*2481. MS. NAILA MUNIR: Will the Minister for Works & Services be pleased to state:-
Number of Government buildings damaged due to different reasons during 2012 to 2013?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
No Government building was damaged due to different reasons during 2012 to 2013.
*3163. MR. KAMRAN AKHTAR: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that work has been started on the Hyderabad-Mirpurkhas dual carriage way project;
(b) If answer to (a) above is in affirmative, the salient features of the scheme including its cost and financial pay back?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
(a) Yes, the dualization of main carriageway has been substantially completed on 31-08-2012. The road has been opened for traffic since 01-09-2012.
(b) Salient Features
(a) Length 60 KMs
(b) Dualization Existing 2 lane to 4 lane
(c) Total Cost Rs. 6.051 Billion
(d) Construction Period 24 months
(e) Concession Agreement 30 years
(f) Operation and Maintenance By the developers
during concession period
(g) Project & O&M Cost Shall be recovered from toll tax
(c) Recovery Period 30 years from Toll Collection
(a) Payment to Commercial Bank 10 years after deduction of O&M Cost.
(b) Payment to Sindh Government upto 5 years (66% Sindh Government & 33% Developer) after deduction of O&M Cost.
(c) After the 15 years completion of above loan recovery returns to the Developers after deduction of O&M Cost.
*3348. MS. KHAIRUNNISA MUGHAL: Will the Minister for Works & Services be pleased to state:-
(a) Whether government has any plan to construct road from Mirpurkhas to Umerkot, Mithi and Nawabshah like Hyderabad to Mirpurkhas roads;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
(a) There is no such plan of Government to construct road from Mirpurkhas to Umerkot, Mithi and Nawabshah as like Hyderabad to Mirpurkhas road due to the reasons that the proposed alignment does not match the technical and socio-economic parameters.
(b) Nil.
*3464. MS. HEER SOHO: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that the due to unreleased funds by the Federation for the last five years schemes of roads and bridges are delaying from the last four years;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
(a) Yes.
There are two Nos. federally funded schemes approved by Government for the last five years in district Badin.
a) Construction of road from Pangrio Sugar Mill to Kabeer Rind to Tando Bago Road (mile 0/0-10/0 = 16.10 Kms)
Work in progress but funds not released since last two years. Against total cost of Rs. 101.665 Million only Rs. 30.00 Million released by Federal Government and utilized.
b) Construction of road from Raj Wah Regulator to Morr Shakh to village Mian Usman and connect Machhi Mori and Kak Sector (mile 0/0-12/4 = 20.00 Kms)
The scheme is missing / closed from PSDP Book since last two years. Funds have been demanded but not released. Against total cost of Rs. 121.078 Million only Rs. 34.00 Million released by Federal Government and utilized.
(b) Funds have not been released since last two years by Federal Government despite of request made by the Sindh Government.
*3466. MS. HEER SOHO: Will the Minister for Works & Services be pleased to state:-
Number of schemes as are in progress in the province with Federal funding alongwith number of schemes completed, ongoing and closed?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
There are two Nos. federally funded scheme approved by Government for the last five years in district Badin.

(a) Is it fact that official standard of asphalt roads in the province does not meet any international standard;
(b) If answer to (a) above is affirmative, the reasons thereof?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
(a) No.
The methodologies for pavement designs in use are generally or two types.
a) Low volume of traffic
For low volume of traffic, the department uses Road Note-29 & 31, which is British International Standard.
b) High volume of traffic
For high volume of traffic, International Standard AASHTO pavement design guidelines 2004 are in use.
(b) Nil
*3804. MS. NUSRAT SEHER ABBASI: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that officers from other departments are working in the department on deputation resulting officers of department are waiting for posting;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
No officer of other department is working on deputation basis in the Works & Services Department.
*4851. MR. MUHAMMAD DILAWAR QURESHI: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that Hyderabad to Mirpurkhas road has been constructed under Public-Private partnership;
(b) If answer to (a) above is affirmative, name of company with whom the agreement was made alongwith its terms and conditions?
ANSWER
MR. IMDAD ALI PITAFI, Minister for Works & Services:
(a) Yes.
Hyderabad-Mirpurkhas road was dualized under Public-Private Partnership mode.
(b) The Concession Agreement was signed with Deokjae Connecting Roads Pvt. Ltd.
Terms & Conditions
The Concessioner will construct, operate and maintain the road for 32 years with effect from 11-11-2009.
