Assistance out of Zakat fund amounting to Rs.44,190,442/- paid to 9655 disabled persons during 2008 to June 2013. District-wise details are as under:-

(a) Is it a fact that there is any marriage assistance program for poor girls;
(b) If answer to (a) above be in the affirmative, number of girls benefited the details thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:
Yes there is a program for provision of assistance out of Zakat fund for marriage of poor girls.
During financial year 2012-13 assistance out of Zakat fund amounting to Rs.19,230,000/- was provided to 1923 mustahique girls for their marriage at the rate of Rs.10,000/- per mustahique girl, District-wise details are as under:-

In current financial year the rate has been increased from Rs.1000 to Rs.20,000 for mustahique girl. Rs.30,000 (M) have been allocated out of which 1500 girls will be accommodated.
*630. MS. HEER SOHO: Will the Minister for Zakat & Ushr be pleased to state:-
District/year-wise number of young men benefited through Guzara allowance program during 2008 to 2013 upto June and to what extent?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:
Amount of Rs.53.079 million were paid to 11,201 mustehqeen-e-Zakat, young men as Guzara Allowance during 2008 to June 2013. District/year-wise details are placed at Annexure-I, placed on the Table of the House.
The eligibility criteria for Guzara Allowance is placed at Annexure-II, placed on the Table of the House.
The Guzara Allowance was paid @ Rs.500/- per month upto financial year 2012-13. From financial year 2013-14 amount has been increased to Rs.1000/- per month, payable in six monthly installments.
*903. MR. ABDUL HASEEB: Will the Minister for Zakat & Ushr be pleased to state:-
Amount paid from Zakat fund to the Government hospitals throughout Sindh during 2008 to 2012?

An amount of Rs.592.791/- Million paid from Zakat fund to the Government Hospitals throughout Sindh during 2008 to 2012 for free treatment of deserving patients. Year-wise details are as under:-

Amount of Zakat distributed in district Karachi during 2010-13 alongwith number of persons benefited as well as criteria followed for the same and per person amount given?

The details of Zakat distributed in Karachi during 2010-13 as reported by the Chairman district Zakat & Ushr Committee Karachi are at Annexure, placed on the Table of the House.
*2305. MR. KHURRAM SHER ZAMAN: Will the Minister for Zakat & Ushr be pleased to state:-
Number of members of a district Zakat Council along with tenure of chairman of district Committee as well as power limits of the same?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:
The total number of members of a district Zakat Committee are as under:-
1. Chairman district Zakat & Ushr Committee Chairman
2. District Officer (Revenue) Member
3. District Officer (Health) Member
4. District Officer (Education) Member
5. District Social Welfare Officer Member
6. District Zakat Officer Member/Secretary
7. Seven Male Members (Nominated)
8. Two Female Members (Nominated)
The tenure of Chiarman Zakat Committee is 3 years and he/she can be re-appointed for another terms of 3 years.
The details of relevant section of Sindh Zakat & Ushr Act 2011 are attached at Annexure-I, placed on the Table of the House.
The functions and powers of district Committee are attached at Annexure-II, placed on the Table of the House.
*2308. MR. KHURRAM SHER ZAMAN: Will the Minister for Zakat & Ushr be pleased to state:-
Name of Deeni Madaris in the province where Zakat distributed among deserving students during 2010-13 along with number of poor patients provided free treatment under health care in district Karachi during 2010-13?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:
Name of Deeni Madaris in the provision where Zakat distributed among deserving students during 2010-13 as reported by the Chairman/District Zakat Officers District Zakat & Ushr Committees concerned are at Annexure, placed on the Table of the House.
*2506. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-
(a) Is it a fact that “Guzara Allowance” has been renamed as “Benazir Support Card”;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:
Guzara Allowance was never re-named. However, the Benazir Muawnat Cards were issued to the Mustehqeen by NADRA as an identity for showing to the NADRA e-sahulat center followed by bio-metric identification process of the Mustahiq before getting installment of Guzara Allowance. The bio-metric identification of all enrolled Mustehqeen was being carried out in order to ensure actual recipient of Guzara Allowance as all base data of Mustehqeen was already verified and processed by NADRA through its well efficient database system.
This procedure was introduced under instructions of the Government in order to ensure transparent mode of Zakat system.
The Benazir Muawnat card was an identity symbol whereas the installment of Guzara Allowance was being paid after Mustahiq’s verification through biometric identification process.
*2507. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-
(a) Is it a fact that there are 7040 Local Zakat Committees exist in 23 districts of province;
(b) If answer to (a) above is affirmative, the functions of the same?

(a) It is fact there are 7040 local Zakat Committees functioning in 23 districts of the province. District-wise details of local Zakat Committees are as under:-

(b) As per sub-section (2) of Section-16 of Sindh Zakat & Ushr Act, 2011. The Local Zakat Committee shall subject to such guidelines as may be given by the Council and the District Committee:
(a) Determine Istehqaq separately for:-
(i) Subsistence allowance.
(ii) Rehabilitation, either directly or indirectly through deeni Madaris, educational, vocational and social welfare institutions.
(iii) Treatment through public hospitals, charitable institutions and other institutions providing health care and
(iv) Any other purpose as may be permitted by Shariah.
(b) Collect voluntarily Zakat, Ushr and Atiyat and deposit the money in the district Zakat fund.
(c) Prepare and maintain accounts of the Local Zakat Fund in such form and manner as may be prescribed and
(d) Tender to the District Committee advice on any matter connected with collection, disbursement and utilization of Zakat, Ushr and Atiyat.
*2508. MS. NUSRAT SEHER ABBASI: Will the Minister for Zakat & Ushr be pleased to state:-
(a) Is it a fact that amount of “Guzara Allowance” is not distributed by the local chairman in the province;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Zakat & Ushr:
Yes, distribution of Guzara allowance has now been decided to be carried out through Sindh Bank’s ATM card.
Since the introduction of Zakat system doubts were being cast over the transparent distribution of Zakat. Therefore, the present In the interest of poor mustehqeen and to ensure transparent distribution of Zakat decided to make the distribution of Zakat especially Guzara allowance fool-proof as the recipient of the allowance are mostly old-age, widows and disabled. Therefore to facilitate them the Guzara allowance has now been decided to be distributed through Sindh Bank’s ATM card.
With this change in the mode of disbursement the intermediary tier between Zakat assistance and mustehiq shall be eliminated.
