*3293. MS. HEER ISMAIL SOHO: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that embezzlement have been made in development schemes in district Thatta during 2006-07 and advance payment for more than 100 schemes have been made resulting more than 100 schemes could not be completed;
(b) If answer to (a) above is in the affirmative, action taken by the Government in this regard?
ANSWER

(a) No embezzlement has been made in District Thatta during 2006-07.
(b) Not applicable.
*3355. MS. HEER ISMAIL SOHO: Will the Minister for Works & Services be pleased to state:-
Details of programmes duly approved during financial year 2008-2009 in the Province with the coordination of Government of Japan along with details of implementation on the above said programmes?

Actually the exercise on the project started in the year 2004. In 2005, 452 Kms roads in 08 Districts (Dadu, Hyderabad, Thatta, Sukkur, Jacobabad, Shikarpur, Larkana & Khairpur) and the sites were selected by JBIC as per selection criteria emerged from SAAPI studies. The project was approved by the Executive Committee of National Economic Council (ECNEC) on 06-11-2008 at the cost of Rs. 5144 million (Rs. 4729 million to be provided by JICA and Rs. 385 million by Government of Sindh). The loan has been effected from 24-10-2008 and Administrative Approval (AA) has also been accorded. The expiry date of the loan is 30th June, 2013.
As far as implementation of the project is concerned the following have been done/in progress:
(i) Consultant has been appointed.
(ii) The Project Management Unit (PMU) with the help Consultants is conducting survey work of the roads already selected.
(iii) The road construction work is schedule to be started from 1st October, 2010.

Projects started in the Province with the aid of Asian Development Bank during financial year 2008-2009 along with details of implementation on the above said projects?

No new project started in the province by Works & Services Department with the aid of Asian Development Bank during financial year 2008-09.

Scale wise number of officers of works & Services Department who are working in District Thatta as on 01-03-2010 along with the date since they are working?

*3943. MS. HEER ISMAIL SOHO: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that Mr. Rashid Majeed was appointed as Enquiry Clerk in the department in 1989 but even after passing 21 years he has not been promoted;
(b) Is it also a fact that above person has passed DAE in Civil Technology in 1996 and posts of “Sub-Engineer” are lying vacant and being a deserving candidate he has not been promoted against said post;
(c) If answer to (a) & (b) above is affirmative, the reasons thereof, alongwith intention of the Government to promote him on the above post being a deserving candidate?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Works & Services:
(a) Mr. Rashid Majeed was originally appointed as Enquiry Clerk in BPS-4 on Work Charge converted Establishment vide Executive Engineer, Provincial Buildings Division-II, Karachi Order No. EC/II 1061 dated 01-10-1989 as per recruitment rules of Works & Services Department no further promotion of Enquiry Clerk to next higher scale can be done.
(b) As per recruitment rules he can not be promoted as Sub-Engineer. However, he can be considered against direct appointment for which he may apply as and when posts of Sub-Engineer are advertised.
(c) As stated above (A&B) Mr. Rashid Majeed Enguiry Clerk can not be promoted to the post of Sub-Engineer.
*5506. MS. NUSRAT SEHER ABBASI: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that the road leading from Jati to Shah Bundar, Sujawal to Chohar Jamali and Gulamullah to Ghorabari is broken from here and there;
(b) If answer to (a) above be in the affirmative, does government intend to repair the same?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Works & Services:
(a) Yes.
(b) Ghulamullah to Ghorabari road mile 0/0-1/3 is repaired during the year 2010-11 and remaining reach included in M&R Programme 2011-12.
*6232. MS. NUSRAT SEHER ABBASI: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that the bridge constructed over Nara canal at Nara collapsed with a blast and connection of 300 villages have been disconnected;
(b) If answer to (a) above is in affirmative, the time required to arrange boats bridge at dargah Pir Hussain to restore access between small and big villages?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Works & Services:
(a) It is not fact that bridge over Nara Canal at Nara has collapsed with a blast disconnecting 300 villages. A pantoon boat bridges was constructed several years ago at RD-366, which had given up its life and was subsequently damaged.
(b) A pre-stressed bridge at RD-373 was constructed by the Government of Sindh including approaches and therefore, the people of the area are connected by all means with other road network.
*6977. MR. ARIF MUSTAFA JATOI: Will the Minister for Works & Services be pleased to state:-
(a) Is it a fact that the life of concrete road is 100 years and asphalt road is only 03 years;
(b) If answer to (a) above be in the affirmative, why concrete roads are not being made in Sindh?
