 130.   Will the Minister for Irrigation be pleased to state:-

(a)   The people of UC Shah Sikandarabad, UC Chotyaryon, Deh Akar Wari, Deh Awadh, UC Khadwori are facing problems due to water salinity;

(b)   Reasons for not installing the tubewell in above said area on Chotyrion Reservoir?

 *558. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that district administration of Mirpurkhas, Sanghar, Umerkot and Tharparkar has taken steps to face the expected rains;

(b)   If answer to (a) above be in the affirmative, the details thereof?

 ANSWER

SYED MURAD ALI SHAH, (Chief Minister) Minister for Irrigation:

(a)   Yes.

(b)   Following measures were taken in jurisdiction of Mirpurkhas, Sanghar, Umerkot and Tharparkar of SIDA.

1.   Project Director LBOD Hyderabad

The restoration/rehabilitation work of LBOD network including activation of old Dhoras and natural water ways were carried out. Machinery & Manpower were engaged to cater any un-toward situation in expected rains during monsoon 2013 as well as landhies.

2.  Nara Canal Area Water Board

All precautionary measure were taken to combat the upcoming flood. Day & night patrolling was carried out, Landhies were constructed at main points. All emergency material was available at Sub-Divisional headquarter.

 *590. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that the people are protesting against shortage of water throughout Sindh and the proper share of water has not been given to tail area growers;

(b)   If answer to (a) above be in the affirmative, the steps taken by the government to give proper share of water to growers/farmers?

ANSWER

Some hard flow channels are not getting the sanction supplies for which the people are protesting for shortage of water particularly in tail areas.

Moreover the strong efforts have been taken in light of direction from the Government of Sindh. Now the tail channel functioning satisfactory and the grievances of the Khatedars has been redressed.

 *809. MS. NUSRAT SEHER ABBASI: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that there are 30 fresh water and 345 salty water tube-wells in Khairpur division but only 120 tube-wells are working;

(b)   If answer to (a) above is affirmative, the steps taken by the government in this regard?

 ANSWER

SYED MURAD ALI SHAH, (Chief Minister) Minister for Irrigation:

(a)      The fact is that there are 275 fresh water and 370 salty water tubewells in District Khairpur out of which 380 tubewells are in working condition.

(b)      Following steps have been taken by the Irrigation department

·         Rehabilitation 99 Nos. Tubewells closed under transformer defect/11-KVA line under Revamping Program.

·         Rebored 40 Nos. Tubewells closed in bore failure in under Revamping Program.

·         Scheme for restoration of 200 Nos. existing Tubewells closed in major faults and reboring of 50 Nos. bore failure Tubewells have been included in Annual Development Program (ADP No.691) 2013-14. PC-I is under process in P&D Department, Government of Sindh Karachi, expected to be cleared / approved shortly.

·         Scheme for Reboring / Reinstallation and major repair of 15 Nos. fresh water Tubewells of 3 cusecs has been included in Annual Development Program (ADP No.700) 2013-14. PC-I is under process in P&D Department, Government of Sindh, Karachi, expected to be cleared / approved shortly.

 *873. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that an agreement has been made to increase the discharge capacity of Sukkur barrage upto 16 lac cusecs;

(b)   If answer to (a) above is affirmative, the details thereof including the estimated cost of the same?

 ANSWER

A feasibility report is under preparation for enhancing capacity of Sukkur Barrage to 1.5 million cusecs. The proposed project cost will be ascertained in the feasibility report.

 *879. DR. MUHAMMAD RAFIQUE BANBHAN: Will the Minister for Irrigation be pleased to state:-

Number of acres of cultivated/uncultivated land at present in Faiz Ganj Wah, Ali Nawaz Wah, Pandhro Wah and Veho Wah due to shortage of irrigation water in summer season in tail for 2013 taluka Faiz Ganj district Khairpur along with the measures taken by the department and any policy of government to give any relief to Harries and Abadgars?

       It is submitted that there were problems of shortage of Irrigation water in Taluka Faiz Ganj district Khairpur. The Government has approved ADP schemes on large scale for rehabilitation / revamping of Ali Nawaz Wah Pandhro Wah in the year 2013-14 schemes are running in full swing. After execution of schemes the problem of tail Khatedars will be solved and all Khatedars will get their due share of water as per design intensity.

 *1038. MS. HEER SOHO: Will the Minister for Irrigation be pleased to state:-

Number of dams at present being constructed in the province along with the physical position of the same?

 ANSWER

The Small Dams Organization Sindh Irrigation Department has completed 36 No. small storage/recharge dams under PSDP/ADP and 04 No. dams are in progress under ADP, simultaneously the work on 14 No. Recharge Dams is in progress under Federally funded PSDP.

 *1405. MS. NAHEED BEGUM: Will the Minister for Irrigation be pleased to state:-

Location-wise number and names of dams exist in Sindh, whether the said dams are being used for irrigation or power is also being generated there?

 ANSWER

The Small Dams Organization Sindh has completed 37 Nos. Small Storage/Recharge dams in Nagarparkar and Kohistan Region of Sindh province (Annexure-I, placed on the Table of the House).

The work on 18 Nos. Recharge dams is also in progress (Annexure-II placed on the Table of the House).

No dams for power generation has been constructed by Small Dams Organization Sindh Hyderabad however, these dams/weirs are constructed to recharge the aquifer and storage of water for drinking and domestic purpose as well as agriculture on small scale.

 *1672. MS. RANA ANSAR: Will the Minister for Irrigation be pleased to state:-

(a)   Is it a fact that RBOD-II which had to complete in 2006 is still incomplete;

(b)   If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

SYED MURAD ALI SHAH, (Chief Minister) Minister for Irrigation:

(a)      Original date of completion of RBOD-II project was July-2005. Later on in 2005 scope of work was changed and section of the drain was widened from 2271 cusecs to 3525 cusecs and PC-I was revised from Rs.14,000 millions to Rs.29,217 millions and date of completion of the project was also revised and is expected to be completed in June-2015 subject to availability of funds as per allocation from PSDP.

(b)      Affirmative and reasons for delay of the project are as under:-

·         Change in scope of work as mentioned above i.e. to increase the capacity of drain

·         Short releases of funds with respect to PSDP allocation and phasing of funds as given in approved revised PC-I

·         Natural calamities e.g. Flood 2010 and abnormal rains which damaged the existing infrastructures.

 *1741. ENGR. SABIR HUSSAIN KAIMKHANI: Will the Minister for Irrigation be pleased to state:-

Land being irrigated through canals released from Guddo Barrage as well as area of land as was in planning to be irrigated at the time of construction of Guddo Barrage?

Beghari Sindh Feeder off-takes from upstream right side of Gudu Barrage with design capacity of 14776 cusecs irrigates 919134 acres of Cultural Commanded Area(C.C.A) of district Kashmore, Jacobabad, Shikarpur and Sukkur since the construction of Gudu Barrage.

Desert pat feeder off-takes from upstream right side of Guddu Barrage with design capacity of 132575 cusecs irrigates 389888 acres of Cultural Command Area(C.C.A) of district Kashmore at Kandhkot and Jacobabad since the construction of Gudu Barrage.

Ghotki feeder off-takes from left side of Guddu barrage has design capacity of 8490 cusecs and irrigates 980000 acres of cultural command area of Ghotki district.

The land has been under Irrigation since commissioning of the Barrage.

Regarding the advertisements, although pertains to work carried out by Irrigation department, only the status of major schemes has been forwarded to controlling department i.e. Planning & Development Department and Information Department as a regular feature. The information department is responsible for propagating the Government of Sindh achievement in media to apprise the general public.
