“This Assembly resolves that Provincial Government take steps to launch awareness campaign regarding registration of women in the forthcoming census.”.


Provincial Assembly of Sindh in its sitting held on Tuesday, the 24th January, 2017 has unanimously passed the following Resolution moved by Mr. Kamran Akhtar, MPA:-

 

“This Assembly resolves and recommends to the Government of Sindh to approach Federal Government to take special measures to control illegal manufacturing in KPK, sale/purchase/ smuggling of weapon in the Country, which deteriorate the Law and Order situation in the Country.”.


Provincial Assembly of Sindh in its sitting held on Tuesday, the 24th January, 2017 has unanimously passed the following Resolution moved by Mr. Muhammad Moin Aamir Pirzada, MPA:-

 

This House resolves that the Sindh Government issue orders for immediate installation of fare meters in Rickshaws and Taxis in the Province.”.

 *1005. MS. HEER SOHO: Will the Minister for Transport be pleased to state:-

Number of CNG buses at present in the province along with the number of public and private from the same?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

As per record of the Transport Authorities, in the province, no permission to any transporter has been granted to install CNG in buses. However, number of vehicles have been converted from diesel to CNG.

The Transport & Mass Transit Department has recently made an amendment in the provisions of Rule-199 of the Motor Vehicle Rules, 1969 to ensure safety of passengers on board to CNG fitted Vehicles and strict regulation. The Traffic Police & other enforcement agencies are taking action against such violators and removing illegally installed CNG cylinders / kits. Copy of the amended notification is at Annexure, placed on the Table of the House.

 *1006. MS. HEER SOHO: Will the Minister for Transport be pleased to state:-

Number of buses of private sector operating on the route of Karachi to Sukkur via Hyderabad along with the name of company?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

          Total 189 Buses and 528 Vans are operating on route Karachi to Sukkur via Hyderabad.

All the above vehicles are registered in the name of owner / individuals except 10 vehicles are registered in the name of M/s Daewoo Pakistan Express (Private) Limited.

 *1643. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that there is any plan of Sindh Government to restart the CNG buses in the province;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

At this stage no any scheme is under consideration of the Government. However the buses will be operated under PPP mode.

 

*1859. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Transport be pleased to state:-

Mechanism to check fitness of vehicles fall under purview of Inter City Transport and number of vehicles which could not meet the standard of fitness declared “unfit” and banned, district-wise details thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

It is a fact that after taken over the control of the Motor Vehicle Inspection Wing in 2014, the existing examination system is in Performa checking of vehicles.  Therefore, the Government of Sindh outsourcing the working of Fitness System which is under process and after finalization, the private operator will establish modern examination centre in all districts of the province.

 *1999. MR. KHAIRUNNISA MUGHAL: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that the vehicles are being checked according to international standards of NEQS for the environmental protections alongwith NEQS standard has been introduced in the province during 2012-2013;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

After 18th amendment, this subject has been devolved and Government of Sindh has also developed and outsourcing of Motor Vehicle Inspection Wing which is under process.

 *2272. MR. NAND KUMAR GOKLANI: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that non-useable buses from small provinces and rural areas are being used in Karachi after repair/colouring;

   (b)   If answer to (a) above is affirmative, the action taken by the department in this regard?

ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

It is incorrect to suggest that non-useable buses are being used. However, the Provincial Government has initiated Work on BRT Lines (Yellow, Red Orange and Green lines) which is under process. The Transport Master Plan of Karachi is the 1st ever Transport Plan of Major cities of Pakistan. The Government has also allocated funds for implementation of Yellow, Red, Green & Orange BRT Lines. Work on Blue BRT Line is also under process. The detail is at Annexure, placed on the Table of the House.

 *2908. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that any scheme to start shuttle service in Karachi is under consideration of the government;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

No any scheme is under consideration.

 *3285. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that installation of meters in rickshaws and taxis has been started in Karachi;

(b)   If answer to (a) above is affirmative, the details thereof along with number of rickshaws and taxis installed meters in?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

Yes, about 8000 meters have been installed in rickshaws and taxis

 *3411. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-

Transport facilities provided to general public on roads by the department during 2008 to 2013 along with areas where the same is operating?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

During the year 2008 to 2013, 75 green buses were operating from Gulshan-e-Hadeed and Surjani Town.

 *3877. MS. NUSRAT SEHER ABBASI: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that due to truck stands in Hyderabad masses are facing great difficulties of traffic jam, in night there is long line of trucks and cargo material placed outside on road causing road blockage and traffic jams;

(b)   If answer to (a) above is affirmative, steps taken by the government in this regard?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

The district management has imposed ban on entry of trucks in the city limit during peak hours. However, the Government is planning to construct trucking terminals at Divisional Headquarters outside the cities.

 *4128. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-

Number of general bus stands exist in district Hyderabad and since when they are working along with procedure of working?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

One Badin Bus Stand is existing in District Hyderabad.

 *4130. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that due to heavy traffic in cities there is often problem of traffic jam;

(b)   If answer to (a) above is affirmative, steps taken to control it or fixing time for crossing of heavy traffic?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

The district management has imposed ban on entry of trucks in the city from 7:00 a.m. to 11:00 p.m. However, the Government is planning to construct trucking terminals at Divisional Headquarters outside the cities.

 *4182. MS. NAHEED BEGUM: Will the Minister for Transport be pleased to state:-

Number of Chingchi rickshaws in Sindh, department have any information in this regard and number of Chingchi rickshaws running on the roads of Sindh during last 4 years, whether above said rickshaws are registered or not?

          ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

It is a fact that number of Qingqi (Chingchi) Motorcycle Rickshaws were operating in Sindh Province without registration, route permit and fitness certificates illegally. Hence, no accurate figures with any department.

The Honourable High Court of Sindh in its kind judgment dated: 5.8.2015 had ordered to ensure that immediate legal action shall be taken against such illegal Qingqi Motorcycle Rickshaws which are plying on public roads and highways of Karachi and other big cities of province of Sindh, without any route permit, fitness certificate and registration, In compliance of the orders, strict action taken against Qingqi Motorcycle Rickshaws and same were stopped forthwith.

 *4334. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Transport be pleased to state:-

          Whether the transport service is going to be started again like SRTC in the province?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

No. However, the buses will be operated under PPP mode.

 *4335. MR. MUHAMMAD RASHID KHILJI: Will the Minister for Transport be pleased to state:-

(a)   Is it a fact that some dues of SRTC employees are still remaining who were terminated under an agreement;

(b)   If answer to (a) above is affirmative, the details thereof?

 ANSWER

SYED NASIR HUSSAIN SHAH, Minister for Transport:

No. Full and Final settlement have been made through an undertaking given by the employees.
