District-wise number of teachers absent from duties dismissed from service during 2008-2013?

Karachi Region
As reported by Director School Education Karachi, there was no teacher dismissed from service due to absent from duty during the period from 2008 to November 2013.
Hyderabad Region
As reported by Director School Education Hyderabad, there was no teacher dismissed from service due to absent from duty during the period from 2008 to November 2013.
Sukkur Region
As reported by Director School Education Sukkur, Ms. Shazia Channa, H.S.T of district Sukkur was removed from Government service on account of rendering double service at Army Public School and College, Sukkur.
Larkana Region
As reported by Director School Education Larkana there was no teacher dismissed from service due to absent from duty during the period from 2008 to November 2013. However, disciplinary action has been taken against 594 absent teachers in accordance with the relevant rules/law.
Mirpurkhas Region
As reported by Director School Education Mirpurkhas, there was no teacher dismissed from service due to absent from duty during the period from 2008 to November 2013.
*570. MS. NUSRAT SEHER ABBASI: Will the Minister for Education be pleased to state:-
(a) Is it a fact that a Bill to provide text syllabus to students of government primary schools free of cost was passed in the Assembly;
(b) If answer to (a) above be in the affirmative, the district-wise number of schools where the students were provided the books free of cost?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
(a) That there was no bill passed from the Sindh Assembly to provide the students of primary schools with free text syllabus books. The facility of free textbooks was initiated with an executive order after getting approval from the Honourable Chief Minister Sindh from the academic year 2005-06 for primary and secondary side through RSU. In a further move the department initiated to provide books to Class XI and XII from the academic year 2010-11 and establishing of Book Banks in the Colleges for the purpose to re-use same books for three years to save the public exchequer. It was notified by the Department of Education & Literacy with the approval of Chief Minister Sindh at Annexure-I, placed on the table of the House.
(b) The district-wise list/number of sets of books provided to students from class Kachi to X, free of cost, at Annexure-II, placed on the table of the House.

(a) Is it a fact that the Sindh Government has initiated Integrated Education Learning Program (IELP);
(b) If answer to (a) above be in the affirmative, the objectives of the same?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
(a) It is indeed a fact that the Sindh Government has initiated the Integrated Education Learning Program (IELP) in collaboration with the Sindh Education Foundation (SEF) as the executing partner for increasing access to and improving the quality of educational (primary, elementary and secondary) services for children across the Sindh province.
(b) The main objective of the Program is to establish public private partnership for increasing access to and improving the quality of educational services provided to the children in marginalized areas of the Sindh province with support of private sector.
Sub objective include:-
· To promote long-term public-private partnership through providing per child fee subsidy to private (schools) sector in order to create greater access to education in marginalized/underserved areas of Sindh.
· To encourage private sector for helping Government to address quality based ACCESS (schooling) issue in the most underserved areas of Sindh.
· To supplement government policies via-a-vis UPE through enhancing educational facilities for out of school children and youth especially girls.
· To encourage gender quality.
· To devise viable organizational vision and institutional development for good quality innovative learning and general improvement of educational practices in community schools especially at un-served areas.
· To initiate process of transferring management of SEF assisted community based schools to NGOs who have good administrative and field related experience (where applicable).

Secretary to Chief Minister for Universities & Board has informed that the matter to establish Open University in the province has not been decided as yet.

Timeline for the Sindh Education Reform Program (SERP) project was from 2009-2012. Second Sindh Educational Sector Project (SERP-II) is yet to be signed. The timeline for the SERP-II project is 2013 to 2016.
Sindh Education Sector Project.
The development objective of the Sindh Educational Sector Project (SERP) was to support the Government of Sindh’s Medium-Term Education Sector Reform Program which aims to increase school participation, reduce gender and rural-urban disparities, increase progression and improve the measurement of student learning. Total project cost was US$2,222 million, the development partner/donors share were US$350 million and US$38 million by World Bank and EU respectively, remaining US$1,834 million was contributed by Government of Sindh.
Second Sindh Education Sector Project.
The Project Development Objective is to raise school participation by improving sector governance and accountability and strengthening administrative systems, measure student achievement the project support the Sindh Government’s Second Sindh Education Sector Reform Program. The total cost of the project (SERP-II) is US$2600 million for which Sindh Government financing/share is US$2200 million and remaining US$400 million is financed by World Bank.
Details of expenditure incurred by Government of Sindh with development partners for the period from 2010-13 is at Annexure, placed on the table of the House.

(a) Is it a fact that private schools have to provide education free of cost to 10% children under free and compulsory education Bill, 2013;
(b) If answer to (a) above is affirmative, the number of schools implemented on it?
ANSWER

(a) Yes, under Section 3(3) of this Act, “Privately owned or managed schools shall also provide free education to such students of the age of five to sixteen years at least ten percent of their actual strength of students.”

Amount of text books distributed free of cost in deserving boys & girls students from books of free of cost announced last year alongwith the amount of text books still lying in godowns?

16.112 million textbooks were distributed free of cost to the students in all Government Schools (boys/girls) from Class I to X in the last academic year 2013-14. The balance stock in godowns of Sindh Textbook Boards is 25475.

Number of schools working under Sindh Education Foundation and Sindh Education Sector Reform Program (SERP)?
ANSWER

The Sindh Education Foundation (SEF) is a semi-autonomous organization committed to educating and empowering children and communities towards social change by improving access to educational facilities. Since its establishment in 1992 as a semi-autonomous organization, the SEF endeavors have focused on bringing the light of education for the growth and development of those living in remote and disadvantaged areas of the Sindh province in Pakistan.
Today, with support from the department of Education & Literacy, Government of Sindh, SEF portfolio has expanded to a network of 2342 schools and educational centers in the underserved areas of the province making it the largest educational foundation in Pakistan.
The Foundation initiated the Promoting Private Schooling in Rural Sindh (PPRS) scheme under the Public Private Partnership Component of the Sindh Education Reform Program 2008-09 which continues to operate under SERP II 2012-2013. The project has been designed by the SEF in collaboration with the Reform Support Unit and the World Bank. The project interventions are envisaged to support establishment and management of private schools in underserved localities in 10 districts of Sindh that rank poorly along three indicators: the size of the out-of-school children population (6-10 years), distance to the nearest primary school and gender disparity in primary school participation.
The overall goal of the project is to establish public private partnerships for increasing access to and improving the quality of educational services provided to the children in marginalized areas of the Sindh province with support of private sector.
Currently a total 393 schools are established under SEF and SERP through the PPRS program.

Funds released for Sindh Education Reform Program by World Bank during 2007-08 alongwith the number of schools benefitted under the same?
ANSWER
JAM MEHTAB HUSSAIN DAHAR, Minister for Education:
The World Bank has supported the Sindh Education Reform Program (SERP) which was initiated by Government of Sindh in 2006-07 in the form of Sindh Education Sector Development Policy Credit (SEDPC) amounting to US$ 100 million during the financial year 2007-08.
That funds were utilized in four complimentary pillars. The first pillar includes fiscal, financial management and procurement reforms aimed at strengthening provincial finances and the effectiveness of public expenditures while increasing education and other poverty-related expenditures. The second pillar includes reforms to strengthen the functioning, capacity and accountability of provincial and district education management in line with devolution objectives to provide incentives to districts to improve service delivery; and to strengthen the role of school management committees in school development and monitoring, the third pillar aims at improving access to quality schooling, with a particular focus on rural areas and girls, by improving the quality and free textbooks and girls’ stipend and by launching partnerships with non-government/private sector to increase access and quality. The fourth pillar aims to improve the quality of teaching and learning through instituting merit-based recruitment and improved accountability of teachers, establishing a competency-based system of teacher education and continuous professional development and through strengthening the assessment of student achievement in the provincial education system.

There is no Government Girls Primary School Kumbhar Colony Ward No.2 in taluka Tando Bago.
However, Government Girls Primary School Kumbhar Mohalla Ward No.3 of Taluka Tando Bago is functional having an enrolment of 49 students.
