 117.   Will the Minister for Health be pleased to state:-

Is it fact that according to report of Auditor General of Pakistan for the financial year 2014-2015 irregularities of Approx. 70 crore rupees have been committed in Health Department, if so, the reasons thereof either responsibilities fixed or action taken against involved persons and steps taken to restrain such irregularities in future with details?

  *828. MST.NUSRAT SEHER ABBASI: Will the Minister for Health be pleased to state:-

(a)   Is it a fact that ban has been imposed on issuance of drug license;

(b)   If answer to (a) above is affirmative, the reasons thereof along with the criteria required for issuance of the same?

ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

(a)      No, it is not a fact. In fact, a stay order for issuing drug licenses was passed by the Honourable High Court of Sindh on 12-11-2012. Now the stay order has been vacated by the Honourable Court on 05-09-2013, since then the drug licenses are being issued to eligible person/firms etc.

(b)      After payment of prescribed fees any person can apply for getting drug license to stock sale or dispense drugs.

However, he must hire the qualified persons i.e. pharmacist for issuing of new drug license and dispenser/compounder for renewal of already issued drug license. The applicant should provide following documents alongwith application on prescribed proforma:

 ·         Attested copy of qualified person’s diploma/degree

·         Attested copy of qualified person’s and proprietor’s valid CNIC.

·         Four attested photographs of qualified person.

·         Affidavit being the proprietor and qualified person to inform the Inspector of Drugs as soon as either of the party ceases to have the interest in the license under the rules.

·         Attested photocopy of the registration issued by the CCI and in case of Indenter/Importer (in case of wholesale business).

·         Manufacturer’s authority as agents (in case of wholesale business).

·         Attested rent receipt/agreement of tenancy.

·         Treasury challan of prescribed fees.

·         Attested copy of NTN certificate.

(a)      Is it a fact that numerous new born babies were misplaced / kidnapped frequently from the different Sindh Government Hospitals in 2014;

(b)      If answer to (a) above is affirmative, district-wise details with names of parents of the babies and number of babies recovered along with preventive measures taken to stop this heinous crime as well as action taken against culprits?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

(a)      No, it is not a fact.

(b)      Not applicable.

 *3258.ENGR. SABIR HUSSAIN KAIMKHANI: Will the Minister for Health be pleased to state:-

(a)      Is it a fact that indoor patient unit of Kohesar hospital in Latifabad is still not functioning;

(b)      If answer to (a) above is affirmative, the reasons thereof?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

(a)      Yes, it is fact.

(b)      The indoor patient unit of Kohesar Hospital in Latifabad was not handed over to the Health department. It is further stated that in 2010 the IDPs were settled in the unit resulting in its damage (removal of wash basins, electrical fitting, doors, damage to the pipelines etc). The building also developed huge cracks and needed funds for its maintenance and repairs. PC-1 costing to Rs.20 million was prepared for the purpose of renovation. The funds were released and the work was started. The indoor unit is now functional.

 *3514.MS. HEER SOHO: Will the Minister for Health be pleased to state:-

Functions of PPHI under which BHUs and RHCs are presently running as well as number of employees, staff and doctors working under PPHI?

 ANSWER

DR. SIKANDAR ALI MANDHRO, Minister for Health:

The Peoples Primary Health Initiative (PPHI) Sindh is working with Government of Sindh in Public Private Partnership (PPP) mode for managing, operating and delivering healthcare services through Government owned Rural Health Facilities (BHUs and RHCs) assigned to PPHI in 22 districts of Sindh.

As per MoU signed between PPHI and Government of Sindh following are the functions of PPHI:

1.    Basic curative services availability at BHUs.

2.    Prenatal, obstetrical and post-partum care.

3.    Family Planning services (Injectable, IUCD, Condoms, Pills, referral for vasectomy).

4.    Participation in National Immunization Days (NIDs) and other special activities in health.

5.    Disease Surveillance and response to epidemics.

6.    Capacity building of health staff and midwives.

7.    Provision of free Ultrasound facility at health facilities.

8.    Establishment of diagnostic labs at health facilities.

9.    Provision of Solar System at health facilities of far flung areas.

10. Provision of Ice liner, Solar and conventional refrigerators.

11. Availability of Ambulances at health facilities. (70 at present).

12. Conversion of 92 health facilities into 24/7 BHUs.

13. Monitoring of staff through Smartphone.
