*631. MS. HEER SOHO: Will the Minister for Zakat & Ushr be pleased to state:-

District-wise/year-wise fund allocated during 2008 to 2013 upto June under the head of Education to help poor people along with the fund actually utilized?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:

District-wise/year-wise details of Zakat funds allocated and utilized during 2008 to June 2013 under the head of Education, to help poor students, are at Annexure, placed on the Table of the House.

 *632. MS. HEER SOHO: Will the Minister for Zakat & Ushr be pleased to state:-

          Name/number of programs initiated during 2008 to 2013 upto June?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:

No new program was initiated during 2008 to June 2013. However the mode of disbursement of Guzara Allowance to the registered Mustehqeen-e-Zakat has been shifted from Local Zakat Committees to biometric identification system through NADRA in the year 2012-13.

Rs. 3000/- every six months would be paid to each mustahique of Guzara Allowance whose number comes to around 85000 in the province. The assistance has been increased by Sindh Zakat Council from the current financial year 2013-14 and Rs.6000/- every six months (@ Rs.1000/- per month) shall be paid to each mustahique through NADRA.

 *2505. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-

(a)   Is it a fact that amount of “Guzara Allowance” in the province is given to NADRA on commission;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:

In order to bring transparency and to ensure fool proof disbursement of Guzara allowance the services of NADRA were obtained. The NADRA agreed to provide services subject to payment of certain service charges on account of logistic and human support. According to the memorandum of understanding signed with NADRA by the Zakat council it was required to pay 3% of total disbursement amount to NADRA as services charges for:

i.             Screening of mustehqeen through NADRA’s data base.

ii.           Enrollment of mustehqeen for bio-metric disbursement.

iii.          Arrange/establish E-sahulat centers at taluka level for disbursement purpose.

iv.          Arrange bio-metric machines at E-sahulat centers for verification purposes.

However NADRA failed to open more centers. Therefore disbursement of Guzara allowance with NADRA has however, been discontinued by Sindh Zakat council with effect from 03-06-2014. A new memorandum of understanding (MOU) has been signed with Sindh bank on 11-12-2014. The disbursement of Guzara Allowance will be made through Sindh Bank’s ATM cards as it is not getting service charges. Sindh Bank has promised to provide all services including ATM cards for Guzara Allowance, free of charges.

 *3238. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-

(a)   Criteria adopted by the Government to distribute Zakat and Ushr among deserving poor people of Sindh?

(b)   Number of Zakat members committee?

ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:

    (a)      The following criteria is adopted by the Government to distribute Zakat among deserving poor people of Sindh.

i.      

Guzara Allowance

Rs.500 per month upto financial year 2012-13 paid in two installments @ Rs.3000 each through NADRA.

From financial year 2014-15 allowance has been increased to Rs.1000 per month through Sindh Bank ATM cards.

The beneficiaries of Guzara Allowance are identified by local zakat committee on the basis of istehqaq.

ii.    

Stipends to mustehiq students is paid on the basis of determination of istehqaq by local zakat committee concerned as per level of education given here

iii.   

Stipends to students of Deeni Madaris is related by DZ&UC concerned on the basis of istehqaq determined by local zakat committee concerned as per details given here.

iv.   

Health Care (provision of treatment to deserving patients out of Zakat fund). The poor patients are assisted through the hospitals concerned as per annual grants approved by the SZC in respect of these hospitals. The Zakat fund is utilized by HWCs as per laid down procedure and on the basis of istehqaq determined by local zakat committee concerned.

Indoor patients      Rs.5000/-

Outdoor patients    Rs.3000/-

v.     

Marriage assistance to unmarried women is granted by DZ&UC on the basis of istehqaq determined by local zakat committee concerned as per detail given here.

Rs.10,000/- upto financial year 2012-13, now it is increased to Rs.20,000/- per women.

vi.   

Provision of assistance to social welfare institutions / rehabilitation is approved by DZ&UC on the basis of istehqaq determined by local committee concerned.

  1. Rehabilitation:-

One time grant of Rs.5000/- for each mustahiq.

  1. Social Welfare:-

Rs.500 to Rs.700 per month per beneficiary.

    (b)      SINDH ZAKAT COUNCIL

The Sindh Zakat Council shall consist of

                (a)        A Chairman

                (b)        Five persons of whom three shall be Ulema to be nominated by Government.

                (c)        Two women, who shall not be less than 35 years of age to be nominated by Government.

                (d)        The Secretary, Finance Department.

                (e)        The Secretary, Local Government Department.

                 (f)        The Secretary, Health Department.

                (g)        The Secretary, Education Department.

                (h)        The Secretary, Social Welfare Department.

                 (i)        The Secretary, Zakat and Ushr Department and

                 (j)        The Chief Administrator, who shall also be the Secretary of Council.

 District Zakat & Ushr Committee

Sub-section (3)(a) (b) of Section-14 of Sindh Zakat & Ushr Act-2011 provides as under regarding constitution of District Zakat & Ushr Committee in the District.

“(3)     The District  Committee shall consist of

 (a)     A Chairman, who shall be non-official, the District Officer (revenue), District Officer (Health) and District Officer (Education) of the district and two women from within the district who shall not be less than 35 years of age and one non-official member from each taluka or sub-division in the district.

          Provided that where the number of Talukas in a district is less than five, the number of members other than the Chairman and the women members shall be raised to seven.

          Provided further that, in any district where there is a District Social Welfare Officer appointed by Government, the District Committee may co-opt him as a member of the Committee, ex-officio.

           (b)     The District Zakat Officer, who shall also be the Secretary of the Committee.

 Taluka Zakat & Ushr Committee/Town Zakat & Ushr Committee

The Taluka committee or Town committee shall consist of Deputy District Officer (Revenue), two women members who shall not be less than 35 years of age and six members to be elected, in the prescribed manner by the Chairmen of the local zakat committees of the Taluka or Town Committee from amongst themselves.

The member of the committee shall elect one of their members to be the Chairman of the committee.

 Local Zakat & Ushr Committee

The local zakat committee shall consist of nine members, of whom two shall be Muslim women who are not less than 35 years of age.

The members of local committee shall elect one of their members to be the Chairman of the local committee. 

*3239. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-

(a)   Facilities provided to poor and deserving people by the department in the province;

(b)   Total funds allocated in connection with Zakat & Ushr in the province of Sindh?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:

    (a)      Following facilities are provided to poor and deserving people by the department in the province.

i.     Guzara Allowance.

ii.   Stipend to students.

iii.  Stipend to students of Deeni Madaris.

iv.  Assistance to social welfare institutions.

v.    Assistance for rehabilitation.

vi.  Free treatment facilities.

vii. Marriage assistance to unmarried women.

    (b)      Funds allocated by Sindh Zakat Council in connection with Zakat during last three years are as under:-

i.     2013-14           Rs.1711.60 Million

ii.   2014-15           Rs.1892.00 Million

iii.  2015-16           Rs.2354.00 Million

Funds allocated by Federal Government during 2013-14 alongwith fund actually released, provide with details?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:

Rs.893.824 Million were allocated and released by the Federal Government during financial year 2013-14, as share of this province.
