*1635. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that the transporters increase fares by themselves after increase in oil prices causing disputes with public;
(b) If answer to (a) above is affirmative, the steps being taken by the department to control it?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) No, the transporters are charging fares on the basis of the fare set forth by the Department. However, if any transporter charges excess fare the Government takes action along with traffic and Sindh Police on the complaint accordingly.
(b) As replied above.
*1860. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that public transport running inter-cities suddenly increase fares on the occasion of festivals;
(b) If answer to (a) above is affirmative, the district-wise action taken against such transport companies?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) Yes, it is a fact that some transporters/operators charge excess fares during Eid holidays.
(b) On the directives of the present Government, the Transport and Mass Transit Department and Transport Authorities are very conscious and take strict action against the operators/owners of vehicles involved in charging excess fare from the passengers.
During the recent Eid celebrations, the Department had even cancelled the Eid holiday leave of all officers/officials of the Provincial Transport Authority, Sindh and District Regional Transport Authorities of the province and the offices were kept open to facilitate the general public and entertain any complaints regarding excess charges of the public transport fares.
Provincial Transport Authority, Sindh and all District Regional Transport Authorities of Sindh during checking of vehicles, total number of 1169 vehicles were found charging excess fare in the District/Divisions of Sindh province. The excess fare amounting to Rs.38,61,400/- were returned to the passengers at the spot and the vehicles were challaned through Traffic Police and heavy fine imposed on the operators/transporters who were involved in excess charging of fares.
*1861. MR. MUHAMMAD RASHUID KHILJI: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that public transport running on CNG are charging fares on diesel rate;
(b) If answer to (a) above is affirmative, the reasons thereof along with any action taken against them?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) No, the Government of Sindh, Transport Department vide notification dated.01.11.2012 has notified the fares of public service vehicles wherein also define the fares of CNG vehicles. If any transporter/operators were found the charging higher fares, strict action would be initiated against them.
(b) During course of checking by the transport authorities, if such transporters found charging excess fare, the vehicles are being challaned through Traffic Police and fines are being imposed accordingly.
*1969. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that a mega project for public transport is under consideration in Karachi and government is going to import 4000 CNG buses for the purpose;
(b) If answer to (a) above is affirmative, when the same are likely to run on the roads?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) The present Peoples Government has approved a scheme for operation of 500 diesel buses to be operated on various routes to connect Karachi with divisional Headquarter.
The provincial government has also initiated steps to revive the Karachi Circular Railway Mass Transportation Service at high travel demand corridors. Work on BRT Lines (Green, Abdul Sattar Edhi (former Orange) Red and Yellow lines) are under process. The Transport Master Plan of Karachi is the 1st ever Transport Plan among major cities of Pakistan.
(b) However, the scheme of 4000 CNG buses was a Federal Government scheme which has not been materialized due to shortage of CNG.
*1970. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that the government intends to shift illegal stops of vehicles going out of Karachi;
(b) If answer to (a) above is affirmative, the details thereof along with the time when the same will be implemented?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) In view of the traffic congestion due to its escalation, the Government intends to shift bus stops/stands situated within the city limits of Karachi and Hyderabad in first phase.
(b) The department through public notice published on 20-02-2017 in leading newspapers has invited “Expression of Interest” from the transport operators/owners for shifting of bus stands/stops out of city limits to be utilized as “D” class stand/terminal. On completion of requisite formalities, the same will be implemented soon.
*1998. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-
(a) Is it fact that the transport department intends/plans to bring 5000 A.C buses on roads in the province;
(b) If answer to (a) above is affirmative, the details thereof with time by when buses are likely to run;
(c) Whether it is fact that pledge buses would be allocated on district basis?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Yes, the department intends to bring buses on inter-intra city roads in phases.
*2182. MR. KHURRAM SHER ZAMAN: Will the Minister for Transport be pleased to state:-
Procedure/criteria of obtaining route permit of public transport operating/plying in Karachi?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
In pursuance of the free transport policy and for the convenience of general public, any owner/applicant can apply for grant of route permit on the classified routes under the provisions of Section 48 of the Motor Vehicle Ordinance, regarding application for stage carriage permits. Application shall contain the following particulars alongwith copies of CNIC, fitness certificate, insurance certificates with the application:-
· The name and address of the applicant;
· The registration number, (Engine and Chassis number) type, model and seating capacity of the vehicle in respect of which the application is made;
· The route or routes on which or the area within which it is intended to use the vehicle; and
· Such other matters as may be prescribed.
An application for a permit shall be accompanied by an affidavit of the applicant to the effect that he is the actual owner of the motor vehicle in respect of which the application is made.
The applicant shall also deposit the requisite Government fee in the bank. After completion of formalities permit shall be granted by the transport authorities.
*3151. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-
Requirement such as lightning, siren etc. to operate an ambulance on public roads, whether the driver is required to undergo any special training?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
According to sub-rule 9-A of Rule-151 of the Motor Vehicle Rules, 1969, all types of operational vehicles used for the following purposes shall be fitted on top of the front potion of the vehicle with revolving lights of the colour shown against each:
· Fire Brigade Vehicle Red
· Ambulance Cars Yellow
(of whatever description or name)
· Rescue Vehicle Green
(used for rescue purposes and for services like towing street and street light claiming).
· Pilot/Police vehicle Blue
According to sub-rule-3 of Rule-154 of the rules ibid allow the usage of sounds of ambulances or fire-fighting or salvage purposes, or on vehicle used by Police officers in the courts of their duties as approved by Government.
The driver of the above vehicles having valid driving license, experience, imparting training and refreshment courses to the drivers of commercial vehicles under Rule 8 and 9 (Refresher Courses) of the Motor Vehicle Rules, 1969.

Establishment of modern bus terminals at Karachi, Thatta, Badin and Miro Khan
Transport and Mass Transit department is establishing modern terminals at Karachi, Thatta, Badin and Miro Khan in the first phase. The construction of bus terminals at Thatta Road and Miro Khan is under process through Works & Services Department, Government of Sindh. the Revenue Department has allotted 100 acres land in Scheme-33 at Karachi for construction of terminal.
*3623. MS. HEER SOHO: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that study was conducted for betterment of Karachi Transport during 2010-11;
(b) If answer to (a) above is affirmative, how much the same was implemented?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) Yes, the Sindh Government is working on Transport Improvement Plan 2010-11. The Sindh Government has initiated working on BRT Edhi Line (Orange) which will be integrated with BRT Green Line that will facilitate upto 50000 passengers per day. The Government is also working on Yellow Line, Green Line (Bus Ops and ITS only), Blue Line and Red Line BRT corridors.

*4336. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Transport be pleased to state:-
(a) Whether any action has been taken against the use of substandard CNG cylinder in public transport;
(b) If answer to (a) above is affirmative, number of vehicles so far brought under custody by the department?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Yes. The department has notified CNG rules. About 400 transport vehicles have been brought under custody.
