affirmative, the details thereof including the procedure of their proceedings?

ANSWER

MR. ZIA-UL-HASSAN LANJAR, Minister for Prisons:

    (a)      Yes.

    (b)      Condemned, lifers (25 years sentence), high profile belong to banned organizations, involved in heinous offence etc are not allowed to go out from jail for hearing. The cases of such prisoners are notified inside jail trial by the Government on the requests of concerned Superintendent of Prisons.

 

 

*480. MS. HEER SOHO: Will the Minister for Prisons be pleased to state:-

(a)   Is it a fact that vehicles are allocated for the prisoners to attend hearings in courts;

(b)   If answer to (a) above be in the affirmative, the jail-wise details thereof? 

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

    (a)      Yes, it is fact that ninety (90) vehicle allocated for the prisoners to attend hearing of court in Sindh province.

    (a)      Yes. These prisons are now called as Youthful Offenders Industrial Schools.

(a)   Is it a fact that Rs. 300 million were provided to Jail department for the basic infrastructure and other objectives during 2010-11;

(b)   Is it also a fact that the above has been spent;

(c)    If answer to (b) above be in the affirmative, the district/jail-wise details thereof?

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

    (a)      Finance department Government of Sindh had allocated funds Rs.300 million during the year 2009-10 for basic infrastructures and other objectives.

    (b)      Out of the said funds an amount of Rs.144 million was spent and the remaining amount of Rs.156 million was surrendered due to shortage of time.

    (c)      Details of the expenditure is as under:-

Raising of pay of Sindh Prisons employees at par with the Sindh Police Department w.e.f. 01-01-2010.

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

No such report is available. In Central Prison, Karachi mobile jammers have been installed. The jammers in other jails are to be installed very soon.

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

No political prisoner is confined in any prison of Sindh Province, therefore, the said information may be treated as Nil.

 

 

*917. MR. ABDUL HASEEB: Will the Minister for Prisons be pleased to state:-

Number of children presently confined in juvenile prisons with their ages and nature of crime?

 

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

                 i.    283 number of Juvenile Offenders presently confined in Youthful Offenders Industrial Schools of Sindh Province and their age group is shown as under:-

               ii.    Number of children who are foreigners confined in juvenile prisons = 04.

              iii.    All legal facilities are provided to the juvenile inmates as per provision of Pakistan Prisons Rules. Besides, academic education from primary to matric level is imparted to them as well as vocational training in different trades i.e. tailoring, carpentry, plumbing, welding and computer training etc. They are also allowed recreational facilities i.e. indoor games like basketball, football, cricket, carom board and Ludo etc as well as physical training, gym and yoga etc.

              iv.    They are regularly produced before the Honourable Courts where their cases are pending.

                v.    Only 3 Afghan National under trial prisoners are admitted in YOIS Sukkur in case of F’Act on 28-01-2014 and still confined without defence counsel as reported by the Superintendent Prison.

 

 

*1332. MS. NAHEED BEGUM: Will the Minister for Prisons be pleased to state:-

(a)   Number of Hepatitis patients in all jails of Sindh including women and juvenile jails upto June, 2013;

(b)   Is it a fact that tests being conducted to diagnose the Hepatitis in common prisoners;

(c)    If answer to (b) above is affirmative, the time when the same conducted?

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

    (a)      1448 number of prisoners suffering from Hepatitis in all Prisons of Sindh Province upto June 2013. However, there is no women and juvenile prisoner suffering from Hepatitis.

    (b)      Yes. Test conducted in different times.

 

 

*2923. MR. SHIRAZ WAHEED: Will the Minister for Prisons be pleased to state:-

(a)   Whether it is fact that Government awards relief to the prisoners confined in the jails on account of Christmas?

(b)   If answer to (a) above is affirmative, the details thereof? 

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

The office of the Inspector General of Prisons Sindh, has furnished reply that all the prisoners are treated equal according to law / jail manual. However, the Government awards relief to the prisoners in jail on account of Christmas.

 

 

*2950. MR. SHIRAZ WAHEED: Will the Minister for Prisons be pleased to state:-

(a)   Is it a fact that in October, 2008 prisoners of Hyderabad Central Jail staged protest against the tortures on them in the jail, failing to take them to courts on hearing dates and refusal to give facilities admissible under the Jail manual and due to above protest clash Jail Superintendent with 4 other officials and some prisoners also was injured;

(b)   If answer to (a) above is affirmative, action taken by the Government to solve the problems of prisoners?

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

It is not a fact. Neither any incident has occurred in Central Prison Hyderabad in the year 2008 nor have the Superintendent and four other officials been injured.

 

 

*3213. MS. NAHEED BEGUM: Will the Minister for Prisons be pleased to state:-

Number of prisoner patients provided medical aid in Sukkur Central Jail during 2010 to 2013 including the procedure to cure of a prisoner patient? 

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

No. of prisoners patients provided medical aid in Central Prison Sukkur during 2010 to 2013 as under:

The Superintendent of prison has further informed that the procedure to cure a prisoner patient is done by Medical Officers including CMO of Central Prison Sukkur and also with the cooperation of Specialist of GMMC Hospital Sukkur after doing necessary investigation i.e. Laboratory Test, Ultra Sound, X-Ray and ECG on the basis of severity of disease of prisoner patients.

 

 

*3870. MS. SUMETA AFZAL SYED: Will the Minister for Prisons be pleased to state:-

(a)   Is it a fact that due to inadequate toilet facilities a large number of prisoners in Naushero Feroze is facing serious health issues such as hepatitis;

(b)   If answer to (a) above is affirmative, steps taken in this regard?

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

As on 28-09-2016, number of prisoners are (332) confined in the Naushehro Feroze and sufficient number of toilets are available, hence quantity is adequate to meet the requirement. No serious health issues caused due to toilet facility.

 

 

*4167. MS. NAHEED BEGUM: Will the Minister for Prisons be pleased to state:-

Number of prisoners diagnosed with hepatitis in the jails of the province during last three years along with steps taken for their treatment as well as number of male/female prisoners died of it?

(a)   Is it a fact that mobile jammers were to be installed in various jails of the province;

(b)   If answer to (a) above is affirmative, the details thereof?

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

    (a)      Yes.

    (b)      The mobile jammers and disabler devices for blocking cellular communication and related service have been got installed at three most sensitive prisons i.e. Central Prison Karachi, Central Prison, Sukkur and Central Prison, Hyderabad by the Home Department, Government of Sindh through National Telecommunication Company (NTC), Ministry of Defence Production, Pakistan who has experience of installation of Mobile Jammers in the Prisons of Punjab and KPK provinces.

 

 

*4358. MS. NAILA MUNIR: Will the Minister for Prisons be pleased to state:-

(a)   Whether there are training centers and arrangement of education in juvenile jails;

(b)   If answer to (a) above is affirmative, the procedure for the same? 

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

There are four Youthful Offenders Industrial Schools in the Province, however, except for one, proper arrangements for training of youthful offenders is not available.

Primary & religious education as well as tailoring skill are provided by the teachers of the Sindh Prisons Deptt. Moreover, NGOs are also providing training of carpentry, plumbing computer courses & arts etc.

Primary & religious education is provided by the teachers of Sindh Prisons Department

3.     

Juvenile & Women Prison at District Prison Sukkur

Primary (Sindhi & Urdu) as well as religious education is provided by the teachers of Sindh Prisons Department

Youthful Offenders Industrial School Larkana

There is no training center or arrangement for education at this institute

ANSWER

MR. ZIA-UL-HASAN LANJAR, Minister for Prisons:

No appointment has been made during the period of 2015-16 & 2016-17 in Sindh Prisons Department.
