*1777. MS. NUSRAT SEHER ABBASI: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that traders of birds/animals are not following the legal procedure to continue their business activities;
(b) If answer to (a) above is affirmative, the rules and regulation necessary to follow?
ANSWER
SYED MURAD ALI SHAH, (Chief Minister) Minister for Wildlife:
(a) No, it is not a fact that traders of birds/animals are not following the legal procedure to continue their business activities.
(b) The rules and regulation necessary to follow in this regard are:
a) To obtain a dealer license under section 13 of Sindh Wildlife Protection Ordinance, 1972, at Annexure-I, placed on the Table of the House.
b) If import or export is required than section 12 sub-section (1) and (2) of Sindh Wildlife Department Ordinance, 1972, at Annexure-II, placed on the Table of the House.
Moreover, import and export for CITES listed Animals CITES Permit/NOC from CITES Management Authority of Pakistan, Ministry of Climate Change Division, Government of Pakistan, Islamabad being a mandatory requirement.
However, Twenty Seven (27) dealer licenses have been issued by Sindh Wildlife Department.
*2962. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Wildlife be pleased to state:-
Which kind of animals are found there in Sindh out of which animals belonging to rare pedigree?
ANSWER
SYED MURAD ALI SHAH, (Chief Minister) Minister for Wildlife:
Sindh province is very rich in wild animals specifically, Blind Dophin, Hog Deer, Sindh Ibex, Wild Goat, Chinkara, Crocodile, Pythons, all of the major Lizard and Reptile species, besides Blue Bull, Wild Ass including major predators Hyena and Vultures and lot of winter visitors.
Moreover, it is to state the Sindh Wildlife Department does not deal with Pedigree animals like Horses, Dogs and Cats.
*3126. MR. KAMRAN AKHTAR: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that Pak Arab Refinery Company is laying white old pipe line which passed through core area of KNP;
(b) Is it a fact that an agreement was made between Wildlife and PARCO in this regard;
(c) If answer to (b) above is in affirmative, grounds of the agreement along with number of vehicles donated by PARCO to SWD;
(d) Amount of funds in various categories provided by the PARCO for Wildlife of KNP?
ANSWER
SYED MURAD ALI SHAH, (Chief Minister) Minister for Wildlife:
(a) Yes.
(b) Yes.
(c) The agreement was signed on the condition that PARCO will engage restrictive construction methods without blasting and under proper monitoring by Sindh Wildlife Department staff and that PARCO will contribute towards the conservation and preservation of wildlife and the environment. PARCO donated 04 vehicles to Sindh Wildlife Department.
(d) PARCO has provided financial assistance of 30.00 million. 20.00 million for Sindh Wildlife Department and 10.00 million for Sindh Environmental Protection Agency.
*3212. MS. NAHEED BEGUM: Will the Minister for Wildlife be pleased to state:-
Steps taken by the department to stop smuggling of rare birds abroad during last five years along with number of animals of rare pedigree saved to smuggle?
ANSWER
SYED MURAD ALI SHAH, (Chief Minister) Minister for Wildlife:
The Sindh Wildlife Department is always vigilant and prompt in terms of protection of Wildlife in Sindh Province, however due to resource constraints Sindh Wildlife Department does not have any facility of Counters/Offices at Quaid-e-Azam International Airport, as well as other Airports of Sindh. However other agencies like wise, Customs, ASF, FIA, etc are deputed inside Quaid-e-Azam International Airport Karachi, however when-ever attempt for smuggling of rare birds takes place. The above agencies after apprehending these smuggling cases, accordingly same cases are handed over to the Sindh Wildlife Department for further investigation and lawful action.
*4211. MS. SUMETA AFZAL SYED: Will the Minister for Wildlife be pleased to state:-
(a) Is it a fact that there is a decline in Grizzly and Brown Bears;
(b) If answer to (a) above is affirmative, the reasons thereof along with the areas where these bears are found?
ANSWER
SYED MURAD ALI SHAH, (Chief Minister) Minister for Wildlife:
Grizzly and Brown Bears are not found in Sindh.
Black Bear are mostly found above the altitude of 8000 feet from sea level i.e. Kashmir and KPK. Whereas, Brown Bears found above 8000 feet upto 16000 feet from sea level i.e. Kashmir, KPK and Gilgit-Baltistan.
