 *777. MS. SUMETA AFZAL SYED: Will the Minister for Education be pleased to state:-

          Salary package of “new teacher” and “experienced teacher” in the province?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

Ther is no any special salary package all the teachers are appointed according to National Pay Scale/Basic Pay Scale (BPS).

 *797. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that 524 illegal appointments and 348 illegal promotions were made in district Qamber;

(b)   If answer to (a) above is affirmative, the action taken by the government against officers involved in it?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

    (a)      As reported by Director School Education Larkana, 822 appointments have been made after observing codal formalities and through the District Recruitment Committee. However, the Finance Department has reported that 15 non-teaching staff have been appointed in excess and beyond the sanctioned strength as well as issuance of individual promotion orders of junior teachers by passing the senior teachers in back date in violation and in transgression of authority.

    (b)      Disciplinary proceedings have been initiated against Mr. Deedar Hussain Jalbani (BPS-19) former District Education Officer, Kambar Shahdadkot in term of Removal from Service (Special Powers) Sindh Ordinance, 2000. A show cause notice duly signed by the competent authority i.e. Chief Minister Sindh has been issued on 17-06-2013.

Furthermore, Director School Education Larkana has taken disciplinary action against delinquent officials by issuing show cause notices and stopped the salaries of such illegal promotees on SAP (R/3) system through District Accounts Officer, Kambar Shahdadkot.

 *882. MS. NAILA MUNIR: Will the Minister for Education be pleased to state:-

Amount of additional expenses under Sindh right of children to free and compulsory Education Bill, 2013?

 ANSWER

          The work plan and implementation strategy in this regard is being prepared.

 *1021. MS. HEER SOHO: Will the Minister for Education be pleased to state:-

Number of new schools opened or closed schools re-opened in the province by Sindh Education Foundation private sector during 01-07-2010 to 01-07-2013?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

Number of new schools opened or closed schools re-opened in the province by Sindh Education Foundation under “Promoting Private Schooling in Rural Sindh”.

PPSRS (Phase-III) schools 185 opened during 01.07.2010 to 01.07.2013.

*1181. HAJI SHAFI MUHAMMAD JAMOT: Will the Minister for Education be pleased to state:-

(a)   Date of start/completion of construction work of Government Degree College for Boys Ibrahim Hadiri Karachi alongwith the date from which admission will be started;

(b)   Is it a fact that the staff in above college have been appointed;

(c)    If answer to (b) above be affirmative, the details thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

    (a)      The scheme of Government Degree College for Boys Ibrahim Hyderi Karachi was approved in 1994-95.

The work of the college started in 2000-01 by XEN Division-III. The scheme has been revised two times i.e. in the year 2000-01 and 11th July, 2009. The college building was handed over to the department by the XEN in the year 2012, informally (without PC-IV). However, the PC-IV of the building has not been approved as yet.

Admission to class XI will be started in the month of August after announcement of the Matriculation results.

    (b)      The Finance Department has committed to provide SNE of the College from the financial year 2017-18.

 *1329. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that due to lack of interest of Education Department various important posts i.e. Executive Director (STEDA), Director Charter Inspection and Evaluation Committee Additional Secretary (Academic and Training) are lying vacant since long;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

    (a)      (i)    The post of Executive Director (STEDA) is presently held by Mr. Nazeer Hussain Jamali (BPS-20) Special Secretary Education on acting charge basis till a regular officer is posted.

(ii) Mr. Muhammad Mudasir Khan was posted as Director Character Inspection & Evaluation.

(iii)  Mr. Abdul Waheed (BPS-19) was posted as Additional Secretary (Academic & Training) by SGA&CD.

    (b)      All the posts have been filled.

 *1456. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-

(a)   Is it a fact that 20 thousand officers are being appointed to identify the closed schools in the province;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

The Reform Support Unit (RSU) Education & Literacy Department Government of Sindh has not hired any 20000 officers to identify the closed schools.

 *2202. MR. KHURRAM SHER ZAMAN: Will the Minister for Education be pleased to state:-

Number of employees working on contract basis in Education department?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

No employee working on contract basis except consultants under World Bank Technical Assistance Program.

 *2958. MR. SHIRAZ WAHEED: Will the Minister for Education be pleased to state:-

(a)   Number of computers provided to the Government Boys High School Chelhar Town of Taluka Chachro district Tharparkar;

(b)   Is it a fact that these computers are lying idle;

(c)    If answer to (b) above is affirmative, the details and the reasons thereof?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

There are 16 PCs of Computer (INBOX) company received for Computer Lab. No any Computer is lying vacant, Computer Lab is properly functioning for betterment and improvement the Computer knowledge for the students of class VI to X.

District-wise/grade-wise number of teachers appointed in the province during 2013-2014?

 ANSWER

District-wise/grade-wise number of teachers appointed as P.S.T, J.S.T & H.S.T in the province during 2013-14 through test conducted by thirds party i.e. NTS is 15574. This includes (H.S.T BPS-15=626, J.S.T BPS-14=5186 and P.S.T BPS-9=9762).

District-wise name of EDOs education with their scales working in the province along with required eligibility for it?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

The post of EDO (BPS-20) was abolished after the discontinuation of local Government System 2001, now these posts have been re-designated as District Education Officer (BPS-19) (Primary/Elementary, Secondary & Higher Secondary). Further the District Officer Education (BPS-19) are being posted on seniority cum fitness basis in the District. The names of District Officer Education is at Annexure, placed on the Table of the House.

 *4176. MS. NAHEED BEGUM: Will the Minister for Education be pleased to state:-

Is it fact that land of elementary college of Shikarpur has been encroached, if so, action taken in this regard by the department?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

There is no encroachment within the limits of Government Elementary College of Education (Men) Shikarpur under the Administrative Control of Bureau of Curriculum & Extension Wing Jamshoro.

However, the boundary wall of the college were totally collapsed due to flood during 2010 and 2011, hence college is without boundary wall.

 *4317.MR. MUHAMMAD RASHID KHILJI: Will the Minister for Education be pleased to state:-

Whether arrangements for the training of teachers are done by Government or by NGOs?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

It is submitted that Provincial Institute of Teacher Education PITE Sindh Nawabshah is sole responsible to run the teacher education programs in the province of Sindh. The Sindh School Education standards and Curriculum Act, 2014. Sindh Act No. IX of 2015 clearly assigns the mandate that the Provincial Institute of Teacher Education (PITE) shall be responsible for implementing pre-service teacher education and continuous professional development programs based on school education standards and curriculum for developing professionally competent teachers, teacher educators and head teachers. The PITE shall be responsible for academic supervision of teacher education programs, whereas all constituent teacher education institutes as well as PITE shall work under the administrative control of Education and Literacy Department.

 *4933. KHAWAJA IZHAR-UL-HASSAN: Will the Minister for Education be pleased to state:-

Whether the department has a system to monitor the number of students enrolled in private schools and madarsahs during 2012-2014?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

The Education & Literacy Department’s Sindh School Monitoring System (SSMS) executed and implemented by Director General Monitoring & Evaluation has no system or mandate to monitor the number of students enrolled in private schools and madarsahs during 2012-2014 or at any time.

 *4935. KHAWAJA IZHAR-UL-HASSAN: Will the Minister for Education be pleased to state:-

(a)      Whether the education department has any plan to build and commission 25 English medium schools in the province;

(b)      If the answer to the above is in affirmative, how much of the Rs.1.106 billion have been spent till 2014;

(c)      If the answer to (a) is in negative, how shall the education & literacy department utilize these funds?

 ANSWER

JAM MEHTAB HUSSAIN DAHAR, Minister for Education:

    (a)      Yes, Education Department has plan to build and commission 25 English medium Schools in the province.

    (b)      Rs.64.183 (M) only were released by Finance Department during financial year 2013-14 which were utilized.

    (c)      Not Applicable.
