*4712. MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

(a)      Is it a fact that a scheme was started to supply water to coal mines of Thar from LBOD Sim Nala via Nabisar and cost of same was 5 billion rupees which has been extended upto 15 billion rupees;

(b)      If answer to (a) above is affirmative, the reasons thereof alongwith date of completion of the same?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Energy:

The scheme “Construction of water carrier Channel from LBOD Spinal Drain RD 362 to Nabisar for Thar Coal Power Generation Unit” was initially prepared by Thar Coal and Energy Board, Energy Department at the cost of Rs.5.00 billion, without detailed survey and site study of the project. This scheme is necessary for Power Generation of 2x660 MW from Thar Coal. This scheme was subsequently transferred to the Irrigation Department. the Irrigation Department engaged Consultants who undertook the field survey and prepared Revised PC-I on the basis of associated analysis as per directives of Government of Sindh. Thereof the cost of the PC-I arrived at Rs.12.472 Billion. The scheme (PC-I) was submitted to Provincial Development Working Party, where it was examined in details and was forwarded to the Central Development Working Party Federal Government and after approval thereof, the same was placed before the Executive Committee of the National Economic Council(ECNEC), which also cleared the Scheme at the proposed cost of Rs.12.472 Billion.

 *4722.MS. HEER SOHO: Will the Minister for Energy be pleased to state:-

(a)      Is it a fact that a solar energy scheme of about 90 million rupees is ongoing in Larkana;

(b)      If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Energy:

No Solar Energy Scheme of 90 million is under execution at Larkana.

 *4744.MS. NUSRAT SEHER ABBASI: Will the Minister for Energy be pleased to state:-

(a)      Is it a fact that after discovery of oil and gas in district Dadu, some persons have claimed the ownership of the said land due to which work has been stopped;

(b)      If answer to (a) above is affirmative, details of the claimants alongwith measures taken by the department in this regard?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Energy:

    (a)      Some locals had raised issues at Bhit Gas Field. M/s ENI Pakistan approached Commissioner Hyderabad Division to intervene and assist removal of impediment.

    (b)      Energy Department also requested Commissioner Hyderabad Division for immediate resolution of the matter which now stands settled.

 *4839. MS. HEER SOHO : Will the Minister for Energy be pleased to state:-

(a)      Is it a fact that policy has been formulated to rehabilitate effectees of Thar Coal and pay compensation to each;

(b)      If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Energy:

    (a)      Yes.

    (b)      The Government of Sindh has devised “Resettlement Policy Framework (RPF)” to address all the resettlement issues. The policy is prepared in the light of World Bank/IFC guidelines, international best practices, Land Acquisition Act and feedback from local inhabitants, representatives, NGOs, academia, civil society, block developers and other relevant stakeholders.

The policy is people centric with main objectives as under:-

i.     Provide guidelines to project developers on the resettlement principles, legal obligations, institutional and implementation framework regarding involuntary resettlement in Thar coal fields’ development projects.

ii.   Mitigate the adverse impact of displacement and involuntary resettlement with sustainable development approach; and

iii.  Ensure adequate ongoing monitoring and grievance redressal mechanism for compliance of resettlement policy framework.

 *6465. MR. KAMRAN AKHTAR : Will the Minister for Energy be pleased to state:-

Grade/district-wise number of people appointed in Energy department during 2016-2017 alongwith criteria followed for it?

 ANSWER
