(a) Has provincial/district monitoring committees been established for “Early Child Marriages” and “ Domestic Violence on Women”;

Amount of fund allocated by government for women crisis centers?

*3389. MS. NUSRAT SEHER ABBASI: Will the Minister for Women Development be pleased to state:-
(a) Function of District Resource Committees alongwith date of their establishment;
(b) Whether these committees exist in all districts;
(c) If answer to (b) above is affirmative, number of its members?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for Women Development:
(a) Under the ADP schemes “Establishment of Sales & Display Resource Center” District Resources Committees were constituted to indentify Arts and Crafts of the District and register the skilled women of the area with Sales & Display Resources Center. These District Resource Committees were established during 2008-09.
(b) Since the ADP scheme “Establishment of Sales & Display Resource Center” has been completed in June, 2015, therefore, said District Resource Committees stands dissolved.
(c) The District Resource Committees comprised of:-
· Two Women Councilors of the district.
· One expert in the field of Arts & Crafts business women.
· One entrepreneur women of district.
· One NGO of district and other concerned agencies.

(a) Definition of (GRAP) Sindh alongwith its objects;
(b) Whether it has achieved its objects;
(c) If answer to (b) above be in the affirmative, the details thereof?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for Women Development:
(a) The GRAP stands for “Gender Reform Action Plan”. This program was started with an objective to create a society where women have equal rights and can progress with men and have equal opportunities so that there may not be any discrimination with any one on the basis of gender parity.
Following are the four key areas in the GRAP.
· Political reforms.
· Administrative/Institutional Reforms.
· Reform in Public Sector Employment and
· Policy and fiscal reforms.
(b) Yes, the department has taken measures to achieve the objectives to a certain extent say almost 50% of its objectives achieved in phases.
(c) Established and strengthened offices of WDD in divisional and district level since 2007-08 in phases.
· Prepared Pro Women Laws for Women empowerment namely:
i. Domestic Violence (Prevention & Protection) Act, 2013.
ii. Sindh Child Marriage Restraint Act, 2013.
Under Preparation:
i. Sindh Acid Crime Control Bill, 2017.
ii. The Sindh Dowry Bill, 2017.
· Provided equipments and furniture to all District Administration for strengthening and support during 2007-08.
· Provided computers, Photostat machines and fax machines to all concerned Line Departments for establishment of Gender mainstreaming unit.
· Focal persons were nominated in all the Line departments.
· Amended rules of business and notified as per the gender prospective.
· Women Caucus established in Sindh Assembly (2005-06).
· Ensured 20% representatives of women in all Parliamentary Committees which is being followed in letter and spirit.
· Coordinated and established separate women washrooms in Sindh Secretariat (started 2008-09 and established 2010).
· Efforts were initiated for the establishment of office of Ombudsperson for Harassment Act in Sindh (2012-13).
· Provided Gender trainings to all Line departments in phases.
· Conducted gender trainings for Members of the Parliament.
· Facilitated Universities of Karachi, Jamshoro and Khairpur for procurement of equipments, furniture and books for libraries (2007-08).
· Organized seminars, workshops and training programs at Provincial, Divisional and District level on Gender issues in phases.
· Arranged telecasting/broadcasting programs related to Gender issues of TV & Radio in progressive phasing.

District-wise number, name and designation of male and female staff working in Women Development Department?

The details of district-wise number, name and designation of male and female staff working in Women Development Department is at Annexure-I, placed on the Table of the House.
*5255. MS. KHAIRUNNISA MUGHAL: Will the Minister for Women Development be pleased to state:-
Number of working women hostels existing in Mirpurkhas?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for Women Development:
At present no working women hostel exist in Mirpurkhas. Efforts are underway for establishing the same in phase all over Sindh, including Mirpurkhas.
*5261. MS. KHAIRUNNISA MUGHAL: Will the Minister for Women Development be pleased to state:-
(a) Is it a fact that there is any women complaint cell in Mirpurkhas;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for Women Development:
(a) Yes a Women Complaint Cell is functional and working in Mirpurkhas.
(b) A Women Development Officer alongwith support staff are working in the Women Complaint Cell Mirpurkhas and providing services to the affected women in the field of legal, psychological and medical aid.
*6459. MR. KAMRAN AKHTAR: Will the Minister for Women Development be pleased to state:-
Grade-wise number of persons recruited in Women Development department during 2016-2017 alongwith procedure followed for the same?
ANSWER
SYED MURAD ALI SHAH (Chief Minister), Minister for Women Development:
No recruitment has been made in the Women Development Department during 2016-17, however procedure was initiated, applications invited and received through advertisement in press and process is underway.
