 *6078. MS. NUSRAT SEHER ABBASI: Will the Minister for Labour be pleased to state:-

Wages being paid to the women working in the bangle factories alongwith the facilities being provided to them?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

The wages ranging from Rs. 7,000/- to 20,000/- pm are being paid to the women working in the Bangles factories according to their skills. The Bangle factories have four types of employees in the factory.

 Un-Skilled Workers

(Kanch Department)

Un-skilled workers are working in this department and they receive salaries from Rs. 7,000/- to 10,000/- pm.

 Skilled Workers.

i.     Sadaee Department.

ii.   Jharrai Department.

iii.  Chappai Department.

 The workers of bangles factories working in the above three departments received salaries ranging from Rs. 11,000/- to 20,000/- pm according to their skill & experiences.

 The facilities being provided to them includes maternity leave and separate toilets.

Besides the above comprehensive medical coverage is provided to the secured persons and their dependents including parents, Sindh Employees Social Security Institution (SESSI) is also providing cash benefits for Sickness, Injury, Maternity, Death Grant, Iddat Benefit, Disablement Gratuity, Disablement Pension and Survivors Pension are also admissible as per entitlement.

Bangle industries registered with SESSI are provided Card R-5 for availing benefits as provided under section-35 to 43 of Provincial Employees Social Security Ordinance,1965 to secured person.

 Employees Old-Age Benefits Institution (EOBI) also provides facilities to all type of industries and establishments including Bangle factories where five or more persons are employed. The following benefits are disbursed by EOBI irrespective of gender of workers/insured persons:-

 (i)     Old-Age Pension on attaining superannuation.

(ii)    Invalidity Pension on sustaining invalidity effecting insured person’s earning more than one third than one third of normal.

(iii)  Survivors Pension to the following in case of death of insured person/pensioner:-

(a)    Surviving spouse till life.

(b)    Surviving children till 18 years of age.

(c)    Surviving un-married female child till marriage.

(d)    Surviving disabled child till life.

(e)    Surviving parents for 5 years, if an insured person/pensioner not survived by spouse or children.

(iv)   Old-Age grant not meeting the benchmark for old age pension.

 It is, may also be mentioned here that the old-age pension is paid to male workers on attaining age of sixty years, whereas it is paid to female worker at the age of fifty five giving relaxation of five years to female worker.

 *6509. MS. NUSRAT SEHER ABBASI: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that Hon’ble Minister Labour recently visited Sindh Workers Model School, Landhi and suspended some teaching and non-teaching staff;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      Yes, Hon’ble Minister Labour visited Sindh Workers Model School, Landhi Karachi, but he did not suspend any teaching or non-teaching staff.

(b)      The Hon’ble Minister Labour checked the attendance position of the staff and directed to take disciplinary action against the absentees and late-comers. Accordingly explanation       as well warning letter were issued to the absentees as well as late-comers.

 *6589. MS. NUSRAT SEHER ABBASI: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that despite district Ghotki being an Industrial zone where seven big factories are working the technical degree holder engineers and diploma holders of district Ghotki are un-employed while non-locals have been employed in the factories;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      It is not a fact that only non-locals are employed in these Factories/Establishment in District Ghotki. The statistics placed at (Annexure- A & B) indicates the real number of Technical Degree holder Engineers & Diploma Engineers alongwith percentage of employment in these categories to locals & non locals employed in these Factories/ Establishments:-

*6730. MR. ARIF MUSTAFA JATOI: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that the flats are being allotted to industrial workers;

(b)   If answer to (a) above is in affirmative, eligibility criteria alongwith the number of flats allotted during 2011?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      It is fact that the flats are being allotted to industrial Workers.

(b)      Eligibility/criteria for allotment of flats is as under:-

(i)     Workers concerned must have at-least three  years continuous service.

(ii)    Worker must be employed in an active/operational/functional industrial or mining unit.

(iii)  Worker must fulfill the definition of “Workman” prescribed under the relevant law.

 It is further informed that no allotment of flats was made during 2011.

 *6980. MR. ARIF MUSTAFA JATOI: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that Rs. 200 millions are being spent on construction of Offices of  Assistant Directors in the province;

(b)   If answer to (a) above be in the affirmative, location of the same?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      It is not a fact that Rs. 200 millions are being spent on construction of Offices of Assistant Directors in the Province of Sindh. The factual position is that the Scheme is for Rs. 56.749 millions for construction of Offices of Assistant Directors Labour in Sindh. Scheme is spread over two years. Allocation of Rs. 10 million was released in 2011-12 and the balance is expected to be released this year.

(b)      At the following locations, the Offices of Assistant Directors Labour are being constructed:-

 *10094. MR. ARIF MUSTAFA JATOI: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that the Sindh Workers Welfare Board has allotted thousands of flats to industrial labourers in the province;

(b)   If answer to (a) above is in affirmative, the details thereof alongwith the criteria for the same?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      Yes. The Sindh Workers Welfare Board has allotted 4576 flats and 5657 houses to the Industrial Workers in the province.

(b)      The Board called Application Forms from the Industrial Workers for allotment of flats/ houses through print media and scrutinized by the Scrutiny Committee, constituted by the Board. The Board has allotted said flats/houses through balloting to the Industrial Workers of various factories located at different districts of Sindh, at Annexure as per following criteria is as under:-

 The applicant should be employed in an Industrial Establishment, registered under Factories Act, 1934 and covered under IRA-2008.

(i)     The particulars in Application Form must be Certified by the Management and CBA.

(ii)    That the Worker must be registered with Employees’ Old-Age Benefits Institution/Sindh Employees Social Security Institution.

(iii)  That the worker should be permanent having at least three years continuous service.

 *10099. MR. ARIF MUSTAFA JATOI: Will the Minister for Labour be pleased to state:-

(a)   Is it a fact that the basic pay of grades 1 to 4 is below than the minimum wage set for the private sector;

(b)   If answer to (a) above be in the affirmative, the reasons thereof?

 ANSWER

MR. AMIR NAWAB, Minister for Labour:

(a)      It is true that the basis pay of grades 1 to 4 is below than the minimum wage set for private sector.

(b)      The basic pay of grade 1 to 4 may not be compared with Minimum Wages set for the private sector because the rat of Minimum Wages for the private sector is declared as lumpsum amount including the allowance; whereas the initial basic pay of the employees in grade       1 to 4 does not include the allowances. However, the gross pay of these employees including various allowances is on the higher side when compared with the Minimum Wages set for private sector.

 “This House is of the opinion and resolves that on Friday, the 8th March an FIR was lodged against one Christian boy Mr. Sawan Masih on the alleged charge of blasphemy under Section 295 C of Pakistan Penal Code and took the accused in custody in the early morning of Saturday the 9th of March, 2013. However, on the same day at about 11:30 a.m. as reported by the Police, about 7000 people attacked Joseph Colony near Badami Bagh, ransacked and set on fire when the houses had already been vacated by the Christian families on the advice of the Police on Friday night. The ransacking and burning on the alleged charges of blasphemy, when no evidence of the witnesses had been recorded and especially when the accused was already in the custody of Police, is a dastardly act of terrorism against the Christian Community. It is against all canons of Islamic Jusrisprudence and against Meesaq-e-Madina- the first Constitution drafted by the Holy Prophet Hazrat Muhammad (P.B.U.H.) few clauses, interalia of Meesaq-e-Madina, relate to Jews and Christian, besides Muslims. It ordains that Non-Muslims have equal political and cultural rights and shall have autonomy and freedom of religion. Father of Nation, Founder of Pakistan Quaid-e-Azam Muhammad Ali Jinnah in his speech on the 11th of August 1947 in the Constituent Assembly had said that the first duty of the Government is to maintain law and order so that the life and property and religious beliefs of its subjects are protected by the state, he further said that your are free to go to your temples, you are free to go to your mosques and you are free to go to any other place of worship in this State of Pakistan. You may belong to any religion, cast or creed that has nothing to do with the business of the State.
Since the Police had already registered an FIR against the accused and got the houses of the Christian Community vacated on Friday night, the ransacking and arson of their houses on Saturday is worst Act of barbarism and vandalism. The 170 families are left with no shelter and no household goods. This House therefore further condemns the alleged act of blasphemy if proved true and this act of barbarity when the law enforcing agencies of Punjab Province failed to protect the lives and property of innocent Pakistanis. Government of Sindh is thus requested to take up the case with the Government of Punjab not only to get the attackers/ terrorists punished, but also compensate adequately those victims who suffered mentally and monetarily. It is further resolved that the misuse of the blasphemy laws like 295-B & C of Pakistan Penal Code should be restrained and the personal disputes are not converted into blasphemy acts.”

 

 

Provincial Assembly of Sindh in its sitting held on Monday, the 11th March, 2013 has unanimously passed the following Resolution moved by Ms. Bilquees Mukhtar, MPA and Ms. Zareen Majeed, MPA:-

 “It is hereby resolved that the Government of Sindh may approach the Federal Government for the inclusion of Data of Blood Group in CNIC.”
