*819. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that banks of Dadu and Kheerthar canals have been weakened at various places and no supervision camps have been established, resulting Sukkur airport, Bagarji, village Ghumra and many other villages are in danger;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

It is not fact that the Bunds of Dadu canal and Khairpur Canal are weakened at various places, while proper supervision is made by the field staff and proper maintenance is being made before the starting of every Abkalani Season, hence there is no any danger to Sukkur Airport Bagarji, Ghumra and other villages.

 *842. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that after worst flood of 2010 and destruction of rains in 2011 and 2012 the barriers of old rain drains have not been repaired throughout Sindh and the capacity of bridges at Dadu-Moro and Khairpur-Larkana has not been increased as yet;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

It is not a fact. All the barriers of rain drains had been repaired in Sindh and are functioning properly.

i.     The designed capacity of Dadu Moro Bridge is 13.0 Lac Cusecs, the flood water passed safely during Flood 2010.

ii.   Khairpur-Larkana Bridge is under the administrative control of National Highway Authority however the max peak discharges have safely passed.

 *881. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Irrigation be pleased to state:-

(a)   It is a fact that the officials of Irrigation Department has excavated the Veeho Wah canal taluka Faiz Ganj district Khairpur about 6 feet deep in the pretext of desilting of canal resulting the water don’t reach properly to the land of growers in summer season during last three months 2013 the thousand acres agriculture land from Harifshar to tail have become barren;

(b)   If answer to (a) above be in the affirmative, the action taken by the government against officer/officials involved in it?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

    (a)      (i)       It is fact that Veeho Wah Canal Taluka Faiz Gunj District Khairpur has been excavated/De-silted vide estimate No. DB/D-10/4223 dated: 11.02.2013 photocopy of estimate showing the excavated depth is at Annexure-A, placed on the Table of the House.

(ii)      As per estimated the Veeho Wah Canal has been excavated from RD-96 to 102, 2.08 ft. in depth and from RD-102 to 108, 2.09 ft. in depth.

(iii)     The channel is 108 RDs in length and the full supply depth at head of Veeho Wah is 3.4 ft. and at tail 1.0 ft. photocopy of design statement of Veeho Wah is attached at Annexure-B, placed on the Table of the House.

    (b)      1.       The water is supplied to the growers as per design discharge.

2.       The excavated/de-silting has been carryout so as to ensure the Irrigation supply to the tail growers to meet with requirement.

*1047. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-

Number of canals presently exist in the province and out of them number of canals in stable and unstable condition during rain or flood?

 ANSWER

All the above canals are safe and stable during Rains and Floods. However in case of any untoward incident the Department has complete resources to tackle and handle the situation.

 *5796. MR. KHURRAM SHER ZAMAN: Will the Minister for Irrigation be pleased to state:-

(a)      Is it a fact that 13 out of 65 gates of Sukkur Barrage are dysfunctional;

(b)      If answer to (a) above is affirmative, steps taken to address the same?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

Immediately after commission of Sukkur Barrage in 1932, the problem of excessive silting in canals off taking from right side had aroused. Model testing of Sukkur Barrage to resolve the issue was taken in pre-partition days, in Irrigation Research Institute Poona. As an outcome of this studies ten gates of Sukkur Barrage were closed and approach channel for right side canal was constructed with a submerged weir at starting point, to eliminate entry of silt in the affected canals i.e. Dadu, Rice and N.W Canal. Gates of Sukkur Barrage No.6 to 14 and Gate No.23 (Ten Nos.) are closed permanently, which is strategic and deliberate to maintain capacity of right side canals.

 *5797. MR. KHURRAM SHER ZAMAN: Will the Minister for Irrigation be pleased to state:-

(a)      Is it a fact that for last several years Sukkur Barrage is being operated without proper compliance with crucial de-silting procedures and standards;

(b)      If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH (Chief Minister), Minister for Irrigation:

De-silting of Right side pocket of Sukkur Barrage has been executed during closure starting from 5th January 2017 to 25th January 2017.

A comprehensive scheme for rehabilitation and modernization of Sukkur Barrage has been stream lined at a cost of Rs.16 Billion in assistance of the World Bank which entails river training works and clearance of river approach from silt which is in process of approval and shall be implemented subsequently.
