*6733. MR. ARIF MUSTAFA JATOI: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that the ban on shrimp fishing in the summer has been relaxed causing severe depletion in fish stock;
(b) If answer to (a) above be in the affirmative, the reasons thereof?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
(a) Yes. On the persistent demand of Fishermen Government of Sindh has been pleased to relax the ban on shrimp fishing in the month of June, 2012 and issued such notification with the approval of competent Authority.
(b) There is prohibition of fishing during the month of June and July every year under the provision of section-4 of Sindh Fisheries Ordinance, 1980, occasionally the ban has been relaxed to one month. Keeping in view of the miserable economic conditions a summary was floated to Chief Minister Sindh with the request that ban may be imposed in the month of July only as the fishermen earn their livelihood (bread & butter) on daily basis as two months ban on Fishing means starvation on the houses of Fishermen.

The number of SBB fisherman welfare cards issued during 2011 along with the benefits given to card-holders?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
The number of SBB Fisherman welfare cards issued during 2011 (2010-2011) is 14759.
By virtue of these cards (License) every Fisherman was entitled to fish from Public water area and earn lively hood.
*6872. SYED KHALID AHMED: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that complaints have been received against hunting of fish from Rice Canal, Nara Canal and Rohri Canal in Sukkur through poison;
(b) If answer to (a) above be in the affirmative, whether any enquiry has been conducted in this regard?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
(a) Yes, some complaints have been received.
(b) Enquiry was conducted. Some samples of water were taken and sent to the Chemical Examiner to the Government of Sindh Chemico Laboratory Sukkur at Rohri for tests but the result was negative. Dates of tests are given below:-

*6883. SYED KHALID AHMED: Will the Minister for Fisheries be pleased to state:-
(a) Is it a fact that number of fish farming is being executed in the province and seeds of fish are bringing from Punjab;
(b) If answer to (a) above is in the affirmative, the reasons thereof?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
(a) Yes, number of Fish farming is extending (increasing) in the Province.
Some number of Fish seed is brought by Farmers from Punjab.
(b) Reasons.
Number of Fish farming is increasing due to extension services by Fisheries Department to convert waste land in to productive.
Some seed is brought form Punjab by farmers of adjacent Districts i.e. Ghotki, Kashmore and Jacobabad. Because in Sindh Fish Hatcheries are at distance @ Sukkur, Larkana, Bubak, Badin and Thatta. Whereas Fish Hatchery at Rahim Yar Khan is near to them.
*6889. SYED KHALID AHMED: Will the Minister for Fisheries be pleased to state:-
Month-wise variety/quantity of fish stock sold to the public during the period from 1st January, 2010 to 31st May, 2011 alongwith the cost charged to the farmers?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
Total 89,08,411 seed of various fish species was sold to private fish farmers at cost of Rs. 12,70,630/- during the period from 1st January, 2010 to 31st May, 2011. The details is at Annexure, placed on the table of the House.

Number of trainees completed training or in process of training under BBYDP as on 31-05-2011 alongwith the trade of each?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
A total of 1162 trainees completed their training in various trades of Fisheries till 31-05-2011. Detail of the trades and the number of trainees in each trade is given below:-

(a) Is it a fact that mud crab culture are exported;
(b) If answer to (a) above be in the affirmative, name of countries alongwith foreign exchange being received?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
(a) Yes.
(b) Live Mud Crab is mostly exported to China, Japan, Thailand and Hongkong and export value is 10 million US$.

(a) Is it a fact that Marine Time Security works under the Federal Government;
(b) If answer to (a) above be in the affirmative, how does Sindh Government get information about marine calamities?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
(a) Yes.
(b) The Maritime Security Agency (MSA) works under Ministry of Defense Government of Pakistan. The Sindh Government and MSA share the information through official correspondence and in case of emergence through telephone.

Procedure to provide emergency information to the fishermen at provincial level and how much earlier the same is provided alongwith the details of steps taken to cope the emergency situation?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
The information regarding any emergency/weather calamity is intimated by Metrological Department, Government of Pakistan which is circulated to Fishermen through Fishermen’s Cooperative Society F.M. Radio and through Mosque loudspeakers in remote areas.

The arrangements at Fish Harbour Karachi, whether it is fact that they are kept in contact through wireless system?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
VHF communication system tower was installed by Fishermen Cooperative Society (FCS) through a private company in the year 2006 but it could not continue by private company. However, 1300 boats are being operated from Karachi Fish Harbour out of these, 1200 boats are equipped with VHF communication system.

(a) Is it a fact that bonafide fishermen are being provided items under ADP;
(b) If answer to (a) above be in the affirmative, the amount allocated for the same during 2010-11?
ANSWER
MR. ZAHID ALI BHURGARI, Minister for Fisheries:
(a) Yes.
(b) The amount allocated for the items during 2010-11 is Rs. 231.937 million.

“This House is of the opinion and resolves that the Government of Sindh may approach and recommend to the Federal Government to repeal Section 89 of Pakistan Penal Code which states ‘Nothing which is done in good-faith for the benefit of a person under twelve years of age, or of unsound mind, by or by consent, either express or implied, the guardian or other person having lawful charge of that person, is an offence by reason of any harm which it may cause, or be intended by the doer to cause or be known by the doer to be likely to cause to that person.”
