This Assembly resolves and recommends to the Government of Sindh to approach the Federal Government to initiate Model Projects of Solar Energy to avoid load-shedding in the Province.”.


Provincial Assembly of Sindh in its sitting held on Tuesday, the 31st January, 2017 has unanimously passed the following Resolution moved by Ms. Mahtab Akbar Shah Rashdi, MPA:-

 

This Assembly resolves that after the 18th amendment, it is felt that Province of Sindh has not been able to formulate the Policies on, Education for youth. It is therefore, urged that Government of Sindh’s concerned departments may formulate the policies and in this regard specific time frame may also be indicated i.e. within two months.”.

*4144. MS. RANA ANSAR: Will the Minister for Food be pleased to state:-

Procedure of wheat procurement as well as method of rate fixing and details thereof?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

Food Department, Government of Sindh, Operates the scheme of State Trading of Wheat and purchases Wheat from growers as per targets fixed by the Government on the announced/declared support price of wheat.

The Food Department plays key role to implement the State Trading Scheme of wheat.

                 i.        Every year before harvesting season starts, the Food Department fixed the Procurement targets according to the production of wheat in the respective districts of the province. For fixation of targets Summary is moved to Honourable Chief Minister, Sindh and after approval the targets are fixed in view the production of wheat crops on the basis of figures obtained from Agriculture Department.

               ii.        Once the target is decided/fixed, the Department declares the wheat procurement centers according to wheat growing assessment of the particular area. Last year, the Department declares 442 Wheat Procurement Centers.

                   iii.        Once the targets are fixed Food Department makes arrangement to ensure supply of bardana to the procurement centers according to the fixed targets.

                  iv.        After these arrangements, the growers are informed about starts of wheat procurement process through vide publicity. Generally, the harvesting starts from 3rd week of March every year and lasts upto 30th June.

                    v.        The growers are issued bardana on the basis of Revenue receipts (DHAL RECEIPTS) and copy of Form VII.

                  vi.        The growers bring their wheat bags at the declared wheat procurement center and the payment is made through nearest bank to them.

As regard fixation of support is concerned, the Federal Government in ECC fixed the Support Price prior to harvesting season. The Support Price for the ensuing Wheat crop for 2017 has been fixed at Rs.1300/40 Kg.

Quota of wheat allocated for district Thar during 2010-2013 along with quantity of same distributed?

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

          The District Thar is non-producing area of wheat.

The Government of Sindh through their own arrangements shifted wheat from various surplus districts to Thar to meet out the requirement of area.

In 2010 and 2013 following quantity of wheat distributed amongst the Thar people in various modes.

(a)      Is it a fact that department has sacked 8 officers from service on corruption charges in 2014;

(b)      If answer to (a) above is affirmative, the details thereof?

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

Only one officer Mr. Shoukat Ali Soomro, Additional District Food Controller (BS-16) of Karachi Food Region was “Compulsory Retired from Government Service” vide order dated 23.04.2014.

 *5746. MR. KHURRAM SHER ZAMAN: Will the Minister for Food be pleased to state:-

(a)      Is it a fact that there are ongoing humanitarian crisis in Thar;

(b)      If answer to (a) above is affirmative, steps taken by the department to ensure adequate supply of food to the people there?

 ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

(a)      The question pertains to Relief Department as they assess the situation at ground level being concerned Department through their field formations i.e. Commissioner Mirpurkhas Division as well as Deputy Commissioner Tharparkar.

(b)      As far as, the adequate supply of food is concerned the Food Department since deals only Wheat Procurement, disposal of wheat through flour mill and chakkies. The department only provides wheat to the District Administration through Relief Department, Government of Sindh. According to the requirement as worked out by the Relief Department, Government of Sindh. For sake of record it would not be out of place to point out that the Food Department has been supplying wheat for relief operation over the years. Following is a detail of wheat releases for relief operation:-
