96. Will the Minister for Education be pleased to state:-
Is it fact that due to shortage of adequate number of furniture at Government Girls High School Phulleli Para, Hyderabad, Girls students are getting education while sitting on the floor if so, the details thereof?

163. Will the Minister for Education be pleased to state:-
Is it a fact that recruitment of teachers in the province is not being done on purely merit basis, if so reasons thereof along with number of teachers recruited during 01-01-2017 to 30-04-2017 as well as criteria followed for it?
*1022. MS. HEER SOHO: Will the Minister for Education be pleased to state:-
(a) Is it a fact that the development works have been carried out in different schools under Sindh Education Reforms Program during 2011 to 2013 upto June;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
In total 2659 schools based on need assessment exercise were selected for the rehabilitation and construction works during 2011 to June 2013, out of which 2161 schools in various districts of Sindh were successfully completed by June 2013. District-wise list of schools selected for rehabilitation/construction along with the work details under SERP program is at Annexure, placed on the Table of the House.
*1023. MS. HEER SOHO: Will the Minister for Education be pleased to state:-
(a) Is it a fact that 250 new schools have been opened in 10 districts of the province by Sindh Education Foundation;
(b) If answer to (a) above is affirmative, the location-wise name of districts?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
Sindh Education Foundation has not established the 250 new schools in following 10 districts under Rural Based Community Schools (RBCS) program:-
1. Larkana
2. Hyderabad
3. Mirpurkhas
4. Sanghar
5. Sukkur
6. Kamber Shahdadkot
7. Dadu
8. Jamshoro
9. Karachi
These schools were already established and were previously running under the said program but were moved from the development scheme to the regular side.
All 250 schools are functional. The RBCS Program has signed contracts with 10 NGOs that have been working as partners with SEF since the start of the RBCS project (non-formal) and meet the criteria of the program. Each NGO has established 25 schools that are mostly old schools and are currently functional. They have now been regularized and converted into formal school. In these schools, students are enrolled and teachers are performing their duties. Some of these teachers have been appointed recently. It is the responsibility of the NGOs to appoint teachers, to pay salaries, to manage other matters and to operate schools effectively.

(a) Is it a fact that due to un-availability of chowkidars in 90% schools in district Dadu steal of articles of lacs of rupees from schools has become routine;
(b) If answer to (a) above be in the affirmative, the reasons thereof including the names of such schools?
ANSWER

It is incorrect.
No any complaint received of stealing of articles from schools of district Dadu.

Number of schools handed over to private sector under Promoting Education through Public-Private Partnership throughout the province along with the terms and conditions of the same?
ANSWER

Total 582 schools of 18 districts have been adopted by 102 adopters through public-private partnership detail is as under
Adopters:- Individual=13, Organization/NGOs=89, Total=102.

(a) Is it a fact that members board has not been appointed in many educational boards in last one and half year;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
No. All the Members in Education Boards have been appointed.
*1529. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that 4 million children are deprived of going to school in the province;
(b) If answer to (a) above is affirmative, the district-wise details thereof along with the steps taken by the government in this regard?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
Yes. There are 2,876,324 children (Govt.+Private Sector) is out of schools according to SEMIS Census 2014-15. Government has planned the National enrollment Drive throughout country from 1st April to 30th April 2016 through a provincial strategy the targets can be achieved in Sindh Province as well.

District-wise number of government schools adopted by NGOs in the province?
ANSWER

Total 102 adopters have adopted 582 schools of 18 districts, detail is as under:-

Amount spent by Sindhi Adabi Board during last 3 years along with the strategy adopted by Sindhi Adabi Board to achieve aims and objectives of its establishment?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
The Sindhi Adabi Board has spent amount of Rs.15.109 (M) of orienting and publication of books to achieve the aims and objectives of the Board during last three years. The expenditures incurred were approved by the Board of Governors under the provision of constitution of Sindhi Adabi Board. All the printing and publication was done after completing the codal formalities as per the SPPRA rules.

*1885. ENGINEER SABIR HUSSAIN KAIM KHANI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that C.M had formed a committee to probe irregularities in Sindhi Adabi Board;
(b) If answer to (a) above is affirmative, the findings of the committee along with the action taken in the result of above?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
The high level inquiry into the affairs of Sindhi Adabi Board conducted by the Chief Minister’s Inspection Enquiries and Implementation Team in the year 2011-12 but the report and findings of the committee was not sent to the Sindhi Adabi Board.
*3219. MR. MAZAHIR AMIR KHAN: Will the Minister for Education be pleased to state:-
(a) Is it a fact that direct appointments of principals in grade 18 have been made in public schools in different districts of the province by the Deputy Commissioners;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
All the public schools in fact the autonomous bodies run under the Board of Governors constituted by the Government of Sindh under West Pakistan Government Educational and Training Institutions Ordinance (Sindh Amendment) Act, 1974.
The Public Schools have their own Rules/Bye-Laws and the Commissioner/Deputy Commissioner is the Chairman of the Board of Governors. Therefore the Board of Governors is empowered to appoint the Principal.
*4299. DR. SOHRAB SARKI: Will the Minister for Education be pleased to state:-
Number of primary, middle, high and higher secondary schools (Boys and Girls) and colleges exist in Taluka Thull alongwith number of closed schools?
ANSWER

There are total 790 schools exist in Taluka Thull District Jacobabad out of which 79 schools are closed. The detail is given below:
