*1646. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that it has been seen that CNG cylinders are examined after their blast;
(b) If answer to (a) above is affirmative, the reasons thereof along with the procedure to examine a CNG cylinder;
(c) Is it a fact that it has been seen that CNG cylinders are installed inside the vehicle and in case of a blast many person lose their lives;
(d) If answer to (c) above is affirmative, the reasons thereof along with the procedure to install CNG cylinder in the vehicles?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) This is s Federal subject, even then in view of the silence of the Motor Vehicle Laws for such CNG usage vehicles, this department firstly made an amendment in the Motor Vehicle Rules, 1969 for the safety of precious human lives and property. Such amendment made in the light of the rules/instruction of Oil & Gas Regulatory Authority (Production & Marketing) Rules, 1992, and OGRA Rules. Under the above rules, no vehicle can operate without obtaining certification from the concerned authorities/workshops.
(b) The Hydrocarbon Institute of Pakistan (HDIP) is to examine/check the CNG cylinder after the period of 5 years.
(c) Yes, some vehicles have installed cylinders beneath the seats. However, the action against violators is responsibility of Law enforcement agencies i.e. Traffic Police and OGRA.
*1968. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that concessional fare facility to students is allowed only in buses and not in coaches/mini-buses in Karachi besides some areas have not bus routes resulting students and their parents bear extra expenses;
(b) If answer to (a) above is affirmative, does government intends to provide the same in the mini-buses and coaches also?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) Yes, the concessional fare facility for students is allowed only in buses. However, the Government intends to induct new buses to operate in Karachi where private sector is not operating.
(b) No. Such facility is available in buses only.
*3112. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that traffic police officials are issuing fake fitness certificates to unfit vehicles in Karachi;
(b) If answer to (a) above is affirmative, action taken against them along with future policy of the government to stop it?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Transport & Mass Transit Department has taken over the control of Motor Vehicle Wing and intends to outsource the Motor Vehicle Examination/Certifications of vehicles under rule-35 on Public-Private Partnership mode. The department intends to bring the private vehicles under examination network to reduce the air-pollution, carbon emission and casualties. However, the inspection of motor vehicles is being privatized in accordance with law and transport department will have to allocate land space for stations of vehicle.

This project will provide certain amount of revenue to Government of Sindh and there will be no burden on Government of Sindh in term of expense.
The project was approved in January, 2015 for MVI and Certification system. For the project Transport & Mass Transit Department (T&MTD) received only two bids and awarded the contract company to start the project. The Public-Private Policy Board has approved post facto approval for awarding work to private firm.
*3168. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that transport rates have been raised again despite reduction in fuel prices;
(b) If answer to (a) above is in affirmative, the current fare rates approved by the Government?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
No, the transport fares have not been raised again by the Government. The Government lastly revised on 1st March, 2016.
*4434. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that tenders were invited to purchase 100 buses for Karachi during 2013-14;
(b) If answer to (a) above is affirmative, the company to whom it was awarded alongwith budget allocated for the same?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Yes, the scheme has been revised from 100 to 1000 vehicles which are going to be operated on intercity and intra-city routes.
*4694. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that 600 buses are likely to run on six routes in Karachi;
(b) If answer to (a) above is affirmative, the details thereof alongwith date of completion of the project?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Yes, the buses will be operated on the defunct KTC routes under Shaheed Mohtarma Benazir Bhutto, Transport Project (induction of new buses) on lease basis.
*5008. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-
Date of construction, spent amount, capacity and location of Shaheed Zulfiqar Ali Bhutto Bus terminal at Khairpur as well as detail thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
This terminal was built by the District Administration, Khairpur, in the year 2011 on the land of ex-SRTC Khairpur depot measuring 8 acres.
*6654. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-
Number of vehicles challaned due to sub-standard cylinders and extra fare charges in Karachi during 2016 including amount collected under the head?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Around 350 illegal CNG sub-standard cylinders were removed. The transport authorities, Motorway Police, Traffic Police during snap checking imposed fine of Rs.15,53,920/- under the heads of Motorway and Traffic Police.
