Amount of route permit fees fixed by the government alongwith the number of routes at present in the province where vehicles are plying?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
The Government of Sindh, Labour & Transport Department vide Notification NO.(T-I)12-13/99/2000 notified fees of all public service vehicles. A copy of the notification is at Annexure, placed on the Table of the House.

Whether number of route permits is increasing, location-wise number of new route permits issued during 2008 to 2013?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
Yes, the number of route permits are increasing.
The Provincial Transport Authority, Sindh and District Regional Transport Authorities have issued a total number 1,52,845 route permits to various categories of vehicles during 2008-2013 (Location wise list attached at Annexure, placed on the Table of the House).
*271. MS. HEER SOHO: Will the Minister for Transport be pleased to state:-
Amount collected under the head of route permit fees during 2008-13 up to June?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
The Provincial Transport Authority, Sindh and District Regional Transport Authorities have recovered an amount of Rs.216326310/- (in shape of route permit stamps) on account of issuance and renewal of route permits from the permit holders during 2008-2013.
*983. MR. MUHAMMAD SALEEM RAJPUT: Will the Minister for Transport be pleased to state:-
(a) Area of land belonging to SRTC existing in Sukkur city;
(b) Is it a fact that the same has been allotted to any department;
(c) If answer to (b) above is affirmative, the details thereof including the reasons of closure of SRTC?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
a) An area of 4.05 acre out of survey No.255 Opp. Govt. Degree college, Shikarpur Road Sukkur and another area of 2.10 acre out of Survey No.D-1596, Sukha Talab, Shikarpur Road, Sukkur, were under the ownership of (Defunct) SRTC. After closure of SRTC, the property is under the custody of Transport Department.
b) No. This land has not been allotted to any department.
c) In consonance with privatization policy of the World Ban, Govt. of Sindh decided to Close KTC /SRTC operation 1994-95.
Negotiation of Govt. committee with SRTC employees held on Nov/Dev/1999.
Signed agreement to close SRTC operation on 6th Dec. 1999 and service of all SRTCs employees dispensed under Golden hand shake scheme.
*1637. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-
Whether any special plan has been prepared for CNG rickshaws running on the roads of Karachi or illegally converted them into public transport?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
The Transport & Mass Transit department has requested the Home Department to impose ban under Section 144 Cr. P. C on illegal movement of bodies / rickshaws of 6, 9 - 12 seater from Punjab into Sindh, but the Home Department has regretted the request. This Department has again approached the Home Department for re-consideration of the earlier request of the department.
The Transport Authorities have accorded permission for 4+1 seater Rickshaws to be operated on link roads. The action is under process.
*1647. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that it has been seen that three to four cylinders are also installed in a vehicle;
(b) If answer to (a) above is affirmative, the reasons thereof along with the number of CNG cylinders officially allowed to install in a vehicle?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) Under the provisions of Rule only two CNG cylinders can be installed in a vehicle / vans. However, some transporters have installed three or four cylinders which is illegal act and action against violators is responsibility of Traffic Police. The Transport & Mass Transit Department is also taking efforts for imposing ban on use of CNG as fuel in public service vehicles to save the lives of passengers.
(b) As replied above. Legally two (gas CNG) cylinders are allowed in public service vehicles. However, large size buses can install 4 cylinders.
*1651. MS. RANA ANSAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that due to weekly closure of CNG stations in the province transport remain very short resulting the people belonging to poor and middle class facing difficulties;
(b) If answer to (a) above is affirmative, any plan prepared by the department to solve it?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) Yes, it is a fact that due to closure of CNG stations, the people belonging to poor middle class face difficulties due to shortage of vehicles on the roads. The Federal Government subject.
(b) The present Peoples Government has approved a scheme for operation of 500 Diesel buses to be operated on various routes to connect Karachi with divisional Headquarters. Scheme is under process.
The Provincial Government has also initiated steps to revitalize the Karachi Circular Railway Mass Transportation Service with the cooperation of Federal Government at high travel demand corridors. Work on Bus Rapid Transit (BRT) Yellow, Red and Orange Line is under process. The Government has also allocated funds for implementation of (BRT) Lines. While Red Line is being processed under ADP Scheme.
The Transport & Mass Transit Department, Govt. of Sindh has also reduced the Public Transport fare in line with reduction of rates of diesel and petrol.
*2909. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that a program / scheme was made for the betterment of transport system in Karachi during June 2009-10;
(b) If answer to (a) above is affirmative, the details thereof?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
The Department proposed / made various schemes for the betterment of transport system in Karachi during 2009 – 10, specially the Karachi Circular Railway to provide public transport facilities to about 700,000 commuters daily. The work on five BRT Lines (Yellow, Green, Orange, Blue and Red) is under implementation process in line with the Transport Master Plan of Karachi which is the 1st ever Transport Plan of Major cities of Pakistan. The Government of Pakistan is providing funds for implementation of BRT Green Lines. Government of Sindh allocated funds of BRT Orange Line. BRT Yellow Line is under implementation in PPP mode of financing. Government of Sindh is also ADB funding for BRT Red Line. The Blue Line BRT is being developed by a Private developer (Bahria Town). For smooth administration and monitoring of above projects, Government has established Sindh Mass Transit Authority.
*2910. MR. KAMRAN AKHTAR: Will the Minister for Transport be pleased to state:-
(a) Is it a fact that the proper facility of women rest room has been provided at the bus stops from where the buses leads to interior Sindh;
(b) If answer to (a) above is in negative, does government intends to provide above facility there?
ANSWER
SYED NASIR HUSSAIN SHAH, Minister for Transport:
(a) The Government has since established, modern terminal at Yousuf Goth in Karachi and is in the further process of establishing modern terminals at Thatta, Badin and Miro Khan in the first phase. The construction of bus terminals at Thatta Road and Miro Khan is under process through Works & Services Department, Government of Sindh. The terminals at Super Highway and National Highway in Karachi will be established in 2nd phase. The facility of rest room is however, being provided by the private bus operators from their own parking space.
(b) The Government is committed to provide the facility at the above under construction terminals which shall be equipped with the separate rest rooms / wash rooms for ladies and gents.
Further, Sindh Government has entered into agreement with Daewoo for operation of 100 intercity buses. The Daewoo will also construct Bus terminal at Karachi, Hyderabad, Mirpurkhas, Larkana and Sukkur with all facilities including separates wash rooms for ladies and gents.
