*456. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-

Steps taken by the government for the strengthening of bunds along with the number of bunds repaired/newly constructed during 2011-13 up to June?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

Region-wise details of bunds strengthened/repaired and constructed during 2011-13

Chief Engineer, Sukkur Barrage, Left Bank Region Sukkur

No breach was occurred in the river bund during flood 2010 in Sukkur barrage left bank region, Sukkur, however the bunds which were found necessary, the same were repaired raised above 2010 flood water level.

Irrigation Department has taken following steps for strengthening of bund:-

1.    Raising & strengthening work of bund has been carried out.

2.    Stone pitching work has been carried out.

3.    Dumping of stone work has been carried out.

4.    Consultants have been appointed to inspect the bund strengthening work.

5.    Earth moving machinery viz. Bulldozers, Excavators, Tractor Trolleys, Tractor for which the front blade and all other machinery has been kept to deploy along bunds.

(List of approved emergent flood protection schemes for the year 2011 at Annexure-I, placed on the Table of the House.

 Chief Engineer Irrigation, Gudu Barrage, Sukkur

Government has taken necessary steps for raising and strengthening of bunds after flood 2010. Minor/major repair works have been carried out to protect vast areas. The following bunds were repaired U/S Gudu barrage.

1.    L.M Bund Mile 7/2-15/0.

2.    J-Head Spur Bund 0/0-1/0.

3.    Left Marginal Bund Mile 0/0-2/3.

4.    Left Spur Bund Mile 0/0-2/3.

And bunds which were newly constructed/repaired during 2010-13 D/S Gudu Barrage list at Annexure-II, placed on the Table of the House.

 Sindh Irrigation & Drainage Authority, Hyderabad

Ghotki Feeder Canal Area Water Board:

New Bund named Ghotki Feeder Bund mile 0/0 to 0/8 has been constructed during 2011-2013 converting the inspection path along Right side of Ghotki Feeder in the bund. This was only bund which has been constructed in this area water board.

Machka Bund mile 0/0 to 0/3 Dilwaro Bund 0/0 to 7/0, Rawanti Bund 0/0 to 11/7, L.M Bund Old 0/0 to 1/3, Qadirpur loop bund mile 0/0 to 8/4, Qadirpur Bund mile 10/4 to 14/4, Germo Bund 5/1 to 13/4 R.N Bund mile 22/4 to 26/4, Baiji Bund mile 0/0 to 1/03, R.N Bund Mile 3/4 to 12/4, R.N Mangli Bund 0/0 to 1/3 R.N Front Bund mile 0/0 to 0/7 & R.N Bund mile 0/2 to 1/1 had been rehabilitation as per flood level 2010 in three phases and strengthened including providing stone apron stone pitching as and where required from the 2011-2013.

 Left Bank Canal Area Water Board, Badin:

The following 03 Nos. of Bunds of Phuleli Canal Division are repaired;

1.    Ghallian Bund Mile 0/0 to 12/7.

2.    Jamshoro Front Bund Mile 0/0 to 4/7.

3.    Giddu Mall Front Bund Mile 0/0 to 4/3.

The works carried out under FERP program funded by Asian Development Bank were constructed to defend the Super Flood condition of 2010 flood levels.

 Chief Engineer Kotri Barrage, Hyderabad

There were 18 Nos. Schemes of flood protective bunds along D/S Kotri Barrage had been approved by the Federal Flood Commission Islamabad details are as under:-

1.    Lefts Side D/S Kotri Barrage       09 schemes

2.    Right Side D/S Kotri Barrage       09 schemes

Total           18 Nos.

The 16 Nos. schemes Left & Right Side D/S of Kotri Barrage had already been repaired & strengthening the bund according D.H.F.L 2010 under head of (A.D.B) and two nos. schemes are also providing in the revised umbrella PC-I which are to be started as soon as funds received.

 Chief Engineer Sukkur Barrage, Right Bank, Larkana

Necessary steps were taken by Irrigation Department for the work of River Protective Bund and F.P Bund raising & strengthening through FERP and supervision of the team of federal government. The weak/damaged portion of the bund were also repaired whereas no any new Bund from RD-95 to 162 was constructed in 2011-13.

 *591. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that there is shortage of water in interior Sindh including Karachi since last month;

(b)   If answer to (a) above be in the affirmative, the reasons thereof along with the steps taken by the government to solve the issue?

ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

During the month of May & June 2013 there were less flows in Indus River and sufficient water was not available in Tarbella reservoir to supplement the flow. Thus Sindh province was facing acute shortage of water during the month of May & June 2013 consequently the tails are also affected.

However position improved in later part of June 2013 and water availability in Sindh province was improved. Irrigation department gives priority to drinking water of Karachi. despite shortages in Sindh canals water to Karachi from the Keenjhar lake remained continued.

*1660. MS. RANA ANSAR: Will the Minister for Irrigation be pleased to state:-

Funds released during 2012-13 for strengthening of canals in the province along with the name of canals on which the same spent?

 ANSWER

The details of fund released during 2012-13 for strengthening of canals under the M&R in the province showing the name of canals is at Annexure, placed on the Table of the House.

 *3136. MR. KAMRAN AKHTAR: Will the Minister for Irrigation be pleased to state:-

The District-wise number of SCARP tube-wells currently operating along with their respective monthly budget/expenditure during the period July 1, 2011 to date?

 ANSWER

The total no. of tubewells is 5238 out of which 2601 tubewells are in operation in various district. The district-wise details of operating tubewells alongwith monthly budget/expenditure during the period July 01, 2011 to date are at Annexure, placed on the Table of the House.
