(a)   Is it a fact that in violation of rules evening classes have been started in Shaheed Benazir Bhutto Medical University and Chanka Medical College, Larkana;

(b)   If answer to (a) above is affirmative, the reasons thereof?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

(a)      Yes it is a fact.

The evening classes were started by the University at its own level without seeking No Objection Certificate from Health Department. the department took serious notice and in pursuance of Pakistan Medical & Dental Council correspondence, directed the Vice Chancellor, Shaheed Mohtarma Benazir Bhutto Medical Unicersity, Larkana to stop the vening classes at once.

In compliance to above instructions the evening shift classed of M.B.B.S at Chandka Medical College / Shaheed Mohtarma Benazir Bhutto Medical University, Larkana have been stopped with effect from 26.07.2013.

(a)      Is it a fact that irregularities of crores repees in contract to purchase medicines of Hepatitis “C” have been appeared and 18 lac 77 thousand Interferon-7 injections are being purchased in Rs.155 per injection instead of Rs.90 from different companies;

(b)      If answer to (a) above is affirmative, the reasons thereof?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

(a)      It is not a fact. It is clarified as under:-

The medicine namely “Interferon” 3 MIU is available in 02 forms, one liquid other lypholized (Powder).

The cost of liquid Intrferon is Rs.90/- whereas lypholized form cost is Rs.155/- per vial.

The liquid form requires to be kept between 2 to 8 degree centigrade otherwise it loses its efficacy hence its purchase was not recommended by the technical / purchase committee owing to apprehension of electricity failure / load sheding during hot weather.

Therefore, on the recommendation of technical / purchase committee the lypholized Interferon was purchased at cost of Rs.155/- per vial with Capsule Ribavarin 400 mcg on lowest quoted rate given by M/s. Global Pharma.

(b)      Not applicable.

The department is putting utmost efforts through government and project policies alongwith multi sectoral approach combine to achieve the HIV / AIDS control programs objectives since its inception.

The main focus was on:

·         Targeted interventions with most at risk population

·         Behavioral change communication.

·         Management of HIV/AIDS/STIs

·         Prevention of parent to Child Transmission (PPTCT)

·         Screening of HIV/AIDS carried among Jails Inmates.

Way Forward:

PC-1 for the FY 2016-19 developed at the cost of Rs.1,466.517(million) overall aiming at scope of HIV Care services to be provided through STIs and Surveillance centers at district and Tertiary care hospitals level by:

·         Developing Family Health Awareness Centers at BHU, RHC and THQ level

·         29 district level Family Health Centers

·         11 tertiary hospital level care family health centers

The overall target of the HIV/AIDS Control Program is to empower the people living with HIV/AIDS through the above said services and to increase the coverage of high risk groups upto 80%.

          No any person died in the province due to bird flu during 01.03.2010 to 28.02.2011

          The Government has taken following preventive measures:

·                     Health, education to masses through seminars, awareness, sessions, print and electronic media etc.

·                     Allocation of isolation beds in the hospitals.

·                     Availability of all essential medicines.

·                     Vaccination of vulnerable groups.

·                     Prompt reporting and coordination with line departments.

Amount earmarked for vaccination of Hepatits during 2011-2013 including the names of Government Hospitals to whom the same was paid?

 It is to state that Hepatitis B Vaccines are purchased by the Hepatitis Prevention & Control Program in bulk from the allocated budget/amount and supplied as per requirement/work load to the sentinel sites (treatment and vaccination centers) established at 61 health facilities. The same vaccines are also provided to the 17 screening and vaccination centers across the province.

(c)      List of 17 health facilities where screening and vaccination facilities are available is attached at Annexure, placed on the Table of the House.

 *4255.MS. HEER SOHO: Will the Minister for Health be pleased to state:-

(a)      Is it a fact that RHCs/BHUs intend to provide partnership to private sector;

(b)      If answer to (a) above is affirmative, the details thereof?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

(a)      Yes. Only RHCs have been given under Public-Private Partnership Act, 2010 through a performance based agreement.

(b)      Under the Sindh Public Private Partnership Act, 2010, Rural Health Centers (RHCs) of Larkana Division are being handed over to Integrated Health Services (IHS). HIS is a non-profit organization that has demonstrated quality service delivery in Sindh previously. The Agreement is based on delivery of quality services and specific Key Progress Indicators. Budget shall also be provided by Government of Sindh Health Department.

(a)      Is it a fact that condition of child patients were serious due to shortage of medicines in Thar in 2014;

(b)      If answer to (a) above is affirmative, number of patients admitted in hospitals during 01-02-2014 to 25-03-2014?

          No, it is not a fact.

No any child patient’s condition was serious or reported dead due to shortage of medicine in Thar in 2014.
