Is it a fact that there are no proper health facilities in central  jail Karachi and other jails of the province if so, comprehensive steps taken by the Government in this regard ?

 *4126. MS. NAHEED BEGUM: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that women and children are facing nutrition deficiency in the province;

(b)   If answer to (a) above is affirmative, steps taken by the Government to control on it?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

          a) yes it is a fact ,

                   According to multiple indicator cluster survey (MICS)2014 the status of nutritional defecency is as under.

·         Stunting 48%

·         Wasting 15%

·         Underweight 42%

According to neonatal survey (NNS) 2011, Maternal anema prevails in 51% mothers.

           b) The Government is addressing the issue of nutritional deficiencies through following programs.

 1.Nutriton support program Sindh (NSP)

Cost:Rs,4117,900 million (world Bank :Rs,3696.190 million & Gos:Rs421.710 million)

 Implementation period  :03 years(2015-18)

Districts covered         : 09 (Tharparkar ,Umerkot, Badin, Sanghar, T.M Khan, Larkana ,Kamber-shahdadkot Kashmore and Jacobabad.

 2.UN material & child Nutrition stunting Reduction Program Sindh ,

Cost                         : US $20.00 million By USAID

Implementation period : 28 months (September 2015-December2017)

Districts covered       :03(Ghotki,Khairpur And Noushehro Feroz)

 3.Improved Nutrition in Sindh (Funded by European union)

Cost                         :Euro 60.00 million

Implementation period :04 years (2017-2021)

4. World Food Program (WFP)

·         Community based Management of acute malnutrition (CMAM) in Tharparkar, Umerkot , Sanghar and jamshoro.

·         Reduction in Stunting in Thatta and Sajjawal

·         Cash based transfer of livelihood activities in tharparker, Umerkot,Sanghar and Jamshoro.

 

5.SAAF SUTHRO SINDH (SSS)- scaling up of rural sanitation.

Cost                          :Rs.1363.760 million

Implementation period  :03 Years (2016-2018)

Districts covered        :13 (Tharparkar ,Umerkot, Badin Sanghar T.M khan , Larkana ,Kamber-Shahdadkot,Kashmore, Jacobabad, Thatta, Sajjawal, Dadu and Shikarpur)

 

6. Nutrition Sensitive Agriculture.

Cost                         :Rs. 582.00 million

Implementation period :03 years (2016-2018)

Districts covered      : 03 (Jacobabad ,Sanghar and Umerkot)

           It is strongly belived that by the time above mentioned projects are completed the nutritional deficiencies  in terms of stunting wasting ,underweight and maternal anemia shall be reduced.

 *4201.  MS. NUSRAT SEHER ABBASI, Will the Minister for Health be pleased to state:-

Initiatives taken by the department for maternity, child care and control mortality and decrease death ratio of women specially regarding newly born child?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

In order to decrease maternal & neo-natal mortality  and to improve the Health status of mothers children & new born babies, continuous efforts are being taken by Health Department.

1.    Under maternal Neonatal & Child Health Program Sindh, 99 Women Medical Officers (BS-17) and 46 Lady Health Visitors have been posted in rural areas of the Province to cater for maternal & neo-natal needs more effectively.

2.    At community level, the Community Midwives (CMWs) are selected from community and after giving them training for 18 months training and subject to passing of requisite examination they are deployed in the community. They are responsible for providing care during pregnancy, safe delivery, care of women after delivery, care of new born baby and family planning services as skilled attendants. So far 2305 qualified CMWs have been deployed to deliver such services. Another 1267 CMWs are undergoing training.

3.    11 existing nursing schools and public Health Schools have been strengthened and 15 new schools have been established for imparting training to CMWs.\

4.    5 sick new born centers are renovated and rehabilitated at DHQH Mithi, CH Khairpur, DHQH Badin, DHQH Naushero Feroz and DHQH Shikarpur.

5.    The capacities of medics and paramedics have been built up in following areas of health care so that they could deliver their services in more professional and effective way;

(i)           Integrated Management of New Born and Childhood Illnesses (IMNCI)

(ii)          Essential Newborn care Health Personnel & Community Helping baby breath

(iii)        Pregnancy natal & post natal care

(iv)         Post abortion care

(v)          Post partum insertion of Instra Uterine Contraceptive Device (IUCD)

(a)      Is it a fact that MRI machines were supposed to be operational in 2010 in all teaching hospitals of Sindh but till date the same have not been made operational;

(b) If answer to (a) above is affirmative, the reasons thereof alongwith intention of the department to do so?

  b) The  vendors could not execute according to the terms of contract agreement for following reasons.

·         Late handling over of sites by concerned medical superintendent.

·         Slow pace of civil work and electric work carried out by sublet sub contractor.

·         Non Compatibility of RF shields for MRi rooms due to Unaddressed technical faults.

·         Power Supply was not supplied by K-Electric and wapda on time.

·         Worldwide shortage of liquid helium for refilling of MRI system

·         The MRI system at PMCH Hospital,Nawabshah (SBA) was installed but could not be commissioned due to change of distributor by the manufacturer and due to non-availability of service tools. 

     Itention of the department:

·         the provider companies i.e M/s reditech international , M/s Mediequips SMC and M/s Sheerazi Trading were black listed as they failed to complete  installation and commissioning of CT scanners and MRI systems at fours teaching hospitals in Sindh by 20.10.2010.

·         The black listed companies filed petitions in the Honorable High Court of Sindh and blacklisting was withdraw in compliance in the Court’s orders.

·         The manufacturer (M/s GE Health Care was asked to intervene and complete the installation of MRI systems at PMCH,Nawabshah (SBA) and CMCH,Larkana, on urgent basis and in accordance with the terms of contract.

·         The 3rd MRI system was commissioned in April 2016 and has been working since.

·                     The same manufacturer had started work to commission the MRI systems at SBA for which liquid helium and parts were ordered.It is being delayed for custom’s clearance.     

 *4733. DR.  MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Health be pleased to state:-

(a)  Is it a fact that even after devolution, JPMC is not following rules of Sindh Government regarding admission in nursing school;

(b)  If answer to (a) above is affirmative, the reasons thereof alongwith action taken by Health department in this regard?

(a)  JPMC is following procedures and guidelines for admission to Diploma in General Nursing on merit and as per criteria of Sindh Nurses Examination Board and Pakistan Nursing Council, Islamabad.

 *4734. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Health be pleased to state:-

(a)  Is it a fact that Miss Asifa Bhutto Dental College, Larkana is derecognized by PMDC;

(b) If answer to (a) above is affirmative, the reasons thereof alongwith steps

taken to recognize the same?

(a)  Bibi Aseefa Dental College, Larkana is part of Shaheed Mohtarma Benazir Bhutto Medical University (SMMBBMU) Larkana and is not under the administrative control of Health Department Government of Sindh.

The Registrar of SMMBBMU informed that comprehensive inspection of Bibi Aseefa Dental College, Larkana was conducted on 24th November, 2016 to inspect the facilities for training 50 BDS students each year.

The Executive Committee of Pakistan Medical & Dental Council (PM&DC), Islamabad, in its meeting held on 14th December, 2016, unanimously decided to recommend recognition of the dental college.

The council in its 148th session, held on 15th December, 2016, unanimously approved recommendation of PM&DC Executive Committee. On 4th January, 2016, the council requested the Federal Government to include name of Bibi Aseefa Dental College, Larkana in fifth (05th) schedule in terms of Session 18 of the PM&DC Ordinance, 1962, under administrative control of SMBBMU, Larkana, by issuing notification.

The Registrar of the SMBBMU, Larkana has also sent a letter to the Director General, Ministry of National Health Services, Regulation & Coordination, Government of Pakistan, Islamabad on 31-01-2017 to expedite the matter of issuance of notification so that admission letters may be issued to 50 short listed students.

(b)  As above.

 *4748. MS. NUSRAT SEHER ABBASI: Will the Minister for Health be pleased to state:-

(a)  Is it a fact that departments of Plastic Surgery, Oncology, Neuro Surgery, Dentistry, Radiology, Diagnostic, Anthology and Dermatology of Ghulam Muhammad Khan Mahar Medical College are completely empty, no appointment have been made and college is about to close;

(b)  If answer to (a) above is affirmative, the reasons thereof alongwith steps taken by the department in this regard?

 ANSWER

(i)       The Departments of Radiology and Dermatology are fully functional and staffed in terms of faculty.

(ii)      An advertisement was published for appointment of faculty including  Plastic Surgery, Interviews were scheduled to be conducted on 24th & 25th September, 2016 but none could be conducted for want of candidates.

(iii)     Departments of Oncology and Diagnostic Anthology do not exist at GMMMC Sukkur.

(iv)     Deficiencies pointed out by Pakistan Medical & Dental Council (PM&DC) have been addressed.

(v )     The PM&DC team will soon be invited to re-visit for furthering process of recognition of GMMC Sukkur.

(vi)         The college is fully functional.

 (b)      The Ghulam Muhammad Mahar Medical College (GMMMC), Sukkur is a constituent part of Shaheed Mohtarma Benazir Bhutto Medical University (SMBBMU) Larkana, It is not under direct administrative control of Health Department.

          It has been informed by the Registrar of the University that 04 Professors, 03 Associate Professors, 08 Assistant Professors, 04 Senior Registrars and 01 Pharmacist have been selected by the University Selection Board on 24th & 25th September, 2016 and will be posted at GMMC Sukkur after syndicate’s approval.

 *4794. MS. NUSRAT SEHER ABBASI: Will the Minister for Health be pleased to state:-

 (a)  Is it a fact that 38 employees of Kot Diji Hospital, district Khairpur are proceeded on deputation, 38 employees including doctors and lady doctors of taluka Hospital are drawing salaries sitting at home;

(b)  If answer to (a) above is affirmative, the details thereof along with steps taken by the department in this regard?

(a)   All employees of Taluka Hospital Kot Diji are performing duties regularly. No employee has been sent on deputation.

 *5834. MR.KHURRAM SHERZAMAN: Will the Minister for Health be pleased to state:-

 (a)  Is it a fact that construction has been delayed of four blood transfusion centers each in Karachi, Jamshoro, Nawabshah and Sukkur;

(b)   If answer to (a) above is affirmative, the reasons thereof?

(a) Four Regional Blood Centers in district Karachi, Jamshoro, Nawabshah and Sukkur have been completed in stipulated time and are soon to be launched through Public Private Partnership (PPP) node, Health Department.
