Is it fact that minor girl was subjected to rape and cut off her throat in Ibrahim Hyderi, Korangi. Whether involved culprits (with number) have been apprehended or not and the case alongwtih challan has been submitted in the court or not with details?

 *188. MS. NUSRAT SEHER ABBASI: Will the Minister for Home be pleased to state:-

Number of security guard companies at present working in Karachi and number of registered/un-registered out of above as well as criteria necessary to issue licenses to them?

 ANSWER

          At present total 246 security companies are registered.

          There exists no unregistered private security company.

          The criteria for issuance of operating licenses to private security companies is as under:

1.    Application on form A.

2.    Bio-data of the Directors of the Company.

3.    CNIC’s of the Directors of the Company.

4.    NOC from Ministry of Interior regarding issuance of Incorporation Certificate to company to be issued by the Security and Exchange Commission of Pakistan.

5.    Incorporation certificate (duly certified to be true copy by SECP).

6.    Memorandum & Article of Association of Company (duly certified to be true copy by Security and Exchange Commission of Pakistan (SECP)).

7.    Form-29 showing the names of the Directors (duly certified to be true copy by SECP).

8.    NTN certificate of company as well as Directors.

9.    Undertaking on affidavit of the Directors of company with the Licensing Authority that the prospective Agency will abide by the provisions of Sindh Private Security Agencies (Regulation and Control) Ordinance 2000 and Rules made there under and the instructions of the Government issued from time to time (duly attested by Judicial Magistrate).

10. Names and three specimen signatures of the Directors.

11. Bank statements alongwith details of Financial/Assistance.

(a)   Is it a fact that the method of payment for renewal of arm licenses has been changed;

(b)   If answer to (a) above is affirmative, the details & reasons thereof?

Fee collection toward arms license fee is presently being done by National Bank of Pakistan instead of Pakistan Post Offices vide Home Department’s letter no. SO(Arms)HD-L(21)/07, dated 09-02-2010 (copy attached at Annexure, placed on the Table of the House). This mode of collection of arms license fee was changed to get all collections centralized.

(a)   Is it a fact that the government has decided to grant 3 billion rupees to police for betterment and to maintain law and order situation in Karachi;

(b)   If answer to (a) above is affirmative, the details thereof?

In wake of the nation’s unified stance in 2013 in the shape of National Action Plan to curb extremism and to counter terrorism, it was imperative for the Government to enhance the capacity and to bring the professionalism in the prime law enforcement agency of the province i.e. Sindh Police. Over the past four years, the budget of Sindh Police has been substantially increased as shown below:

By this the mechanism of attending the stress calls of a person/victim and directing the responding unit or vehicle will be made more effective and responsive. This will ultimately help in controlling crime.

Karachi Police has got (36) APCs. Functional and operational APCs will benefit the Karachi Police in responding Law & Order situation and fight against criminals/terrorists

Taluka-wise number of dacoits arrested in district Larkana and Shikarpur during 2011-13?

It is submitted that total 17 (seventeen) dacoits arrested in District Larkana and Shikarpur (09 in Larkana & 08 in Shikarpur). All 17 have been challaned and are under trial in the concerned Court of Law.
