*3680. MS. NAILA MUNIR: Will the Minister for Food be pleased to state:-

(a)      Number of wheat sacks stolen from Sindh Rular Flour Mill, Khairpur during January, 2013 to January, 2014 along with number of same recovered;

(b)      Is it a fact that complaints of theft of wheat sacks were received in the province during January, 2013 to January, 2014;

(c)          If answer to (b) above is affirmative, the district-wise details thereof along with action taken against involved persons?                   

         

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

(a)      8000 wheat bags were stolen from Sindh Ruler Flour Mill Khairpur during January, 2014 and the same were recovered with penalty from the flour mills.

(b)      The complaint of 8000 wheat sacks from Sindh Ruler Flour Mill Khairpur were received during month of January 2014.

(c)      The Mill Management was issued a notice to recoup the loss of 8000 wheat bags alongwith penalty as provided in the wheat policy. In response to the notice the Mill Management recouped the loss with penalty. Due to negligence of the Center Incharge of Mill PRC Mr. Ghulam Hussain Siming was suspended and when the loss was recovered his suspension order was withdrawn.

The (05) five wheat bags were stolen from Ubauro Godown district Ghotki. The FIR was lodged against Mr. Abdul Aziz S/o Ghulam Muhammad Chowkidar at Police Station Ubauro which is under trail in the court of Civil Judge Ubauro.

 

 

*3896. MR. ABDUL HASEEB: Will the Minister for Food be pleased to state:-

(a)      Is it a fact that bids were invited in the mid August,2010 for financing of commodity operation during 01-07-2010 to 31-08-2010;

(b)      If answer to (a) above is affirmative, how did the department finance its operations during above period along with rate of interest?

         

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

i.     As usual invitation of offer for the lowest markup rate for the following period was floated in press on 11.08.2010 (Annexure-I, placed on the Table of the House) for the period 01.07.2010 to 30.09.2010. The approved markup rate offered by the Commercial Banks during the period 01.07.2010 to 30.09.2010 vide their bid dated 27.08.2010 (Annexure-II, placed on the Table of the House) is as under:-

ii.   The Food department, annually procure wheat under “State Trading Scheme”. The wheat procured from Growers on the borrowed amount from Commercial Banks under Commodity Operation Financing. The Guarantee of borrowing amount is Ministry of Finance, Government of Pakistan called as “GOP Guarantee”.

iii.  The Ministry of Finance, Government of Pakistan vide their letter dated 30.04.2010 (Annexure-III, placed on the Table of the House) has approved the cash credit limit of Rs.41,025.000 million for the Quarter April-June 2010 and same limit endorsed by the SBP, under their letter dated 03.05.2010 (Annexure-IV, placed on the Table of the House).

iv.  The Food Department, Government of Sindh finances its operation according to the limit sanctioned by the Ministry of Finance, Government of Pakistan and State Bank of Pakistan, Karachi for the subject period in question and had allowed to continue the limit till receipt of new under letter dated 23.08.2010 (Annexure-V, placed on the Table of the House).

v.    The Food department accordingly approved the following uniform rates in favour of all Banks.

*3911. MR. ABDUL HASEEB: Will the Minister for Food be pleased to state:-

(a)      Is it a fact that the production of wheat is less than the requirement in the province;

(b)      If answer to (a) above is affirmative, whether the Government is considering to import wheat to fulfill the paucity of wheat after flood situation?

                  

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

(a)      No.

(b)      Does not arise. There is no paucity of wheat in the province, due to bumper crops during last couple of years. In order to clear the wheat stocks, the Federal Government has allowed export of wheat against the rebate/subsidy of US$ 45 being borne each by the Federal as well as Provincial Government as approved by the Provincial Cabinet during its meeting held 10.02.2015.

 

 

*3914. MR. ABDUL HASEEB: Will the Minister for Food be pleased to state:-

(a)      Is it a fact that the Federal Government fixes the rate of wheat every year;

(b)      If answer to (a) above is affirmative, the rate of purchase of wheat fixed during 2009-10 along with the steps taken by the Government to ensure the purchase of wheat on above price?

 

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

(a)      Yes, it is fact that the Federal Government fix the support price/rate of wheat every year.

(b)      During the year 2009-10, the support price/rate of wheat was Rs.950/- per 40 Kgs i.e Rs.2375/- per 100 kgs.

In order to facilitate the growers and ensure the purchase of wheat on above price the Food department opened 330 wheat Procurement Centers. The department also issued policy guidelines under letter dated 16.03.2010 (Annexure, placed on the Table of the House).

 

 

*4143. MS. RANA ANSAR: Will the Minister for Food be pleased to state:-

(a)      Is it a fact that there is a program to sell out 28500 spoiled wheat bags lying in godowns of Shikarpur at Rs 22.23 per kg;

(b)      If answer to (a) above is affirmative, the details thereof?

 

ANSWER

(a)      The factual position is that a total quantity of 143521 bags containing 14244.720 of wheat crop 2008-09 was stored at PRC Shikarpur, out of which 114868 bags containing 10756.092 M.Tons of wheat were released/issued to Karachi, Hyderabad, Traders, Seed, Local Flour Mills and Chakkies, remaining balance of 28653 bags containing 3488.628 M.Tons of wheat were weavilized which were auctioned by the high powered Committee constituted by the Honourable Chief Minister Sindh through open bid to M/s Dastageer Enterprises Karachi at the rate of Rs.22.18/kg during the month of March, 2014.

*4448. MS. NUSRAT SEHER ABBASI: Will the Minister for Food be pleased to state:-

(a)      Is it a fact that transporters refused to carry wheat on their vehicles in Thar during April, 2014 resulting distribution of relief delayed;

(b)      If answer to (a) above is affirmative, the reasons thereof?

                  

ANSWER

MR. NISAR AHMED KHUHRO, Senior Minister for Food:

(a)      The contents of question are not concerned with Food department, as the department only shifted wheat from surplus districts i.e. Mirpurkhas, Sanghar to various PRCs located in Tharparkar district for further distribution by transport through Revenue/Relief department as per their demand for its distribution to the draught affected peoples.

(b)      Does not arise.
