(a) Is it a fact that the students domiciled outside Karachi are not allowed admission in S.M. Law College;
(b) If answer to (a) above be in the affirmative, the number of students admitted since 01-01-2009 with district of domicile?
ANSWER
MR. MUHAMMAD AYAZ SOOMRO, Minister for Law & Parliamentary Affairs:
No. There is no restriction of domicile for admission of students coming from any district of the Province, in the S.M. Law College.

*6933. MR. ARIF MUSTAFA JATOI: Will the Minister for Law & Parliamentary Affairs be pleased to state:-
(a) Is it a fact that the Sindh Local Government Ordinance, 1979 was never submitted to vote of the Assembly for ratification;
(b) If answer to (a) above be in the affirmative, the reasons thereof?
ANSWER
MR. MUHAMMAD AYAZ SOOMRO, Minister for Law & Parliamentary Affairs:
(a) Yes.
(b) Since the Ordinance was protected by Eighth Amendment of the Constitution, in the year 1985 under Article 270-A of the Constitution, therefore, neither it was required not submitted for vote to the Assembly for ratification.
*6935. MR. ARIF MUSTAFA JATOI: Will the Minister for Law & Parliamentary Affairs be pleased to state:-
(a) Is it a fact that the government bill No. 6 of 2008 has been signed into Law despite the fact that it was not reconsidered by the Assembly as per clause 116 (3) of the Constitutions;
(b) If answer to (a) above be in the affirmative, the reasons thereof?
ANSWER
MR. MUHAMMAD AYAZ SOOMRO, Minister for Law & Parliamentary Affairs:
No. It was reconsidered and again passed by the Sindh Assembly in its sitting held on 13-07-2011. A copy of the Assembly Secretariat letter dated 13-07-2011 is at Annexure, placed on the table of the House.
*10082. MR. ARIF MUSTAFA JATOI: Will the Minister for Law & Parliamentary Affairs be pleased to state:-
(a) Is it a fact that the executive officers are banned from acting as judicial magistrates;
(b) If answer to (a) above is affirmative, how will the law be enforced by the commisionerate system?
ANSWER
MR. MUHAMMAD AYAZ SOOMRO, Minister for Law & Parliamentary Affairs:
(a) Yes.
(b) It is informed that under section 14 of the Criminal Procedure Code the Provincial Government may on the recommendation of the High Court, confer upon any person including a former Executive Magistrate all or any of the powers conferred or conferrable on a Judicial Magistrate in respect to particular cases or to particular class or particular classes of cases or in regard to cases generally in any local area and such Magistrates shall be called Special Judicial Magistrates.

“This House condemns the brutal suicidal bomb attack at Kirani Road, Sabzi Mandi, Hazara Town, Quetta resulting loss of 113 innocent lives and injuring hundreds of people belonging to Shia Hazara Community. This House recommends that the Government of Sindh approach the Federal Government to take concrete and immediate steps to arrest all responsible persons and the perpetrators and to take such measures so that such brutalities are not repeated.”
