The total number of motorcycles stored at the Nazarat Khana in Karachi as on 31st December, 2009 along with the reasons why motorcycles seized by the Police are never returned to their owners?

The Officer Incharge Nazarat, Central Vehicles Pool, Karachi has reported that 4300 Motorcycles are available at the Nazarat Karachi which were seized/recovered by various Police Stations of Karachi Region. Whereas as per rules after registration of cases to seize vehicles, Police as well as Nazarat is not competent to release the vehicles but only court is competent to release the same after fulfillment of all the codal formalities.
*3414. MS. NUSRAT SEHER ABBASI: Will the Minister for Home be pleased to state:-
Names of the criminals involved in setting fire on shops on 28th December, 2009 after the incident of bomb blast in Karachi, whether these criminals were put behind the bar?

Number of persons who died due to drinking raw wine in Taluka Nara, District Khairpur during 31-01-2007 to 20-01-2010?

As reported by Provincial Police Officer Sindh, no such incident took place during 31-01-2007 to 20-01-2010.
*3703. MR. ARIF MUSTAFA JATOI: Will the Minister for Home be pleased to state:-
(a) Is it a fact that the method of payment for renewal of arms licenses has been changed;
(b) If answer to (a) above is in the affirmative, the reasons thereof alongwith detail of the new procedure?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Home:
(a) Yes.
(b) In order to improve the system of collection of arms license fee in a fair and transparent manner, the old system of collection of fee through Post Office has been done away with and now National Bank of Pakistan branches is Sind from 1st March, 2010 has been authorized. The change is very effective though in some areas the problem exists. However, system is being further improved to streamline with the National Bank of Pakistan management to address public grievances.

(a) Is it a fact that innocent people are arrested by the Government to pressurize absconders to surrender which is violation of law as were of UN conventions;
(b) If answer to (a) above is in the affirmative, the details and reasons thereof?

(a) The Provincial Police has reported that innocent people were not arrested by the Police/ Government to pressurize absconders to surrender.

(a) Is it a fact that driving licences issued in the interior display the name of issuing district while those issued from Karachi display the name of the country;
(b) If answer to (a) above be in the affirmative, the reasons therefore?
ANSWER

(a) The Provincial Police officer, Sindh has reported that in Karachi City the driving licenses are issued by three driving license branches located at Clifton, Nazimabad & Korangi indicating the exact place of office of the issuing authority situated in the City of Karachi and country of original for a complete and proper identification.
In Hyderabad & Sukkur Regions, the driving licenses are being issued by the concerned District Police Officers showing the name of District, in accordance with proforma prescribed by the Government.

The steps being taken to secure the katcha areas from the misdoings of dacoits?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Home:
The Provincial Police Officer Sindh Karachi has reported that the following steps are being taken to secure the katcha areas from the misdoings of dacoits:-
(i) Katcha Police Station has been established in the Katcha area.
(ii) Heavy contingent force is detained in the Katcha Police Station to react criminal activities.
(iii) Ambush points are regularly held at important points of Katcha area for red-handed capture of criminals and restriction of their movements towards pacca area.
(iv) Pickets have been detained at protective bunds fallen near katcha area to curb criminals activities.
(v) Raids are conducted at the suspected hide outs of criminals in katcha area.
(vi) Special campaigns are launched for the arrest of absconders and proclaimed offenders especially in katcha area.

Procedure essential required for an Hon’ble citizen for issuance of Arm Licence for his security?
ANSWER
SYED QAIM ALI SHAH JILLANI, (Chief Minister) Home:
The following procedure is laid down for issuance of arms license to a citizen for self security:-
1. Documents required.
(i) CNIC with complete address.
(ii) Verification of character Certificate from SHO of concerned Police Station and countersigned by the SP.
(iii) Antecedent certified from Special Branch & District Police.
(iv) Officers of Armed Forces/Civil Officer of BS-17 and above are exempted from Police verification.
(v) Applicant’s should be Income Tax/Agriculture Tax payer.
2. Age limit: Not below 25 years.
3. Application Fee: Rs. 4500/-

Jina (not Hina) w/o Ghulam Nabi Khaskheli. She disclosed in her statement that she has received her share of land measuring 2.09 acrs from her brother Lakha Dino and now she has no grievances.
