4.    Resolution No.106; given notice of by Mr. Nand Kumar, MPA regarding to take necessary step for plantation of one hundred thousand more trees in each district of the Province to overcome the heat wave and environmental problems.

 165.   Will the Minister for Labour be pleased to state:-

What action taken against factory owners and shop owners under child labour rules during January 01, 2015 to January 31, 2017 and steps taken to implement the child labour laws?

 *3235. MS. NUSRAT SEHER ABBASI: Will the Minister for Labour be pleased to state:-

Number of workers employed in industrial and commercial sector in Sindh from 1st January 2012 till 31st December 2013 along with notified rate of minimum wages also total number of unemployed workers / labours?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Labour:

The number of workers employed in Industrial & Commercial sector during the period from 01-01-2012 till 31-12-2013 were 76,067 and the notified rate of Minimum Wages fixed during the period was as under:-

i.     Rs.7000/- per month w.e.f 01-07-2010 to 30-06-2012.

ii.   Rs.8000/- per month w.e.f 01-07-2012 to 30-06-2013.

iii.  Rs.10,000/- per month Rs.384.62 per day w.e.f 01-07-2013 to 30-06-2014.

The Director, Manpower & Training, Sindh has informed that 97,202 number of unemployed persons were registered through all Employment Exchanges in Sindh from the period of January, 2012 to December, 2013, however, no record of the un-registered & un-employed worker is available with the Labour & HR Department.

 *4615.MS. HEER SOHO: Will the Minister for Labour be pleased to state:-

(a)      Is it a fact that construction work of labour colony at Mirpur Mathelo has not been completed as yet;

(b)      If answer to (a) above is affirmative, the reasons thereof along with expected date of completion and estimated cost of the same?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Labour:

    (a)      The construction work of 500 houses in Labour Colony at Mirpur Mathelo has been completed in 2008. However, the infrastructure work of the colony could not be completed because the contractor filed a Suit No.1501 of 2009 in the Honourable High Court of Sindh, which is pending. The Honourable High Court of Sindh has granted stay, vide order, dated. 29-04-2010. Now after the devolution as per 18th amendment and enactment of Sindh Workers Welfare Fund, the SWWB has started preparation of estimates of repair & maintenance which was not carried out for a long time due to non-availability of funds from Workers Welfare Fund, Islamabad, Government of Pakistan, Ministry of Overseas Pakistanis & H.R Department.

    (b)      It is not applicable.

 ALLOTMENT OF HOUSE/FLATS/SHOP

1.    The scheme is announced through print media.

2.    The application forms are distributed and collected at the concerned Regional Offices of Sindh Workers Welfare Board.

3.    The initial scrutiny is carried out by the Welfare Section of the concerned region.

4.    The application forms are placed before the scrutiny committee for final recommendation.

5.    The approved list is sent to head office of Sindh Workers Welfare Board for computerized balloting.

6.    After balloting the successful applicants are offered Houses/Flats/Shops.

7.    The allottee submits down payment against the House/Flat/Shop.

8.    After fulfilling all codal formalities the allotment order is handed over to the allottee.

9.    The House/Flat/Shop is allotted on installment for a period of 20 years.

 CRITERIA

1.    Worker must be an employee of an industrial establishment which is registered under Sindh Factories Act, 2015 of the Labour Department.

2.    Worker must be permanent employee of the industrial organization.

3.    Worker must have 3 years minimum length of service.

4.    Only married worker can apply for this scheme.

5.    Worker must be registered with EOBI/SESSI.

6.    The worker must not own House/Flat/Shop by the Sindh Workers Welfare Board or otherwise.

REQUIRED DOCUMENTS

1.    Attested copies of NADRA Identity Card of the workers.

2.    Attested copies of the EOBI of Social Security Card.

3.    Verification from the employer verifying the particulars furnished by the workers.

4.    An affidavit duly attested by the Notary Public or Oath Commissioner that the particulars given by the applicant are correct and if found wrong, his/her allotment will be cancelled.

5.    Family registration certificate issued by NADRA.

6.    Deduction letter from the allottee authorizing his/her employer to deduct monthly installment from his/her salary against the House/Flat/Shop allotted to him.

7.    Application forms must also be attested by Director Labour Officer of Labour Department, Government of Sindh.
